Cross-border challenges: Cross-border R&D cooperation between companies (B2B) in the extended Euregio Meuse-Rhine region (EMR+) is still not a ‘self running’ business. In particular, SMEs, the "backbone" of the economy in EMR+, still maintain very few innovation-oriented activities across borders. Nevertheless, recent pilot projects such as TTC and GCS have impressively demonstrated that the pre-competitive R&D sector is ideally suited for building up structural cooperation across borders. SMEs are eagerly and enthusiastically discovering new partnership and market potential for themselves, which they would never have actively sought on their own initiative and without these impulses. This is not just about simple market failure. The pilot projects have revealed that the national and regional innovation promotion programmes in the EMR+ are not coordinated across borders and tailored to the real needs of SMEs. Main objectives and activities: The overarching objective is to create a cross-border value-added chain for innovation and industry in the EMR+, especially for SMEs. This will be achieved through close coordination and cooperation between the three projects "EarlyTech","BuSyBee" and "I2M EMR+". For further details on the differences, synergies and cooperations between these projects see the paper Addendum to the INTERREG VA-applications "Early Tech","BuSyBee" and "I2M EMR+" in Part F - Appendices. I2M EMR+ aims to stimulate and strengthen innovation-oriented cooperation of technology-oriented companies by stimulating cross-border, SME-based cooperation consortia with the aim of developing coordinated B2B-service and -funding opportunities between Flanders, Wallonia, the Netherlands and North Rhine-Westphalia. This includes bringing together the right business and R&D partners, initiating joint collaborations and providing the necessary information, contacts and financial resources. In order to strengthen B2B-oriented R&D cooperation between the EMR+ and other regions, but also within EMR+, the R&D projects initiated are to be implemented on the one hand via existing European sources of funding (e. g. HORIZONT2020, EUREKA, EraSME) and on the other hand they should also be supported by a cross-border innovation fund for the EMR+ (separate INTERREG VA project). In addition, the aim is to develop feasible proposals to ensure the sustainability of services and innovation financing for businesses in the future through national and regional solutions coordinated across borders. The focus of this innovation support is clearly focused on the market; B2B relations in particular are addressed, starting with excellent ideas from the business world to experimental development of industrial prototypes in the pre-competitive phase (before market entry!). On the other hand, promising results from science-to-business collaborations (proof-of-concept prototypes, other exploitation processes) can and should also be included. I2M EMR+ is based on three pillars: Strengthening of cross-border networks / Establishment of (inter-)cluster-related partnerships, Supporting enterprise and innovation development in the EMR+, Development of effective and efficient communication and dissemination across borders. Results, performance and added value. The main outcome of the project will be a much larger number of B2B-cooperations of SMEs based in the EMR+ both within Europe and across borders. Within the EMR+ - together with a cross-border B2B innovation fund - approx. 40 to 50 SME-based, market-oriented innovation projects with a total volume of 30 to 35 million euros (subsidy share approx. 35%) are generated. In addition, I2M EMR+ will not only generate and/or contribute to at least 20 European R&D project consortia, but will also generate or contribute to countless new, unsponsored co-operations of companies in EMR+ that would not have arisen without this cross-border stimulation.The greatest benefit for businesses will be the creation of a demand-driven collaborative environment that stimulates internationalisation, cooperation and SME-based innovation in the EMR+ and beyond. I2M EMR+ creates a low-threshold funding along the entire "value chain of cooperation", including networking and partnership opportunities, business development support and cross-border financial incentives.The most important added values are new products, processes and services aimed at the market and established through a cross-border partnership. The innovation projects create new, highly qualified jobs, even beyond the project's duration. Companies can thus maintain and expand their (inter)national market position. Finally, solutions will be presented on how the sustainability of the service and financing offer (e. g. in the form of cross-border business networks, joint innovation grants and loans) can be guaranteed in the long term.
