The current means of communication of these crisis bars are not fail-safe, e.g. in the event of a nationwide long-term power outage. Especially in the event of a power outage, it is also of great interest to the neighbouring countries whether the nuclear power plants of neighbouring countries are in a safe state. Through the procurement of satellite communication technology and the development of a communication concept, a tool is to be created for the crisis rods to make communication safer in the event of a crisis. Da bisher ein solches ausfallsicheres, unabhängiges und einheitliches Kommunikationssystem zwischen den einzelnen Krisenstäben nicht besteht, wird die Zusammenarbeit der nationalen Verwaltungen und Institutionen im Falle eines Teil- bzw. Totalausfalls der übrigen Kommunikationsmittel massiv behindert oder kommt komplett zum Erliegen. Damit ist ein koordiniertes, grenzüberschreitendes Krisenmanagement nur noch begrenzt oder gar nicht mehr möglich. Diese Gefährdung der Kommunikationsinfrastruktur im Krisenfall ist somit als sehr kritisch zu bewerten. Gerade bei einem Stromausfall ist es zudem für die angrenzenden Länder von großem Interesse, ob sich die Kernkraftwerke der Nachbarländer in einem sicheren Zustand befinden. Durch die Beschaffung von Satellitenkommunikationstechnik und der Erarbeitung eines Kommunikationskonzeptes soll für die Krisenstäbe ein Instrument geschaffen werden, um die Kommunikation im Krisenfall sicherer zu machen.
