Das GIHK wird in Zusammenarbeit der Stadt, einem durch Vergabeverfahren noch zu ermittelnden Projektbegleiter und im Gebiet ansässigen Vereinen und Organisationen in einem offenen, transparenten Verfahren erstellt. Nach einer Analyse der Stärken und Schwächen des Stadtgebietes, sollen Strategien, Projekte und Vorhaben in verschiedenen Handlungsfeldern entwickelt werden, die die soziale Benachteiligung des Gebietes und seiner Bewohner verringern und die soziale Integration stärken.
