Im Rahmen dieses Programms hatte sich nur ein Teil der zahlreichen inhabergeführten Betriebe aus dem Einzelhandel, der Gastronomie und dem Dienstleistungssektor daran beteiligt. Zahlreiche Unternehmen weisen weiterhin einen Bedarf zur Steigerung der aktuellen und zukünftigen Wettbewerbsfähigkeit auf. Themen wie mangelnde energetische und bauliche Substanz (z. B. Barrierefreiheit), kundenorientierte Anpassungen im Sortiment, Waren- und Dienstleistungspräsentationen, das Schaffen eines Einkaufserlebnisses sowie das Verbinden zwischen On- und Offline Angeboten müssen aktiv angegangen werden, um Funktionsverlusten mit Leerständen zu begegnen.
