Regions of Warmia and Masuria in Poland and Kalinigrad Oblast in Russia share a common border and at the same time they are similar when it comes to economic and natural conditions. Remoteness from the main industrial and cultural centres results in their underdevelopment. On the other hand, natural resources create a great potential for development of tourism. However, due to natural conditions the tourism is seasonal. What is more universal and could be a base for tourism development is culture – human creativity is independent and never runs out. Culture can also help overcome the border – if not physically, then mentally, by involving people from both sides of the border into joint activities. The overall objective of the project is preservation and promotion of the cultural heritage of the Polish-Russian borderland for its better use as a tourist product. To reach that objective conditions for development of cultural activity and education will be improved at two beneficiaries, by means of joint cultural activities promoting Polish and Russian cultures cultural exchange and cooperation will be strengthen, Polish and Russian local communities will be involved in cultural activities. The project activities will be targeted at residents of Elk and Sovetsk, with special focus on children and youth who will participate in activities designed to suit their needs and preferences. The partners will also organize activities targeted at general audience, regardless of their age. The Polish-Russian cooperation will revive the Programme area where an influx of new ideas and new approach to problems is needed. The partners will try to develop joint activities that would become tourist products in future, enhancing cultural tourism and affecting both sides of the border. The project will be a good basis for future cross-border cooperation. (Polish)

Les régions de la Warmia et de la Masurie en Pologne et de l’oblast de Kalinigrad en Russie partagent une frontière commune et, en même temps, elles sont similaires en ce qui concerne les conditions économiques et naturelles. L’éloignement des principaux centres industriels et culturels entraîne leur sous-développement. D’autre part, les ressources naturelles créent un grand potentiel de développement du tourisme. Cependant, en raison des conditions naturelles, le tourisme est saisonnier. Ce qui est plus universel et pourrait être une base pour le développement du tourisme, c’est la culture — la créativité humaine est indépendante et ne s’épuise jamais. La culture peut également aider à surmonter la frontière — si ce n’est physiquement, puis mentalement, en associant des personnes des deux côtés de la frontière à des activités conjointes. L’objectif général du projet est la préservation et la promotion du patrimoine culturel de la frontière entre la Pologne et la Russie afin qu’il soit mieux utilisé comme produit touristique. Pour atteindre cet objectif, les conditions de développement de l’activité culturelle et de l’éducation seront améliorées chez deux bénéficiaires, grâce à des activités culturelles conjointes promouvant les cultures polonaises et russes, les échanges culturels et la coopération seront renforcés et les communautés locales polonaises et russes seront associées à des activités culturelles. Les activités du projet seront destinées aux résidents d’Elk et de Sovetsk, en mettant l’accent sur les enfants et les jeunes qui participeront à des activités conçues pour répondre à leurs besoins et à leurs préférences. Les partenaires organiseront également des activités destinées au grand public, quel que soit leur âge. La coopération entre la Pologne et la Russie relancera la zone couverte par le programme, où un afflux d’idées nouvelles et une nouvelle approche des problèmes sont nécessaires. Les partenaires s’efforceront de développer des activités conjointes qui deviendraient des produits touristiques à l’avenir, renforçant le tourisme culturel et affectant les deux côtés de la frontière. Die Regionen Warmen und Masuren in Polen und der Oblast Kalinigrad in Russland haben eine gemeinsame Grenze und sind gleichzeitig ähnlich, wenn es um wirtschaftliche und natürliche Bedingungen geht. Die Abgelegenheit von den wichtigsten Industrie- und Kulturzentren führt zu ihrer Unterentwicklung. Andererseits schaffen natürliche Ressourcen ein großes Potenzial für die Entwicklung des Tourismus. Aufgrund der natürlichen Bedingungen ist der Tourismus jedoch saisonal. Was universeller ist und eine Basis für die Entwicklung des Tourismus sein könnte, ist Kultur – menschliche Kreativität ist unabhängig und läuft nie aus. Kultur kann auch dazu beitragen, die Grenze zu überwinden – wenn nicht physisch, dann Mentally, indem Menschen von beiden Seiten der Grenze in gemeinsame Aktivitäten eingebunden werden. Das übergeordnete Ziel des Projekts ist die Erhaltung und Förderung des kulturellen Erbes des polnisch-russischen Grenzlandes für seine bessere Nutzung als touristisches Produkt. Um zu erreichen, dass die objektiven Bedingungen für die Entwicklung von kultureller Aktivität und Bildung bei zwei Begünstigten verbessert werden, werden durch gemeinsame kulturelle Aktivitäten zur Förderung des kulturellen Austauschs und der Zusammenarbeit Polens und Russlands die lokalen Gemeinden Polens und Russlands an kulturellen Aktivitäten beteiligt sein. Die Projektaktivitäten richten sich an die Bewohner von Elk und Sovetsk mit besonderem Schwerpunkt auf Kindern und Jugendlichen, die an Aktivitäten teilnehmen werden, die ihren Bedürfnissen und Vorlieben entsprechen. Die Partner werden auch Aktivitäten organisieren, die sich unabhängig von ihrem Alter an das allgemeine Publikum richten. Die polnisch-russische Zusammenarbeit wird den Programmbereich wiederbeleben, in dem neue Ideen und ein neuer Umgang mit Problemen erforderlich sind. Die Partner werden versuchen, gemeinsame Aktivitäten zu entwickeln, die künftig zu touristischen Produkten werden, um den Kulturtourismus zu fördern und beide Seiten der Grenze zu beeinflussen. Regio’s Warmia en Masuria in Polen en de oblast Kalinigrad in Rusland hebben een gemeenschappelijke grens en zijn tegelijkertijd vergelijkbaar als het gaat om economische en natuurlijke omstandigheden. De afstand van de belangrijkste industriële en culturele centra leidt tot onderontwikkeling. Aan de andere kant bieden natuurlijke hulpbronnen een groot potentieel voor de ontwikkeling van het toerisme. Vanwege de natuurlijke omstandigheden is het toerisme echter seizoensgebonden. Wat meer universeel is en een basis zou kunnen zijn voor de ontwikkeling van het toerisme, is cultuur — menselijke creativiteit is onafhankelijk en loopt nooit op. Cultuur kan ook helpen om de grens te overwinnen — zo niet fysiek, dan mentaal, door mensen van beide zijden van de grens bij gezamenlijke activiteiten te betrekken. De algemene doelstelling van het project is het behoud en de bevordering van het cultureel erfgoed van het Pools-Russische grensland voor een beter gebruik als toeristisch product. Om te bereiken dat de objectieve voorwaarden voor de ontwikkeling van culturele activiteiten en onderwijs bij twee begunstigden zullen worden verbeterd door middel van gezamenlijke culturele activiteiten ter bevordering van de uitwisseling en samenwerking van Poolse en Russische culturen, zullen de Poolse en Russische lokale gemeenschappen bij culturele activiteiten worden betrokken. De projectactiviteiten zijn gericht op inwoners van Elk en Sovetsk, met speciale aandacht voor kinderen en jongeren die zullen deelnemen aan activiteiten die zijn ontworpen om aan hun behoeften en voorkeuren te voldoen. De partners zullen ook activiteiten organiseren die gericht zijn op het algemene publiek, ongeacht hun leeftijd. De samenwerking tussen Polen en Rusland zal het programmagebied nieuw leven inblazen waar een instroom van nieuwe ideeën en een nieuwe aanpak van problemen nodig is. De partners zullen proberen gezamenlijke activiteiten te ontwikkelen die in de toekomst toeristische producten worden, het cultureel toerisme bevorderen en beide zijden van de grens treffen. Regioni di Warmia e Masuria in Polonia e Kalinigrad Oblast in Russia condividono un confine comune e allo stesso tempo sono simili quando si tratta di condizioni economiche e naturali. La lontananza dai principali centri industriali e culturali determina il loro sottosviluppo. D'altro canto, le risorse naturali creano un grande potenziale di sviluppo del turismo. Tuttavia, a causa delle condizioni naturali, il turismo è stagionale. Ciò che è più universale e potrebbe essere una base per lo sviluppo del turismo è la cultura — la creatività umana è indipendente e non si esaurisce mai. La cultura può anche aiutare a superare il confine — se non fisicamente, poi Mentally, coinvolgendo persone provenienti da entrambi i lati del confine in attività congiunte. L'obiettivo generale del progetto è la conservazione e la promozione del patrimonio culturale del confine polacco-russo per un uso migliore come prodotto turistico. Per raggiungere tali condizioni obiettive per lo sviluppo dell'attività culturale e dell'istruzione saranno migliorate presso due beneficiari, mediante attività culturali congiunte che promuovano lo scambio e la cooperazione culturali polacche e russe, le comunità locali polacche e russe saranno coinvolte in attività culturali. Le attività del progetto saranno rivolte ai residenti di Elk e Sovetsk, con particolare attenzione ai bambini e ai giovani che parteciperanno ad attività studiate per soddisfare le loro esigenze e preferenze. I partner organizzeranno anche attività destinate al pubblico generale, indipendentemente dalla loro età. La cooperazione polacco-russa riporterà l'area del programma in cui è necessario un afflusso di nuove idee e un nuovo approccio ai problemi. I partner cercheranno di sviluppare attività comuni che in futuro diventeranno prodotti turistici, valorizzando il turismo culturale e interessando entrambi i lati della frontiera. Las regiones de Warmia y Masuria en Polonia y el óblast de Kalinigrado en Rusia comparten una frontera común y al mismo tiempo son similares cuando se trata de condiciones económicas y naturales. La lejanía de los principales centros industriales y culturales provoca su subdesarrollo. Por otro lado, los recursos naturales crean un gran potencial para el desarrollo del turismo. Sin embargo, debido a las condiciones naturales el turismo es de temporada. Lo que es más universal y podría ser una base para el desarrollo turístico es la cultura: la creatividad humana es independiente y nunca se agota. La cultura también puede ayudar a superar la frontera — si no físicamente, entonces mentalmente, al involucrar a personas de ambos lados de la frontera en actividades conjuntas. El objetivo general del proyecto es preservar y promover el patrimonio cultural de la frontera polaco-rusa para su mejor uso como producto turístico. Para alcanzar esas condiciones objetivas para el desarrollo de la actividad cultural y la educación se mejorará en dos beneficiarios, mediante actividades culturales conjuntas que promuevan el intercambio cultural y la cooperación entre las culturas polaca y rusa, y las comunidades locales polacas y rusas participarán en actividades culturales. Las actividades del proyecto estarán dirigidas a los residentes de Elk y Sovetsk, con especial atención a los niños y jóvenes que participarán en actividades diseñadas para satisfacer sus necesidades y preferencias. Los socios también organizarán actividades dirigidas al público general, independientemente de su edad. La cooperación polaco-rusa reactivará la zona del Programa en la que se necesita una afluencia de nuevas ideas y un nuevo enfoque de los problemas. Los socios tratarán de desarrollar actividades conjuntas que se conviertan en productos turísticos en el futuro, mejorando el turismo cultural y afectando a ambos lados de la frontera.
