Prices growth for tobacco in EU countries influenced the increase of illegal tobacco products trafficking attempts from Belarus to neighboring EU countries. It leads to reduction of some countries budget influxes. Recently there has been an increase in illicit drug trafficking attempts. Natural persons and organized crime groups, usually of international character, carry out illegal goods trade. Fighting the illegal activity from the side of Polish and Belarusian customs services will increase security at both sides of the border. The project will result in faster and safer border crossing, considerable support in fighting organized crime and illicit drug and tobacco trafficking. Project aim is a solution of cross-border problems in the sphere of illegal migration, contraband and human trafficking through Belarusian-Polish border. The overall objective of the project is to increase the security level of the residents on the territory of Programme’s implementation by means of impeding illegal transportation of prohibited narcotic, psychotropic substances and tobacco, prevention of illegal migration. Specific objectives of the project: 1. Increase of project partners cynological departments capacity 2. Improvement of border crossing procedures 3. Enhancement of border security The implementation of the project will allow the cynological departments of customs authorities to apply specialized vehicles for the transportation of cynilogists and service dogs, to conduct trainings for the exchange of experience in the detection of narcotic drugs and tobacco products, that will increase the technical and human resources of law enforcement officers on the Polish-Belarusian border. Expected results of the project: increasing number of cases of detection of restricted and prohibited goods, reducing the time required for customs operations for passengers and goods crossing the customs border, as well as simplification of the procedure for customs control. La hausse des prix du tabac dans les pays de l’UE a influencé l’augmentation des tentatives de trafic illicite de produits du tabac depuis la Biélorussie vers les pays voisins de l’UE. Elle entraîne une réduction des afflux budgétaires de certains pays. Il y a eu récemment une augmentation des tentatives de trafic illicite de drogues. Les personnes physiques et les groupes criminels organisés, généralement de caractère international, effectuent des échanges illicites de marchandises. La lutte contre l’activité illégale de la part des services douaniers polonais et biélorusses renforcera la sécurité des deux côtés de la frontière. Le projet permettra d’accélérer et de sécuriser le passage des frontières et d’apporter un soutien important à la lutte contre le crime organisé et le trafic illicite de drogues et de tabac. L’objectif du projet est de résoudre les problèmes transfrontaliers dans le domaine de la migration illégale, de la contrebande et de la traite des êtres humains à travers la frontière biélorusse-polonaise. L’objectif général du projet est d’accroître le niveau de sécurité des résidents sur le territoire de la mise en œuvre du programme en empêchant le transport illégal de stupéfiants, de substances psychotropes et de tabac interdits, ainsi que la prévention de la migration illégale. Objectifs spécifiques du projet: 1. Augmentation de la capacité des départements cynologiques des partenaires du projet 2. Amélioration des procédures de franchissement des frontières 3. Renforcement de la sécurité aux frontières La mise en œuvre du projet permettra aux services cynologiques des autorités douanières d’appliquer des véhicules spécialisés pour le transport de cynilogistes et de chiens d’assistance, d’organiser des formations pour l’échange d’expériences en matière de détection des stupéfiants et des produits du tabac, ce qui augmentera les ressources techniques et humaines des agents des forces de l’ordre à la frontière entre la Pologne et la Biélorussie. Résultats escomptés du projet: Augmentation du nombre de cas de détection de marchandises réglementées et interdites, réduisant le temps nécessaire aux opérations douanières pour les passagers et les marchandises franchissant la frontière douanière, ainsi qu’à la simplification du régime des contrôles douaniers. Das Preiswachstum für Tabak in den EU-Ländern beeinflusste den Anstieg der Versuche des illegalen Tabakhandels von Belarus in die Nachbarländer der EU. Dies führt zu einer Verringerung der Haushaltszuflüsse einiger Länder. In jüngster Zeit haben die Versuche des illegalen Drogenhandels zugenommen. Natürliche Personen und organisierte kriminelle Gruppen, die in der Regel internationalen Charakter haben, führen den illegalen Warenhandel durch. Die Bekämpfung der illegalen Tätigkeit seitens der polnischen und belarussischen Zolldienste wird die Sicherheit auf beiden Seiten der Grenze erhöhen. Das Projekt wird zu einem schnelleren und sichereren Grenzübertritt und einer erheblichen Unterstützung bei der Bekämpfung der organisierten Kriminalität sowie des illegalen Drogen- und Tabakhandels führen. Ziel des Projekts ist die Lösung grenzüberschreitender Probleme im Bereich der illegalen Migration, des Schmuggels und des Menschenhandels über die belarussisch-polnische Grenze. Übergeordnetes Ziel des Projekts ist es, das Sicherheitsniveau der Bewohner der Programmdurchführung zu erhöhen, indem die illegale Beförderung verbotener Narkotika, psychotroper Substanzen und Tabak sowie die Verhinderung illegaler Migration verhindert werden. Spezifische Ziele des Projekts: 1. Erhöhung der Kapazitäten der zynologischen Abteilungen der Projektpartner 2. Verbesserung der Grenzübertrittsverfahren 3. Verbesserung der Grenzsicherheit Die Durchführung des Projekts wird es den zynologischen Zollverwaltungen ermöglichen, spezialisierte Fahrzeuge für den Transport von Zynologen und Diensthunden anzuwenden, Schulungen für den Erfahrungsaustausch bei der Erkennung von Suchtstoffen und Tabakerzeugnissen durchzuführen, wodurch die technischen und personellen Ressourcen der Strafverfolgungsbeamten an der polnisch- belarusischen Grenze erhöht werden. Erwartete Ergebnisse des Projekts: Zunehmende Zahl von Fällen der Aufdeckung beschränkter und verbotener Waren, Verkürzung der Zeit für den Zollbetrieb für Personen und Waren beim Überschreiten der Zollgrenze sowie Vereinfachung des Zollkontrollverfahrens. De stijging van de prijzen voor tabak in de EU-landen was van invloed op de toename van pogingen tot illegale handel in tabaksproducten vanuit Wit-Rusland naar naburige EU-landen. Dit leidt tot een vermindering van de instroom van de begroting in sommige landen. De laatste tijd is er sprake van een toename van de illegale drugshandel. Natuurlijke personen en georganiseerde misdaadgroepen, meestal van internationale aard, voeren illegale goederenhandel uit. De bestrijding van de illegale activiteiten van de Poolse en Belarussische douanediensten zal de veiligheid aan beide zijden van de grens vergroten. Het project zal leiden tot een snellere en veiligere grensoverschrijding, aanzienlijke steun voor de bestrijding van georganiseerde misdaad en illegale drugs- en tabakshandel. Doel van het project is een oplossing te vinden voor grensoverschrijdende problemen op het gebied van illegale migratie, smokkel en mensenhandel via de Wit-Russisch-Poolse grens. De algemene doelstelling van het project is het verhogen van het veiligheidsniveau van de ingezetenen op het grondgebied van de uitvoering van het programma door het verhinderen van illegaal vervoer van verboden verdovende middelen, psychotrope stoffen en tabak, en voorkoming van illegale migratie. Specifieke doelstellingen van het project: 1. Verhoging van de capaciteit van de cynologische afdelingen van projectpartners 2. Verbetering van de procedures voor grensoverschrijding 3. Verbetering van de grensbeveiliging De uitvoering van het project zal de cynologische diensten van de douaneautoriteiten in staat stellen gespecialiseerde voertuigen toe te passen voor het vervoer van cynilogen en diensthonden, om trainingen te volgen voor de uitwisseling van ervaringen met de opsporing van verdovende middelen en tabaksproducten, waardoor de technische en personele middelen van rechtshandhavingsfunctionarissen aan de Pools-Wit-Russische grens zullen toenemen. Verwachte resultaten van het project: Toenemend aantal gevallen van opsporing van aan beperkingen onderworpen en verboden goederen, verkorting van de tijd die nodig is voor douaneoperaties voor passagiers en goederen die de douanegrens overschrijden, en vereenvoudiging van de procedure voor douanecontrole. La crescita dei prezzi del tabacco nei paesi dell'UE ha influenzato l'aumento dei tentativi di traffico illegale di prodotti del tabacco dalla Bielorussia ai paesi vicini dell'UE. Ciò comporta una riduzione degli afflussi di bilancio di alcuni paesi. Recentemente si è registrato un aumento dei tentativi di traffico illecito di droga. Le persone fisiche e i gruppi della criminalità organizzata, di solito di carattere internazionale, effettuano il commercio illegale di merci. Combattere l'attività illegale da parte dei servizi doganali polacchi e bielorussi aumenterà la sicurezza su entrambi i lati della frontiera. Il progetto si tradurrà in un attraversamento delle frontiere più rapido e più sicuro, un sostegno significativo nella lotta alla criminalità organizzata e al traffico illecito di droga e tabacco. L'obiettivo del progetto è la soluzione dei problemi transfrontalieri in materia di migrazione clandestina, contrabbando e tratta di esseri umani attraverso la frontiera bielorussa-polacca. L'obiettivo generale del progetto è quello di aumentare il livello di sicurezza dei residenti sul territorio dell'attuazione del programma, impedendo il trasporto illegale di sostanze stupefacenti, psicotrope e tabacco proibite, la prevenzione della migrazione illegale. Obiettivi specifici del progetto: 1. Aumento della capacità dei dipartimenti cinologici dei partner del progetto 2. Miglioramento delle procedure di attraversamento delle frontiere 3. Miglioramento della sicurezza delle frontiere L'attuazione del progetto consentirà ai dipartimenti cinologici delle autorità doganali di applicare veicoli specializzati per il trasporto di ciniologi e cani di servizio, di condurre corsi di formazione per lo scambio di esperienze nell'individuazione di stupefacenti e prodotti del tabacco, che aumenteranno le risorse tecniche e umane dei funzionari delle forze dell'ordine sul confine polacco-Bielorusso. Risultati attesi del progetto: Aumento del numero di casi di individuazione di merci soggette a restrizioni e vietate, riduzione dei tempi necessari per le operazioni doganali per i passeggeri e le merci che attraversano la frontiera doganale, nonché semplificazione della procedura di controllo doganale. El crecimiento de los precios del tabaco en los países de la UE influyó en el aumento de los intentos de tráfico ilegal de productos del tabaco de Bielorrusia a los países vecinos de la UE. Esto conduce a la reducción de las afluencias presupuestarias de algunos países. Recientemente ha habido un aumento de los intentos de tráfico ilícito de drogas. Las personas físicas y los grupos de delincuencia organizada, por lo general de carácter internacional, llevan a cabo comercio ilegal de mercancías. La lucha contra la actividad ilegal por parte de los servicios aduaneros polacos y bielorrusos aumentará la seguridad a ambos lados de la frontera. El proyecto dará como resultado un cruce fronterizo más rápido y seguro, un apoyo significativo en la lucha contra la delincuencia organizada y el tráfico ilícito de drogas y tabaco. El objetivo del proyecto es la solución de los problemas transfronterizos en el ámbito de la migración ilegal, el contrabando y la trata de seres humanos a través de la frontera entre Belarús y Polonia. El objetivo general del proyecto es aumentar el nivel de seguridad de los residentes en el territorio de ejecución del Programa mediante la prevención del transporte ilegal de estupefacientes prohibidos, sustancias psicotrópicas y tabaco, la prevención de la migración ilegal. Objetivos específicos del proyecto: 1. Aumento de la capacidad de los departamentos cinológicos asociados en el proyecto 2. Mejora de los procedimientos de cruce de fronteras 3. Mejora de la seguridad fronteriza La ejecución del proyecto permitirá a los departamentos cinológicos de las autoridades aduaneras aplicar vehículos especializados para el transporte de cinólogos y perros de servicio, impartir capacitación para el intercambio de experiencias en la detección de estupefacientes y productos del tabaco, lo que aumentará los recursos técnicos y humanos de los agentes del orden en la frontera polaco-belrusa. Resultados esperados del proyecto: Aumento del número de casos de detección de mercancías restringidas y prohibidas, reducción del tiempo necesario para las operaciones aduaneras de pasajeros y mercancías que cruzan la frontera aduanera, así como simplificación del procedimiento de control aduanero.
