PIMReC aims at building strong cooperation between Polish and Ukrainian institutions by jointly meeting challenge in improving security of the high mountain tourism by taking a series of activities directed to this aim, namely: - reconstruction and structural adaptation of former astronomical and meteorologic observatory on the Pope Ivan mountain (Chernohora Range, Carpathian Mountains) to the needs of high mountain rescue service training center as well as rescue station functioning all the year round; - development of top-notch joint Polish-Ukrainian trainings for high mountain rescuers with special attention to up-todate rescue techniques in different weather conditions including case studies; - forming mechanisms for emergency response and ways of interaction with relevant services in case of tourists’ life and health hazards; - creation of electronic services platform as an effective information resource on the one hand for the exchange of experience and training materials between Polish and Ukrainian high mountain rescue teams and on the other hand a tool to inform tourists about preventive measures of being in the high mountain area, safety roots and meteorologic forecast. The abovementioned activities will improve the professional level of high mountain rescuers and volunteers in Ukraine and Poland, contribute to the development of complex high mountain rescue system, extend the cooperation between all the participants of the project, increase the awareness of the cross-border community about safety measures and safety tourist routs. Close cooperation of Polish and Ukrainian emergency rescue services will result in the elaboration of unified operating standards and in the longer term on both sides of the border will enable the coordination of rescue actions and preventive measures. Le PIMReC vise à renforcer la coopération entre les institutions polonaises et ukrainiennes en répondant conjointement au défi de l’amélioration de la sécurité du tourisme de haute montagne en prenant une série d’activités visant à atteindre cet objectif, à savoir: — reconstruction et adaptation structurelle de l’ancien observatoire astronomique et météorologique sur la montagne du Pape Ivan (Chernohora Range, Carpates) aux besoins du centre de formation du service de sauvetage de haute montagne ainsi que de la station de secours fonctionnant toute l’année; — mise au point de formations conjointes polonaises-ukrainiennes de haut niveau destinées aux sauveteurs de haute montagne, en accordant une attention particulière aux techniques de sauvetage actualisées dans différentes conditions météorologiques, y compris des études de cas; — la mise en place de mécanismes d’intervention d’urgence et de modes d’interaction avec les services concernés en cas de jeu de la vie et de la santé des touristes; — création d’une plate-forme de services électroniques en tant que ressource d’information efficace, d’une part, pour l’échange d’expériences et de matériel de formation entre les équipes polonaises et ukrainiennes de sauvetage en haute montagne et, d’autre part, un outil pour informer les touristes sur les mesures préventives d’être dans la haute montagne, les racines de la sécurité et les prévisions météorologiques. Les activités susmentionnées permettront d’améliorer le niveau professionnel des sauveteurs de haute montagne et des volontaires en Ukraine et en Pologne, de contribuer au développement d’un système complexe de sauvetage en haute montagne, d’étendre la coopération entre tous les participants au projet, de sensibiliser la communauté transfrontalière aux mesures de sécurité et aux itinéraires touristiques de sécurité. Une coopération étroite des services polonais et ukrainiens de secours d’urgence aboutira à l’élaboration de normes opérationnelles unifiées et, à plus long terme, de part et d’autre de la frontière, permettra la coordination des actions de sauvetage et des mesures préventives. PIMReC zielt darauf ab, eine starke Zusammenarbeit zwischen polnischen und ukrainischen Institutionen aufzubauen, indem sie gemeinsam die Herausforderungen bei der Verbesserung der Sicherheit des Hochbergtourismus durch eine Reihe von Aktivitäten, die auf dieses Ziel ausgerichtet sind, bewältigen: — Wiederaufbau und strukturelle Anpassung des ehemaligen astronomischen und meteorologischen Observatoriums auf dem Papst Ivan (Chernohora Range, Karpatengebirge) an die Bedürfnisse des hochgebirgigen Rettungsdienst-Trainingszentrums sowie der Rettungsstation, die das ganze Jahr über funktioniert; — Entwicklung von hochkarätigen gemeinsamen polnisch-ukrainischen Trainings für Bergretter mit besonderem Augenmerk auf aktuelle Rettungstechniken bei unterschiedlichen Wetterbedingungen, einschließlich Fallstudien; —die Schaffung von Mechanismen für Notfallmaßnahmen und die Art und Weise der Interaktion mit den einschlägigen Diensten im Falle des Lebens und des Gesundheitsspiels von Touristen; — Schaffung einer Plattform für elektronische Dienste als wirksame Informationsquelle einerseits für den Austausch von Erfahrungen und Schulungsmaterialien zwischen polnischen und ukrainischen Hochgebirgsrettungsteams und andererseits ein Instrument zur Information der Touristen über vorbeugende Maßnahmen im Hochgebirge, Sicherheitswurzeln und meteorologische Prognosen. Die oben genannten Aktivitäten werden das professionelle Niveau der Bergretter und Freiwilligen in der Ukraine und Polen verbessern, zur Entwicklung eines komplexen Hochbergrettungssystems beitragen, die Zusammenarbeit zwischen allen Projektteilnehmern erweitern, das Bewusstsein für die grenzüberschreitende Gemeinschaft für Sicherheitsmaßnahmen und touristische Sicherheitsrouten erhöhen. Eine enge Zusammenarbeit der polnischen und ukrainischen Notrettungsdienste wird zur Ausarbeitung einheitlicher Einsatzstandards führen und langfristig auf beiden Seiten der Grenze die Koordinierung von Rettungsaktionen und Präventivmaßnahmen ermöglichen. PIMReC streeft ernaar een sterke samenwerking tussen Poolse en Oekraïense instellingen tot stand te brengen door gezamenlijk de uitdaging aan te gaan bij het verbeteren van de veiligheid van het hoge bergtoerisme door een reeks activiteiten te ondernemen die daartoe zijn gericht, namelijk: — wederopbouw en structurele aanpassing van voormalig astronomisch en meteorologisch observatorium op de Paus Ivan-berg (Chernohora Range, Karpaten) aan de behoeften van het opleidingscentrum voor hoge bergreddingsdienst en reddingsstation dat het hele jaar door functioneert; — ontwikkeling van eersteklas gezamenlijke Pools-Oekraïense trainingen voor bergredders met bijzondere aandacht voor actuele reddingstechnieken in verschillende weersomstandigheden, met inbegrip van casestudies; — het vormen van mechanismen voor respons op noodsituaties en manieren van interactie met relevante diensten in het geval van het leven van toeristen en kansspelen op de gezondheid; de oprichting van een platform voor elektronische diensten als doeltreffende informatiebron enerzijds voor de uitwisseling van ervaring en opleidingsmateriaal tussen Poolse en Oekraïense reddingsteams in de hoge bergen en anderzijds een hulpmiddel om toeristen te informeren over preventieve maatregelen om zich in het hooggebergte te bevinden, veiligheidswortels en meteorologische voorspellingen. De bovengenoemde activiteiten zullen het professionele niveau van hoge bergreddingsers en vrijwilligers in Oekraïne en Polen verbeteren, bijdragen tot de ontwikkeling van een complex reddingssysteem voor hoge bergen, de samenwerking tussen alle deelnemers aan het project uitbreiden, de grensoverschrijdende gemeenschap meer bewust maken van veiligheidsmaatregelen en toeristische routes voor de veiligheid. Nauwe samenwerking tussen Poolse en Oekraïense noodhulpdiensten zal resulteren in de uitwerking van uniforme operationele normen en op langere termijn aan beide zijden van de grens zal de coördinatie van reddingsacties en preventieve maatregelen mogelijk zijn. PIMReC mira a costruire una forte cooperazione tra le istituzioni polacche e ucraine affrontando congiuntamente la sfida di migliorare la sicurezza del turismo di alta montagna attraverso l'adozione di una serie di attività dirette a tale scopo, vale a dire: — ricostruzione e adeguamento strutturale dell'ex osservatorio astronomico e meteorologico sulla montagna di Papa Ivan (Chernohora Range, Carpathian Mountains) alle esigenze del centro di addestramento di soccorso di alta montagna e della stazione di soccorso funzionante tutto l'anno; — sviluppo di allenamenti congiunti polacco-ucraino di alto livello per i soccorritori di alta montagna, con particolare attenzione alle tecniche di salvataggio aggiornate in diverse condizioni meteorologiche, compresi gli studi di casi; — creare meccanismi di risposta alle emergenze e modalità di interazione con i servizi pertinenti in caso di gioco d'azzardo per la vita e la salute dei turisti; — creazione di una piattaforma di servizi elettronici come una risorsa di informazione efficace da un lato per lo scambio di esperienze e materiali di formazione tra le squadre di soccorso in alta montagna polacche e ucraine e, dall'altro, uno strumento per informare i turisti sulle misure preventive di trovarsi nell'area di alta montagna, radici di sicurezza e previsioni meteorologiche. Le attività summenzionate miglioreranno il livello professionale dei soccorritori di alta montagna e dei volontari in Ucraina e Polonia, contribuiranno allo sviluppo di un complesso sistema di soccorso in alta montagna, amplieranno la cooperazione tra tutti i partecipanti al progetto, accresceranno la consapevolezza della comunità transfrontaliera sulle misure di sicurezza e sulle rotte turistiche di sicurezza. Una stretta cooperazione tra i servizi di soccorso di emergenza polacchi e ucraini porterà all'elaborazione di norme operative unificate e, a lungo termine, su entrambi i lati della frontiera consentirà il coordinamento delle azioni di salvataggio e delle misure preventive. El PIMReC tiene por objeto establecer una estrecha cooperación entre las instituciones polacas y ucranianas, haciendo frente conjuntamente al reto de mejorar la seguridad del turismo de alta montaña mediante la realización de una serie de actividades dirigidas a este objetivo, a saber: — reconstrucción y adaptación estructural del antiguo observatorio astronómico y meteorológico en la montaña del Papa Iván (Chernohora, Montañas Cárpatas) a las necesidades del centro de entrenamiento del servicio de rescate de alta montaña, así como de la estación de rescate que funciona todo el año; — desarrollo de entrenamientos conjuntos polaco-ucranianos de primer nivel para Rescates de alta montaña, prestando especial atención a técnicas de rescate actualizadas en diferentes condiciones meteorológicas, incluidos estudios de casos; — la formación de mecanismos de respuesta de emergencia y formas de interacción con los servicios pertinentes en caso de que los turistas vivan y los juegos de azar sanos; — creación de una plataforma de servicios electrónicos como un recurso de información eficaz, por una parte, para el intercambio de experiencias y materiales de formación entre los equipos de rescate de alta montaña polaco y ucraniano y, por otra, una herramienta para informar a los turistas sobre las medidas preventivas de estar en la zona de alta montaña, las raíces de seguridad y la previsión meteorológica. Las actividades mencionadas mejorarán el nivel profesional de los Rescates de Alta Montaña y los voluntarios en Ucrania y Polonia, contribuirán al desarrollo de un sistema complejo de rescate en alta montaña, ampliarán la cooperación entre todos los participantes en el proyecto, aumentarán la sensibilización de la comunidad transfronteriza sobre las medidas de seguridad y las rutas turísticas de seguridad. La estrecha cooperación de los servicios polacos y ucranianos de salvamento de emergencia dará lugar a la elaboración de normas operativas unificadas y, a largo plazo, a ambos lados de la frontera permitirá coordinar las acciones de salvamento y las medidas preventivas.
