The project is directly related to Thematic objective Security and Priority 3.2 Addressing common security challenges, including Improving qualifications of the staff in charge of rescue actions and developing the ability to participate effectively in a joint response to incurred risks and Joint initiatives on prevention of natural and man-made disasters. The project is related to Ukrainian Strategy of reforming system of national rescue services based on decree of Prime Minister of Ukraine No. 61-p dated 25th January 2017. The project is based on the partnership of SOS – rescue Foundation (leader), Mountain Volunteer Search and Rescue – Bieszczady Group (GOPR), Lviv regional control and rescue service of tourist-sports association of Ukraine and Municipality Ustrzyki Dolne. The overall objective of the project is: creating coordination and training centre to reduce mobilization time and increase effectiveness of cross-border rescue actions in Bieszczady region. To complete the overall objective following actions will be executed: adaptation of building in Równia, Poland for coordination and training centre, modernization of quarters in Slavsko, Ukraine for training and rescue action centre, purchase of training and rescue equipment for SOS – rescue Foundation, Mountain Volunteer Search and Rescue – Bieszczady Group and Lviv regional control and rescue service of tourist-sports association of Ukraine, conducting training courses for rescuers and volunteer firefighters, conducting coordinated cross-border rescue actions, organizing public events to raise awareness about safety in mountains. The project will change following issues: no access to the self-reliant training and coordination centre in Polish Bieszczady region, no proper rescue and training base in Ukraine, no proper equipment for coordinated cross-border rescue actions, excessive waiting time for rescue team in Ukraine, low level of safety knowledge among local citizens and tourists. Le projet est directement lié à l’objectif thématique Sécurité et priorité 3.2 Répondre aux défis communs en matière de sécurité, y compris l’amélioration des qualifications du personnel chargé des actions de sauvetage et le développement de la capacité de participer efficacement à une réponse conjointe aux risques encourus et des initiatives conjointes en matière de prévention des catastrophes naturelles et d’origine humaine. Le projet est lié à la stratégie ukrainienne de réforme du système des services de secours nationaux fondée sur le décret du Premier ministre de l’Ukraine no 61-p du 25 janvier 2017. Le projet est basé sur le partenariat de SOS — Rescue Foundation (leader), Mountain Volunteer Search and Rescue — Bieszczady Group (GOPR), le service régional de contrôle et de sauvetage de Lviv de l’association touristique-sportive d’Ukraine et de la municipalité d’Ustrzyki Dolne. L’objectif global du projet est de: création d’un centre de coordination et de formation pour réduire le temps de mobilisation et accroître l’efficacité des actions de sauvetage transfrontalières dans la région de Bieszczady. Afin d’atteindre l’objectif global suivant, les actions seront exécutées: adaptation des bâtiments à Ría (Pologne) pour le centre de coordination et de formation, modernisation des quartiers à Slavsko, Ukraine pour le centre de formation et d’action de sauvetage, achat d’équipements de formation et de sauvetage pour SOS — Fondation de sauvetage, Mountain Volunteer Search and Rescue Group — Bieszczady Group et service régional de contrôle et de sauvetage de Lviv de l’association des sports touristiques d’Ukraine, organisation de cours de formation à l’intention des sauveteurs et des pompiers volontaires, conduite d’actions de sauvetage transfrontalières coordonnées, organisation d’événements publics pour sensibiliser à la sécurité dans les montagnes. Le projet modifiera les questions suivantes: Absence d’accès au centre de formation et de coordination autonome dans la région polonaise de Bieszczady, absence de base de sauvetage et de formation adéquate en Ukraine, absence d’équipement adéquat pour des actions de sauvetage transfrontalières coordonnées, temps d’attente excessif pour l’équipe de sauvetage en Ukraine, faible niveau de connaissances en matière de sécurité parmi les citoyens locaux et les touristes. Das Projekt steht in direktem Zusammenhang mit dem thematischen Ziel Sicherheit und Priorität 3.2 Bewältigung gemeinsamer sicherheitspolitischer Herausforderungen, einschließlich Verbesserung der Qualifikationen des für Rettungsmaßnahmen zuständigen Personals und Entwicklung der Fähigkeit, sich wirksam an einer gemeinsamen Reaktion auf entstandene Risiken und gemeinsame Initiativen zur Verhütung von Naturkatastrophen und vom Menschen verursachten Katastrophen zu beteiligen. Das Projekt bezieht sich auf die ukrainische Strategie zur Reform des Systems der nationalen Rettungsdienste auf der Grundlage des Dekrets des ukrainischen Premierministers Nr. 61-p vom 25. Januar 2017. Das Projekt basiert auf der Partnerschaft von SOS – Rettungsstiftung (Führer), Mountain Volunteer Search and Rescue – Bieszczady Group (GOPR), Lviv Regional Control and Rescue Service des Tourismus-Sportverbandes der Ukraine und der Gemeinde Ustrzyki Dolne. Das übergeordnete Ziel des Projekts ist: Schaffung eines Koordinierungs- und Schulungszentrums, um die Mobilisierungszeit zu verringern und die Wirksamkeit grenzüberschreitender Rettungsaktionen in der Region Bieszczady zu erhöhen. Um das Gesamtziel zu erreichen, werden folgende Maßnahmen durchgeführt: Anpassung des Gebäudes in Ría, Polen für Koordinations- und Ausbildungszentrum, Modernisierung der Quartiere in Slavsko, Ukraine für Schulungs- und Rettungsaktionszentrum, Kauf von Schulungs- und Rettungsausrüstung für SOS – Rettungsstiftung, Bergfreiwillige Suche und Rettung – Bieszczady Group und Lviv Regional Control and Rescue Service des Tourismus-Sportverbands der Ukraine, Durchführung von Schulungen für Retter und Freiwilligen Feuerwehrleute, Durchführung koordinierter grenzüberschreitender Rettungsaktionen, Organisation öffentlicher Veranstaltungen zur Sensibilisierung für die Sicherheit in den Bergen. Das Projekt wird folgende Themen ändern: Kein Zugang zum Selbstständigen Ausbildungs- und Koordinierungszentrum in der polnischen Region Bieszczady, keine geeignete Rettungs- und Ausbildungsbasis in der Ukraine, keine geeignete Ausrüstung für koordinierte grenzüberschreitende Rettungsaktionen, übermäßige Wartezeiten für Rettungsteams in der Ukraine, geringe Sicherheitskenntnisse bei den Bürgern und Touristen vor Ort. Het project houdt rechtstreeks verband met de thematische doelstelling Veiligheid en prioriteit 3.2 Het aanpakken van gemeenschappelijke veiligheidsuitdagingen, met inbegrip van het verbeteren van de kwalificaties van het personeel dat verantwoordelijk is voor reddingsacties en het ontwikkelen van het vermogen om effectief deel te nemen aan een gezamenlijke respons op risico’s en gezamenlijke initiatieven voor de preventie van natuurrampen en door de mens veroorzaakte rampen. Het project houdt verband met de Oekraïense strategie voor de hervorming van het systeem van nationale reddingsdiensten op basis van decreet nr. 61-p van de premier van Oekraïne van 25 januari 2017. Het project is gebaseerd op het partnerschap van SOS — Rescue Foundation (leider), Mountain Volunteer Search and Rescue — Bieszczady Group (GOPR), Lviv regionale controle- en reddingsdienst van toeristische sportvereniging van Oekraïne en gemeente Ustrzyki Dolne. De algemene doelstelling van het project is: oprichting van een coördinatie- en opleidingscentrum om de mobilisatietijd te verkorten en de doeltreffendheid van grensoverschrijdende reddingsacties in de regio Bieszczady te vergroten. Ter verwezenlijking van de algemene doelstelling zullen de volgende acties worden uitgevoerd: aanpassing van de bouw in Ría, Polen voor coördinatie- en opleidingscentrum, modernisering van wijken in Slavsko, Oekraïne voor opleidings- en reddingsactiecentrum, aankoop van trainings- en reddingsuitrusting voor SOS — Rescue Foundation, Mountain Volunteer Search and Rescue — Bieszczady Group en Lviv regionale controle- en reddingsdienst van de toeristische sportvereniging van Oekraïne, het verzorgen van trainingen voor Redders en vrijwillige brandweerlieden, het uitvoeren van gecoördineerde grensoverschrijdende reddingsacties, het organiseren van openbare evenementen om het bewustzijn over de veiligheid in de bergen te vergroten. Il progetto è direttamente collegato all'obiettivo tematico Sicurezza e priorità 3.2 Affrontare le sfide comuni in materia di sicurezza, tra cui il miglioramento delle qualifiche del personale incaricato delle azioni di salvataggio e lo sviluppo della capacità di partecipare efficacemente a una risposta congiunta ai rischi sostenuti e alle iniziative congiunte sulla prevenzione delle catastrofi naturali e provocate dall'uomo. Il progetto è legato alla Strategia ucraina di riforma del sistema dei servizi di soccorso nazionali sulla base del decreto del primo ministro dell'Ucraina n. 61-p del 25 gennaio 2017. Il progetto si basa sulla partnership di SOS — Fondazione di salvataggio (leader), Mountain Volunteer Search and Rescue — Bieszczady Group (GOPR), Lviv controllo regionale e servizio di soccorso di associazione turistico-sportiva di Ucraina e Comune Ustrzyki Dolne. L'obiettivo generale del progetto è: creare un centro di coordinamento e formazione per ridurre i tempi di mobilitazione e aumentare l'efficacia delle azioni di salvataggio transfrontaliere nella regione di Bieszczady. Per completare l'obiettivo generale saranno eseguite le seguenti azioni: adeguamento dell'edificio a Ría, Polonia per il coordinamento e il centro di formazione, ammodernamento di quartieri a Slavsko, Ucraina per la formazione e centro di azione di soccorso, l'acquisto di attrezzature di addestramento e soccorso per SOS — Fondazione di salvataggio, ricerca e salvataggio Volontari di montagna — Bieszczady Group e Lviv servizio regionale di controllo e soccorso di associazione turistico-sportiva dell'Ucraina, svolgimento di corsi di formazione per i soccorritori e volontari vigili del fuoco, condurre azioni di soccorso transfrontaliero coordinate, organizzare eventi pubblici per sensibilizzare sulla sicurezza in montagna. El proyecto está directamente relacionado con el objetivo temático «Seguridad y prioridad» 3.2. Abordar los retos comunes en materia de seguridad, incluida la mejora de las cualificaciones del personal encargado de las acciones de salvamento y desarrollar la capacidad de participar eficazmente en una respuesta conjunta a los riesgos incurridos y las iniciativas conjuntas sobre prevención de catástrofes naturales y de origen humano. El proyecto está relacionado con la Estrategia ucraniana de reforma del sistema de servicios nacionales de rescate basado en el Decreto del Primer Ministro de Ucrania n.º 61-p de 25 de enero de 2017. El proyecto se basa en la asociación de SOS — Fundación de rescate (líder), Mountain Volunteer Search and Rescue — Grupo Bieszczady (GOPR), Lviv control regional y servicio de rescate de la asociación turística-deportiva de Ucrania y municipio de Ustrzyki Dolne. El objetivo general del proyecto es: crear un centro de coordinación y formación para reducir el tiempo de movilización y aumentar la eficacia de las acciones de rescate transfronterizas en la región de Bieszczady. Para completar el objetivo general se ejecutarán las siguientes acciones: adaptación del edificio en Ría (Polonia) para la coordinación y el centro de formación, modernización de los barrios de Slavsko (Ucrania) para el centro de formación y acción de rescate, adquisición de equipos de formación y rescate para SOS — Fundación de rescate de voluntarios de montaña, grupo Bieszczady y servicio regional de control y rescate de la asociación turista-deportiva de Ucrania; realización de cursos de formación para Rescates y bomberos voluntarios; realización de acciones coordinadas de rescate transfronterizo; organización de actos públicos para concienciar sobre la seguridad en las montañas. El proyecto cambiará las siguientes cuestiones: No hay acceso al centro de formación y coordinación autosuficiente en la región polaca de Bieszczady, no hay una base adecuada de rescate y formación en Ucrania, no hay equipos adecuados para las acciones de rescate transfronterizas coordinadas, el tiempo de espera excesivo para el equipo de rescate en Ucrania, el bajo nivel de conocimientos en materia de seguridad entre los ciudadanos locales y los turistas.
