The highest intensity of diversified phenomena related to cross-border traffic is found within a 50-km-wide strip of land located along the national border. Limited access to the border regions, resulting from the lack of an integrated network of transport systems which would direct traffic to border crossings, appears to pose a major challenge. The transport infrastructure within the cross-border areas plays a vital role in the regional and international transport system. The initiative falling within the scope of the Project is aimed at making the borderland locations available to investors, through a modern transport infrastructure, and also at improving (i) the quality of life of the local population, (ii) the tourist and economic attractiveness of the border regions, and (iii) the overall road-traffic safety. The Project will exert a positive impact on the road-traffic conditions within the transport system of the Lubelskie Voivodeship by ensuring faster and more convenient access to tourist areas located on both sides of the state border, i.e. in the Łęczyńsko-Włodawskie Lake District (Poland) and in the Shatsky National Park (Ukraine). The main purpose of the project is to improve accessibility to the social and economic infrastructure, which will increase the entrepreneurial and tourist attractiveness of the region, thus exerting a positive impact on the quality of life of its residents. The project outcomes will comprise establishing a transport connection between the Zbereże-Adamczuki border crossing and the TEN-T network (DK 17), along with improving road-traffic safety. By improving the quality of road infrastructure, the project will contribute to: - shortening travel times, - improving road-traffic safety, - proliferating external investments, - improving the functioning of the road-transport system, - reducing any negative environmental impact, - improving the living conditions of the local population. La plus forte intensité des phénomènes diversifiés liés au trafic transfrontalier se trouve dans une bande de 50 km de terrain située le long de la frontière nationale. L’accès limité aux régions frontalières, en raison de l’absence d’un réseau intégré de systèmes de transport permettant d’orienter le trafic vers les points de passage frontaliers, semble constituer un défi majeur. Les infrastructures de transport dans les zones transfrontalières jouent un rôle essentiel dans le système de transport régional et international. L’initiative relevant du projet vise à mettre les zones frontalières à la disposition des investisseurs, grâce à une infrastructure de transport moderne, ainsi qu’à améliorer (i) la qualité de vie de la population locale, (ii) l’attractivité touristique et économique des régions frontalières et (iii) la sécurité routière globale. Le projet aura un impact positif sur les conditions de circulation routière dans le système de transport de la voïvodie de Lublin en garantissant un accès plus rapide et plus pratique aux zones touristiques situées de part et d’autre de la frontière de l’État, c’est-à-dire dans le district du lac Łęczyńsko-Włodawskie (Pologne) et dans le parc national Shatsky (Ukraine). L’objectif principal du projet est d’améliorer l’accessibilité à l’infrastructure sociale et économique, ce qui augmentera l’attractivité entrepreneuriale et touristique de la région, ce qui aura un impact positif sur la qualité de vie de ses habitants. Les résultats du projet comprendront l’établissement d’une connexion de transport entre le point de passage frontalier de Zberez-Adamchuki et le réseau RTE-T (DK 17), ainsi que l’amélioration de la sécurité routière. Die größte Intensität diversifizierter Phänomene im Zusammenhang mit dem grenzüberschreitenden Verkehr findet sich innerhalb eines 50 km breiten Landstreifens entlang der Landesgrenze. Ein eingeschränkter Zugang zu den Grenzregionen aufgrund des Fehlens eines integrierten Verkehrsnetzes, das den Verkehr an Grenzübergängen weiterführen würde, scheint eine große Herausforderung zu sein. Die Verkehrsinfrastruktur in den grenzüberschreitenden Gebieten spielt im regionalen und internationalen Verkehrssystem eine entscheidende Rolle. Die Initiative, die in den Anwendungsbereich des Projekts fällt, zielt darauf ab, den Investoren durch eine moderne Verkehrsinfrastruktur die Grenzstandorte zur Verfügung zu stellen und (i) die Lebensqualität der lokalen Bevölkerung, ii) die touristische und wirtschaftliche Attraktivität der Grenzregionen und iii) die allgemeine Sicherheit des Straßenverkehrs zu verbessern. Das Projekt wird sich positiv auf die Straßenverkehrsbedingungen im Verkehrssystem der Woiwodschaft Lublin auswirken, indem es einen schnelleren und bequemeren Zugang zu touristischen Gebieten auf beiden Seiten der Staatsgrenze, d. h. im Łęczyńsko-Włodawskie Lake District (Polen) und im Nationalpark Shatsky (Ukraine) gewährleistet. Hauptziel des Projekts ist die Verbesserung der Zugänglichkeit zur sozialen und wirtschaftlichen Infrastruktur, die die unternehmerische und touristische Attraktivität der Region erhöht und dadurch die Lebensqualität ihrer Bewohner positiv beeinflusst. Die Projektergebnisse umfassen die Schaffung einer Verkehrsverbindung zwischen dem Grenzübergang Zberez-Adamchuki und dem TEN-V-Netz (DK 17) sowie die Verbesserung der Straßenverkehrssicherheit. De grootste intensiteit van gediversifieerde verschijnselen in verband met grensoverschrijdend verkeer is te vinden binnen een 50 km brede strook land langs de nationale grens. De beperkte toegang tot de grensregio’s als gevolg van het ontbreken van een geïntegreerd netwerk van vervoerssystemen dat het verkeer naar grensovergangen zou leiden, lijkt een grote uitdaging te vormen. De vervoersinfrastructuur binnen de grensoverschrijdende gebieden speelt een cruciale rol in het regionale en internationale vervoerssysteem. Het initiatief dat binnen het toepassingsgebied van het project valt, heeft tot doel de grenslocaties beschikbaar te stellen voor investeerders door middel van een moderne vervoersinfrastructuur, en ook om (i) de levenskwaliteit van de lokale bevolking te verbeteren, (ii) de toeristische en economische aantrekkelijkheid van de grensregio’s en (iii) de algehele veiligheid van het wegverkeer. Het project zal een positief effect hebben op de verkeersomstandigheden binnen het vervoerssysteem van het woiwodschap Lublin door te zorgen voor een snellere en gemakkelijkere toegang tot toeristische gebieden aan weerszijden van de staatsgrens, d.w.z. in het district Łęczyńsko-Włodawskie (Polen) en in het Nationaal Park Shatsky (Oekraïne). Het belangrijkste doel van het project is de toegankelijkheid van de sociale en economische infrastructuur te verbeteren, waardoor de ondernemings- en toeristische aantrekkelijkheid van de regio wordt vergroot, waardoor de levenskwaliteit van de inwoners van de regio positief wordt beïnvloed. La più alta intensità di fenomeni diversificati legati al traffico transfrontaliero si riscontra all'interno di una striscia di 50 km di terra situata lungo il confine nazionale. Un accesso limitato alle regioni frontaliere, dovuto alla mancanza di una rete integrata di sistemi di trasporto che diriga il traffico verso i valichi di frontiera, sembra costituire una sfida importante. Le infrastrutture di trasporto all'interno delle zone transfrontaliere svolgono un ruolo fondamentale nel sistema di trasporto regionale e internazionale. L'iniziativa che rientra nell'ambito di applicazione del progetto mira a mettere a disposizione degli investitori le località frontaliere, attraverso una moderna infrastruttura di trasporto, nonché a migliorare (i) la qualità della vita della popolazione locale, (ii) l'attrattiva turistica ed economica delle regioni frontaliere e (iii) la sicurezza generale del traffico stradale. Il progetto avrà un impatto positivo sulle condizioni del traffico stradale all'interno del sistema di trasporto del voivodato di Lublino, garantendo un accesso più rapido e più conveniente alle zone turistiche situate su entrambi i lati del confine statale, vale a dire nel distretto dei laghi di Łęczyńsko-Włodawskie (Polonia) e nel parco nazionale di Shatsky (Ucraina). L'obiettivo principale del progetto è quello di migliorare l'accessibilità alle infrastrutture sociali ed economiche, che aumenterà l'attrattiva imprenditoriale e turistica della regione, esercitando così un impatto positivo sulla qualità della vita dei suoi residenti. I risultati del progetto prevederanno la creazione di un collegamento di trasporto tra il valico di frontiera Zberez-Adamchuki e la rete TEN-T (DK 17), nonché il miglioramento della sicurezza del traffico stradale. La mayor intensidad de fenómenos diversificados relacionados con el tráfico transfronterizo se encuentra dentro de una franja de tierra de 50 km de ancho situada a lo largo de la frontera nacional. El acceso limitado a las regiones fronterizas, debido a la falta de una red integrada de sistemas de transporte que dirija el tráfico a los cruces fronterizos, parece plantear un gran desafío. La infraestructura de transporte en las zonas transfronterizas desempeña un papel fundamental en el sistema de transporte regional e internacional. La iniciativa que entra en el ámbito de aplicación del proyecto tiene por objeto poner a disposición de los inversores los emplazamientos fronterizos a través de una infraestructura de transporte moderna, así como mejorar la calidad de vida de la población local, ii) el atractivo turístico y económico de las regiones fronterizas, y iii) la seguridad general del tráfico vial. El proyecto tendrá un impacto positivo en las condiciones del tráfico por carretera dentro del sistema de transporte del Voivodato de Lublin, garantizando un acceso más rápido y conveniente a las zonas turísticas situadas a ambos lados de la frontera estatal, es decir, en el distrito de los lagos de Łęczyńsko-Włodawskie (Polonia) y en el Parque Nacional Shatsky (Ucrania). El objetivo principal del proyecto es mejorar la accesibilidad a la infraestructura social y económica, lo que aumentará el atractivo empresarial y turístico de la región, ejerciendo así un impacto positivo en la calidad de vida de sus residentes.
