    The challenge this project aims to tackle arises as the result of the treatment of patients with pharmacoresistant epilepsy and advanced stage Parkinson's disease. Patients diagnosed with these diseases in the programme area are often referred to the Center for Epilepsy in the Clinical Hospital Dubrava in Zagreb, or to the Clinical Hospital Rijeka, acting respectively as reference centers for these diseases in the region. The diagnoses with which patients are received are usually incorrect or incomplete due to a lack of expertise, outdated equipment and similar factors that exist in other hospitals and clinics across the programme area.The results is the disruption of the efficiency of the reference centers, as well as the overloading of their capacities. Wrong diagnoses also cause unnecessary transport and stress for the patients and an increase in traffic and potential risks for the patients. The project aims to offer a solution to this problem by establishing a network that will enable audio-visual communication, remote diagnosis, medical data exchange, second-opinions, consultations and other medical services between reference centers and hospitals on a real-time basis. The outputs of this network are the improvement of health-services offered to patients, transfer and implementation of expertise and best practices to hospitals in the region, building of capacities of hospitals, and the reduction of transport of patients and improvement of their quality of life. Since capacities for the treatment of these diseases exist only in the reference centers the cross-border added value is obvious and is realized through the increased and improvement communication, cooperation and coordination between reference centers and hospitals of the region, harmonization and improvement of the quality of health services in hospitals of the programme area as a whole, as well as the improved and more efficient transit of patients on a cross-border level.
