Проектното предложение надгражда Обществена трапезария " Осигуряване на топъл обяд" създадена от предходната линия 2014BG05FMOP001-03.01. Социална услуга в общността, която ще предоставя топъл обяд в работните дни от седмицата на лица с доказана липса на доходи и близки, които да се грижат за тях, самотно живеещи лица и семейства, получаващи минимални пенсии- за осигурителен стаж и възраст; за инвалидност; наследствени пенсии; пенсии несвързани с трудова дейност. Проекта ще допринесе за постигане на общата цел на оперативната програма, свързана с намаляване на броя на живеещите в бедност лица, чрез подпомагането им с храни, с оглед на преодоляване на основно материално лишение. Проекта ще допълни и надгради действащата Обществена трапезария създадена на територията на Община Харманли, и да функционира в останалия период от годината, за които не е осигурено национално финансиране. Закупуването на продуктите от община Харманли, ще бъдат съобразени с изискванията на националното законодателство и при спазване на принципите на публичност и прозрачност. Ще се гарантира предоставянето на разнообразно седмично меню, с което да се осигури балансирано хранене на целевите групи, при спазване на изискванията на безопасност на храните и националните стандарти и норми за хранене. Общината разполага с необходимия капацитет- технически, финансов и административен за доброто изпълнение на проекта. В проекта ще се предвиждат мерки за недопускане на разхищение на храни, и механизъм за обратна връзка с крайните потребители. Ще се прилагат изискванията за публичност и популяризиране на подкрепата от Фонда за европейско подпомагане на най-нуждаещите се лица. Бенефициентите ще ползват и други социални услуги предоставяни от община Харманли. Обслужваните лица ще бъдат 150. (Bulgarian)

The project proposal builds on the Public dining room “Providing a warm lunch” created by the previous line 2014BG05FMOP001-03.01. A community-based social service that will provide a warm lunch on working days of the week to persons with proven lack of income and relatives to take care of them, lonely living persons and families receiving minimum retirement pensions; for invalidity; survivors’ pensions; non-work-related pensions. The project will contribute to the overall objective of the operational programme to reduce the number of people living in poverty by supporting them with food, with a view to addressing basic material deprivation. The project will complement and build on the existing Public Dining Room established on the territory of the Municipality of Harmanli and to operate in the remaining period of the year for which no national funding is provided. The purchase of the products from the municipality of Harmanli will comply with the requirements of national legislation and in compliance with the principles of publicity and transparency. It will ensure that a varied weekly menu is provided to ensure a balanced diet of the target groups, while respecting the requirements of food safety and national nutrition standards and standards. The municipality has the necessary capacity — technical, financial and administrative for the good implementation of the project. The project will provide for measures to prevent food waste and a feedback mechanism to end consumers. The requirements for publicity and promotion of support from the Fund for European Aid to the Most Deprived will apply. La proposition de projet s’appuie sur la salle à manger publique «Produire un déjeuner chaud» créée par la ligne précédente 2014BG05FMOP001-03.01. Un service social communautaire qui offrira un déjeuner chaud les jours ouvrables de la semaine aux personnes ayant un manque avéré de revenus et aux proches pour s’en occuper, aux personnes vivant seules et aux familles recevant une pension minimale de retraite; en cas d’invalidité; les pensions de survie; pensions non liées au travail. Le projet contribuera à la réalisation de l’objectif global du programme opérationnel de réduire le nombre de personnes vivant dans la pauvreté en leur apportant une aide alimentaire, en vue de lutter contre les privations matérielles de base. Le projet complétera et s’appuiera sur la salle à manger publique existante établie sur le territoire de la municipalité de Harmanli et fonctionnera pendant la période restante de l’année pour laquelle aucun financement national n’est fourni. L’achat des produits de la commune de Harmanli sera conforme aux exigences de la législation nationale et dans le respect des principes de publicité et de transparence. Il veillera à ce qu’un menu hebdomadaire varié soit fourni pour assurer un régime alimentaire équilibré des groupes cibles, tout en respectant les exigences de la salubrité des aliments et les normes et normes nationales en matière de nutrition. La municipalité dispose des capacités techniques, financières et administratives nécessaires à la bonne mise en œuvre du projet. Der Projektvorschlag baut auf dem von der vorherigen Linie 2014BG05FMOP001-03.01. geschaffenen öffentlichen Speisesaal „Ein warmes Mittagessen“ auf. Ein gemeindenaher Sozialdienst, der an Arbeitstagen der Woche ein warmes Mittagessen für Personen mit nachweislich fehlendem Einkommen und Verwandten zur Betreuung dieser Personen, einsam lebender Personen und Familien, die Mindestrenten beziehen, zur Verfügung stellt; bei Invalidität; Hinterbliebenenrenten; nicht erwerbsbezogene Renten. Das Projekt wird zum übergeordneten Ziel des operationellen Programms beitragen, die Zahl der in Armut lebenden Menschen zu verringern, indem sie sie mit Nahrungsmitteln unterstützt, um die materielle Grundversorgung zu bekämpfen. Das Projekt wird den bestehenden öffentlichen Speisesaal, der auf dem Gebiet der Gemeinde Harmanli eingerichtet ist, ergänzen und aufbauen und in dem verbleibenden Zeitraum des Jahres, für den keine nationale Finanzierung bereitgestellt wird, betrieben werden. Der Kauf der Produkte bei der Gemeinde Harmanli wird den Anforderungen der nationalen Rechtsvorschriften und im Einklang mit den Grundsätzen der Publizität und Transparenz entsprechen. Sie wird dafür sorgen, dass eine abwechslungsreiche wöchentliche Speisekarte bereitgestellt wird, um eine ausgewogene Ernährung der Zielgruppen zu gewährleisten, wobei die Anforderungen an die Lebensmittelsicherheit und die nationalen Ernährungsstandards und -standards eingehalten werden. Die Gemeinde verfügt über die notwendige Kapazität – technisch, finanziell und administrativ für die gute Durchführung des Projekts. Das Projekt sieht Maßnahmen zur Vermeidung von Lebensmittelverschwendung und einen Feedback-Mechanismus für die Endverbraucher vor. Es gelten die Anforderungen an Publizität und Förderung der Unterstützung aus dem Europäischen Hilfsfonds für die am stärksten benachteiligten Personen. Het projectvoorstel bouwt voort op de openbare eetkamer „Providing a warm lunch” van de vorige lijn 2014BG05FMOP001-03.01. Een op de gemeenschap gebaseerde sociale dienst die op werkdagen van de week een warme lunch zal bieden aan personen met een bewezen gebrek aan inkomen en familieleden om voor hen te zorgen, eenzame levende personen en gezinnen die een minimumpensioen ontvangen; voor invaliditeit; nabestaandenpensioenen; niet-werkgerelateerde pensioenen. Het project zal bijdragen tot de algemene doelstelling van het operationele programma om het aantal mensen dat in armoede leeft te verminderen door hen te ondersteunen met voedsel, teneinde fundamentele materiële deprivatie aan te pakken. Het project vormt een aanvulling op en bouwt voort op de bestaande openbare eetkamer die op het grondgebied van de gemeente Harmanli is gevestigd en zal worden uitgevoerd in de resterende periode van het jaar waarvoor geen nationale financiering wordt verstrekt. De aankoop van de producten van de gemeente Harmanli zal voldoen aan de vereisten van de nationale wetgeving en met inachtneming van de beginselen van publiciteit en transparantie. Het zal ervoor zorgen dat er een gevarieerd wekelijks menu wordt aangeboden om een evenwichtige voeding van de doelgroepen te waarborgen, met inachtneming van de vereisten inzake voedselveiligheid en nationale voedingsnormen en -normen. Un servizio sociale basato sulla comunità che fornirà un pranzo caldo nei giorni lavorativi della settimana alle persone con comprovata mancanza di reddito e ai parenti per prendersi cura di loro, persone che vivono solitari e famiglie che ricevono pensioni minime di anzianità; in caso di invalidità; pensioni di reversibilità; pensioni non professionali. Il progetto contribuirà all'obiettivo generale del programma operativo di ridurre il numero di persone che vivono in condizioni di povertà sostenendole con il cibo, al fine di affrontare la deprivazione materiale di base. Il progetto integrerà e svilupperà l'attuale sala da pranzo pubblica istituita sul territorio del comune di Harmanli e opererà nel restante periodo dell'anno per il quale non sono stati erogati finanziamenti nazionali. L'acquisto dei prodotti dal comune di Harmanli sarà conforme ai requisiti della legislazione nazionale e nel rispetto dei principi di pubblicità e trasparenza. Garantirà che sia fornito un menù settimanale variato per garantire un'alimentazione equilibrata dei gruppi destinatari, rispettando nel contempo i requisiti di sicurezza alimentare e le norme e gli standard nutrizionali nazionali. Il comune ha la capacità necessaria — tecnica, finanziaria e amministrativa per la buona attuazione del progetto.
