Проектът изцяло отговаря на необходимостта от инвестиции в спортната инфраструктура, с цел постигането на съответствие с целите на областното и национално ниво. Развитието и модернизацията на спорта в община Ивайловград, с оглед повишаване качеството на предоставяните услуги, е приоритет, целящ осигуряване на липсващия финансов ресурс за развитието им, от една страна, а от друга страна - предприемането на мерки за развитието им в съответствие с приоритетите на национално, областно и местно ниво. Основните проблеми за поддръжката и развитието на спортната инфраструктура са свързани с липса на средства за ремонт и инвестиции и тенденция за продължаващо влошаване качеството на инфраструктурата. Бюджетните ресурси на община Ивайловград, както и на повечето общини в Република България, са силно зависими от субсидиите от републиканския бюджет, ограничени са възможностите за реализация на собствени приходи за финансиране на значими проекти. Влошеното качество и ограничения достъп доспортна инфраструктура и услуги за населението и икономиката оказват негативно влияние върху конкурентоспособността на селските райони. Реализацията на проекта ще допринесе за реално удовлетворяване на нуждите на всички идентифицираните в настоящия анализ групи на територията на общината. Настоящият проект може да се приеме като приложим и устойчив в дългосрочна перспектива както от финансова, така и от икономическа гледна точка. (Bulgarian)

The project fully responds to the need for investment in sport infrastructure in order to meet the objectives of the regional and national level. The development and modernisation of sport in the municipality of Ivaylovgrad, with a view to improving the quality of the services provided, is a priority aimed at providing the missing financial resources for their development, on the one hand, and on the other hand, taking measures to develop them in accordance with the priorities at national, regional and local level. The main problems for the maintenance and development of sport infrastructure relate to a lack of means of repair and investment and a tendency to continue to deteriorate the quality of the infrastructure. The budgetary resources of the municipality of Ivaylovgrad, as well as the majority of municipalities in the Republic of Bulgaria, are heavily dependent on subsidies from the Republican budget, there are limited possibilities for the realisation of its own revenues for financing significant projects. Poor quality and limited access to sports infrastructure and services for the population and the economy have a negative impact on the competitiveness of rural areas. The implementation of the project will contribute to the actual satisfaction of the needs of all the groups identified in this analysis on the territory of the municipality. This project can be considered relevant and sustainable in a long-term perspective, both financially and economically. (English)

Le projet répond pleinement à la nécessité d’investir dans les infrastructures sportives afin d’atteindre les objectifs des niveaux régional et national. Le développement et la modernisation du sport dans la commune d’Ivaylovgrad, en vue d’améliorer la qualité des services fournis, constituent une priorité visant à fournir les ressources financières manquantes pour leur développement, d’une part, et, d’autre part, à prendre des mesures pour les développer conformément aux priorités au niveau national, régional et local. Les principaux problèmes d’entretien et de développement des infrastructures sportives sont liés au manque de moyens de réparation et d’investissement et à la tendance à continuer de détériorer la qualité de l’infrastructure. Les ressources budgétaires de la municipalité d’Ivaylovgrad, ainsi que la majorité des municipalités de la République de Bulgarie, dépendent fortement de subventions provenant du budget républicain, les possibilités de réaliser ses propres recettes pour financer des projets importants sont limitées. La mauvaise qualité et l’accès limité à l’infrastructure et aux services sportifs pour la population et l’économie ont une incidence négative sur la compétitivité des zones rurales. La mise en œuvre du projet contribuera à la satisfaction réelle des besoins de tous les groupes identifiés dans cette analyse sur le territoire de la municipalité. Ce projet peut être considéré comme pertinent et durable à long terme, tant sur le plan financier que sur le plan économique. (French)

Das Projekt entspricht voll und ganz dem Bedarf an Investitionen in die Sportinfrastruktur, um die Ziele der regionalen und nationalen Ebene zu erreichen. Die Entwicklung und Modernisierung des Sports in der Gemeinde Ivaylovgrad zur Verbesserung der Qualität der angebotenen Dienstleistungen ist eine Priorität, die darauf abzielt, einerseits die fehlenden Finanzmittel für ihre Entwicklung bereitzustellen und andererseits Maßnahmen zu ergreifen, um sie entsprechend den Prioritäten auf nationaler, regionaler und lokaler Ebene zu entwickeln. Die Hauptprobleme bei der Instandhaltung und Entwicklung der Sportinfrastruktur bestehen in einem Mangel an Reparatur- und Investitionsmitteln und einer Tendenz, die Qualität der Infrastruktur weiter zu verschlechtern. Die Haushaltsmittel der Gemeinde Ivaylovgrad sowie die Mehrheit der Gemeinden in der Republik Bulgarien sind in hohem Maße von Subventionen aus dem republikanischen Haushalt abhängig, es gibt begrenzte Möglichkeiten, eigene Einnahmen für die Finanzierung bedeutender Projekte zu erzielen. Schlechte Qualität und eingeschränkter Zugang zu Sportinfrastrukturen und -dienstleistungen für die Bevölkerung und die Wirtschaft haben negative Auswirkungen auf die Wettbewerbsfähigkeit ländlicher Gebiete. Die Durchführung des Projekts wird zur tatsächlichen Befriedigung des Bedarfs aller in dieser Analyse auf dem Gebiet der Gemeinde ermittelten Gruppen beitragen. Dieses Projekt kann langfristig als relevant und nachhaltig angesehen werden, sowohl finanziell als auch wirtschaftlich. (German)

Het project beantwoordt volledig aan de behoefte aan investeringen in sportinfrastructuur om de doelstellingen van het regionale en nationale niveau te verwezenlijken. De ontwikkeling en modernisering van de sport in de gemeente Ivaylovgrad, met het oog op de verbetering van de kwaliteit van de geleverde diensten, is een prioriteit die erop gericht is enerzijds de ontbrekende financiële middelen voor hun ontwikkeling beschikbaar te stellen en anderzijds maatregelen te nemen om deze te ontwikkelen in overeenstemming met de prioriteiten op nationaal, regionaal en lokaal niveau. De belangrijkste problemen voor het onderhoud en de ontwikkeling van sportinfrastructuur houden verband met een gebrek aan herstel- en investeringsmiddelen en een tendens om de kwaliteit van de infrastructuur verder te verslechteren. De begrotingsmiddelen van de gemeente Ivaylovgrad en de meerderheid van de gemeenten in de Republiek Bulgarije zijn sterk afhankelijk van subsidies uit de Republikeinse begroting, er zijn beperkte mogelijkheden voor de realisatie van haar eigen inkomsten voor de financiering van belangrijke projecten. Slechte kwaliteit en beperkte toegang tot sportinfrastructuur en -diensten voor de bevolking en de economie hebben een negatief effect op het concurrentievermogen van plattelandsgebieden. De uitvoering van het project zal bijdragen tot de daadwerkelijke bevrediging van de behoeften van alle in deze analyse genoemde groepen op het grondgebied van de gemeente. Il progetto risponde pienamente alla necessità di investimenti nelle infrastrutture sportive al fine di conseguire gli obiettivi del livello regionale e nazionale. Lo sviluppo e l'ammodernamento dello sport nel comune di Ivaylovgrad, al fine di migliorare la qualità dei servizi forniti, è una priorità volta a fornire le risorse finanziarie mancanti per il loro sviluppo, da un lato, e ad adottare misure per svilupparli in linea con le priorità a livello nazionale, regionale e locale. I problemi principali per la manutenzione e lo sviluppo delle infrastrutture sportive riguardano la mancanza di mezzi di riparazione e di investimento e la tendenza a continuare a deteriorare la qualità dell'infrastruttura. Le risorse di bilancio del comune di Ivaylovgrad, così come la maggior parte dei comuni della Repubblica di Bulgaria, dipendono fortemente dalle sovvenzioni provenienti dal bilancio repubblicano, vi sono limitate possibilità di realizzare le proprie entrate per finanziare progetti significativi. La scarsa qualità e l'accesso limitato alle infrastrutture e ai servizi sportivi per la popolazione e l'economia hanno un impatto negativo sulla competitività delle zone rurali. L'attuazione del progetto contribuirà all'effettiva soddisfazione delle esigenze di tutti i gruppi individuati in questa analisi sul territorio del comune. El proyecto responde plenamente a la necesidad de invertir en infraestructuras deportivas para cumplir los objetivos de los niveles regional y nacional. El desarrollo y modernización del deporte en el municipio de Ivaylovgrad, con el fin de mejorar la calidad de los servicios prestados, es una prioridad destinada a proporcionar los recursos financieros que faltan para su desarrollo, por una parte, y, por otra, a adoptar medidas para desarrollarlos de acuerdo con las prioridades a nivel nacional, regional y local. Los principales problemas para el mantenimiento y el desarrollo de las infraestructuras deportivas se refieren a la falta de medios de reparación e inversión y a la tendencia a seguir deteriorando la calidad de la infraestructura. Los recursos presupuestarios del municipio de Ivaylovgrad, así como de la mayoría de los municipios de la República de Bulgaria, dependen en gran medida de las subvenciones del presupuesto republicano, y las posibilidades de obtener sus propios ingresos para financiar proyectos importantes son limitadas. La mala calidad y el acceso limitado a la infraestructura y los servicios deportivos para la población y la economía tienen un impacto negativo en la competitividad de las zonas rurales. La ejecución del proyecto contribuirá a la satisfacción real de las necesidades de todos los grupos identificados en este análisis en el territorio del municipio.
