Valsts sabiedrība ar ierobežotu atbildību “Rīgas cirks” (turpmāk – VSIA) ir Kultūras ministrijai piederoša kapitālsabiedrība, kuras pamatmērķis ir pildīt valsts pārvaldes deleģētos uzdevumus kultūras jomā, īstenot izglītojošas un sociālas programmas sabiedrības izglītošanai un integrācijas procesu veicināšanai, popularizēt Latvijas cirka mākslas sasniegumus ārvalstīs un apgūt starptautisko pieredzi cirka mākslas jomā.VSIA savu saimniecisko, administratīvo un radošo darbību vēsturiski ir organizējusi ēku kompleksā un pieguļošajā teritorijā Merķeļa ielā 4, Rīgā – Kultūras ministrijai piederošā un bezatlīdzības lietošanai VSIA nodotā nekustamajā īpašumā, tomēr cirka ēkas sliktā tehniskā stāvokļa dēļ cirka izrādes tajā vairs nenotiek kopš 2016. gada februāra.Šī projekta mērķis ir veikt energoefektivitātes veicinošus pasākumus cirka ēkā Merķeļa ielā 4, Rīgā, tādejādi ievērojami uzlabojot ēkas tehnisko stāvokli un vienlaikus būtiski samazinot nepieciešamo enerģijas patēriņu ēkas siltumnoturības nodrošināšanai.Projektā galvenās darbības saistītas ar ēkas energoefektivitātes celšanu – bēniņu pārsegumu un kupola siltināšana, centralizētas ventilācijas sistēmas ierīkošana, pagalma fasādes sienu siltināšana, esošo logu un durvju nomaiņa, apkures sistēmas un siltummezgla pārbūve un modernizācija, elektroapgādes sistēmas atjaunošana un modernizēšana.Projekta īstenošanas laiks: 36 mēneši no līguma par projekta īstenošanu noslēgšanas, indikatīvi līdz 2022.gada 31.oktobrim.Projekta attiecināmās izmaksas: 2’980’880,00 EUR, pieprasītais ERAF līdzfinansējums: 2 533 748,00 EUR (ar atbalsta intensitāti – 85%).Projekta ietvaros pēc energoefektivitātes paaugstināšanas pasākumu īstenošanas plānots sasniegt enerģijas samazinājumu 298,08 MWh/gadā, savukārt īpatnējais enerģijas patēriņš ēkas apkurei nepārsniegs 89,10 kWh/m2 gadā.Aprēķinātais siltumnīcefekta gāzu samazinājums74,33 CO2 ekvivalenta tonnas / gadā.
