Projekts “Vienotā datu telpa” (turpmāk – Projekts) turpina Vides aizsardzības un reģionālās attīstības ministrijas (turpmāk – VARAM) Eiropas Reģionālās attīstības fonda (turpmāk – ERAF) projekta “Publiskās pārvaldes informācijas un komunikāciju tehnoloģiju arhitektūras pārvaldības sistēma” (turpmāk – PIKTAPS) uzsāktās aktivitātes, kā arī ir cieši saistīts ar Valsts reģionālās attīstības aģentūras (turpmāk – VRAA) ERAF informācijas un komunikācijas tehnoloģiju (turpmāk – IKT) projektu “Pakalpojumu sniegšanas un pārvaldības platforma” (turpmāk – PSPP).Projekta mērķisProjekta virsmērķis ir informācijas apmaiņas un sadarbspējas uzlabošana valsts pārvaldē, kā arī publisko un atkalizmantojamo datu pieejamības nodrošināšana, tādējādi veicinot programmas „Izaugsme un nodarbinātība” 2.2.1. specifiskā atbalsta mērķa „Nodrošināt publisko datu atkalizmantošanas pieaugumu un efektīvu publiskās pārvaldes un privātā sektora mijiedarbību” (turpmāk – SAM) mērķu sasniegšanu.Projekta galvenās darbības'Projekta ietvaros tā mērķu sasniegšanai plānota šādu darbību īstenošana:1.Datu izplatīšanas platformas (turpmāk – DIP) izstrāde – tiks izstrādāta datu izplatīšanas platformas programmatūra, kurā tiks iekļautas esošās Valsts informācijas sistēmu savietotāja (turpmāk – VISS) datu izplatīšanas komponentes, tādas, kā Datu izplatīšanas tīkls (turpmāk – DIT), kas nodrošinās efektīvāku datu apmaiņu starp iestādēm VISS ietvaros (t. sk. REST (no angļu valodas - Tīmekļa servisu arhitektūras risinājums) saskarņu izmantošanu).2.Datu publicēšanas platformas (turpmāk – DPP) 2.kārtas izstrāde – tiks pilnveidota PIKTAPS ietvaros izveidotā DPP, turpinot standarta datu kopu kataloga attīstību un pilnveidošanu, izstrādājot papildu datu attēlošanas rīkus, labāko datu atkalizmantošanas piemēru integrāciju un demonstrēšanu, atbalsta mehānismus datu publicētājiem, saskarņu izveidei datu kopu automatizētai publicēšanai.3.Partneru informācijas sistēmu (turpmāk – IS) pielāgošana un integrācija ar vienotās datu telpas koplietošanas risinājumiem (tai skaitā pašvaldību (Rīgas domes un Ventspils Pilsētas Domes) IS pielāgošanas un integrācija ar vienotās datu telpas koplietošanas risinājumiem). 4.IKT infrastruktūras attīstība – t. sk. IKT infrastruktūras prasību definēšana, IKT infrastruktūras iegāde un konfigurēšana, un IKT infrastruktūras platformas ieviešana.5.Publicitātes pasākumu īstenošana – ietver informatīvā stenda izvietošanu projekta norises vietā visā projekta īstenošanas laikā un pēc projekta pabeigšanas, kā arī regulāru informācijas par projektu publicēšanu projekta īstenotāja interneta vietnē www.vraa.gov.lv. Galvenā komunikācijas vadība tiks nodrošināta projekta PSPP darbībā Sabiedrības IKT iespēju izmantošanas veicināšana.6.Projekta pārvaldība – tiks nodrošināta projekta administratīvā vadība, vadot projekta mērķu sasniegšanu ar pieejamiem resursiem un nodrošinot projekta darbību izpildi un plānoto rezultātu sasniegšanu;7.Projekta pamatojošo dokumentu izstrāde - veikta projekta apraksta sagatavošana iekļaušanai IKT mērķarhitektūrā un izmaksu un ieguvumu analīzes izstrāde.Projekta rezultāta rādītājiĪstenojot projektu, paredzēts sasniegt šādus rezultāta rādītājus:1. Dati, kas brīvi pieejami kā atvērtie dati (% no VISS izplatītajiem) (Mērvienība - %, Sākotnējā vērtība - 0, Sasniedzamā vērtība 2 gadus pēc projekta beigām - 50% (tikai tie, kas nesatur fizisko personu datus), Sasniedzamā vērtība 3 gadus pēc projekta beigām - 75% (tikai tie, kas nesatur fizisko personu datus)).3. Citu iestāžu informācijas sistēmas, kas izvietotas IKT infrastruktūras platformā vai izmanto citus infrastruktūras platformas pakalpojumus (Mērvienība - Iestāžu skaits, Sākotnējā vērtība - 0, Sasniedzamā vērtība 2 gadus pēc projekta beigām - 2, Sasniedzamā vērtība 3 gadus pēc projekta beigām - 4).Projekta iznākuma rādītājiĪstenojot projektu, paredzēts sasniegt šādus iznākuma rādītājus:1. Pilnveidoti darbības procesi (Mērvienība - skaits, Starpvērtība (2 gadi pēc projekta sākuma) - 2, Sasniedzamā vērtība projekta beigās - 8).2. Centralizētas atvērtas informācijas sistēmu platformas (Mērvienība - skaits, Starpvērtība (2 gadi pēc projekta sākuma) - 2, Sasniedzamā vērtība projekta beigās - 2).Papildus sadaļā 1.6.1. norādītajam projektā tiks sasniegti šādi iznākuma rādītāji:3. Publicētās koplietošanas datu kopas (Mērvienība - skaits, Starpvērtība (2 gadi pēc projekta sākuma) - 1, Sasniedzamā vērtība projekta beigās - 2).Projekta rezultātā tiks izveidoti vai pilnveidoti šādi 8 darbības procesi (1.iznākumu rādītājs):1.Publiskās pārvaldes publicēto atkalizmantojamo (t.sk. atvērto) datu iegūšana (process no datu saņēmēju – atkalizmantotāju skatu punkta);2.Datu nodošana publiskās pārvaldes koplietošanai un atkalizmantošanai (t. sk. atvērto datu publicēšana);3.Publisko personu un iestāžu saraksta datu publicēšana DIP4.IKT koplietošanas IKT pakalpojumu sniegšana;5.Centralizētās IKT infrastruktūras administrēšana;6.IKT resursu operatīvai (Latvian)

Le projet «Unified Data Space» (ci-après dénommé «projet») poursuit les activités initiées par le projet du ministère de la protection de l’environnement et du développement régional (ci-après «VARAM») du Fonds européen de développement régional (ci-après dénommé «FEDER») «Système de gestion de l’architecture des technologies de l’information et de la communication de l’administration publique» (ci-après «PIKTAPS»), ainsi qu’un lien étroit avec le projet FEDER «Technologies de l’information et de la communication» de l’Agence nationale de développement régional (ci-après «la plateforme de fourniture et de gestion des services» (ci-après «PSPP»).Le principal objectif du projet est d’améliorer l’échange d’informations et l’interopérabilité dans l’administration publique, en plus de garantir la disponibilité des données publiques et réutilisables, contribuant ainsi à la réalisation des objectifs de l’objectif d’appui spécifique 2.2.1 «Assurer une plus grande réutilisation des données publiques et une interaction efficace entre l’administration publique et le secteur privé» du programme «Croissance et emploi». Le développement de la deuxième étape de la plate-forme de publication de données (ci-après «DPP») — sera amélioré dans le cadre de PIKTAPS, le développement et l’amélioration du catalogue standard des ensembles de données, le développement d’outils d’affichage de données supplémentaires, l’intégration et la démonstration des meilleurs exemples de réutilisation des données, les mécanismes de soutien aux éditeurs de données, la création d’interfaces pour la publication automatisée des ensembles de données.3. 4. Développement des infrastructures TIC — dont: Définition des exigences en matière d’infrastructure TIC, acquisition et configuration de l’infrastructure des TIC et mise en œuvre de la plateforme d’infrastructure des TIC.5.La mise en œuvre de mesures de publicité comprend la mise en place d’un stand d’information sur le site du projet tout au long de la période de mise en œuvre du projet et après l’achèvement du projet, ainsi que la publication régulière d’informations sur les projets sur le site web du promoteur du projet www.vraa.gov.lv. La gestion principale de la communication sera assurée dans le cadre du fonctionnement du projet PSPP afin de promouvoir l’utilisation des possibilités TIC de la Société.6.Gestion du projet — la gestion administrative du projet sera assurée, dirigera la réalisation des objectifs du projet avec les ressources disponibles et assurera l’exécution des activités du projet et l’atteinte des résultats prévus;7.Documents justificatifs du projet — préparation de la description du projet à inclure dans l’architecture cible des TIC et élaboration d’une analyse coûts-avantages.Indicateurs de résultat du projetMise en œuvre du projet, il est prévu d’atteindre les indicateurs de résultat suivants:1. Das Projekt „Unified Data Space“ (im Folgenden „Projekt“) setzt die vom Ministerium für Umweltschutz und Regionalentwicklung (nachfolgend – VARAM) initiierten Maßnahmen des Europäischen Fonds für regionale Entwicklung (nachfolgend – EFRE) Projekt „Public Administration Information and Communication Technology Architecture Management System“ (im Folgenden – PIKTAPS) fort und steht in engem Zusammenhang mit dem EFRE-Projekt „Dienstleistungs- und Kommunikationsplattform für die Informations- und Kommunikationstechnologie“ (im Folgenden „PSPP“) der Staatlichen Regionalen Entwicklungsagentur (nachstehend „IKT“ genannt).Das Hauptziel des Projekts ist die Verbesserung des Informationsaustauschs und der Interoperabilität in der öffentlichen Verwaltung. Gewährleistung der Verfügbarkeit öffentlicher und wiederverwendbarer Daten, wodurch zur Verwirklichung der Ziele des spezifischen Unterstützungsziels 2.2.1 „Verbesserung der Weiterverwendung öffentlicher Daten und einer wirksamen Interaktion zwischen der öffentlichen Verwaltung und dem Privatsektor“ des Programms „Wachstum und Beschäftigung“ beigetragen wird. Anpassung und Integration von Partnerinformationssystemen (im Folgenden – IS) mit gemeinsamen Lösungen für den einheitlichen Datenraum (einschließlich Anpassung und Integration der lokalen Regierung (Riga City Council und Ventspils City Council) IS mit gemeinsamen Lösungen für den Datenaustausch). 4. Ausbau der IKT-Infrastruktur – davon: Definition von IKT-Infrastrukturanforderungen, Erwerb und Konfiguration der IKT-Infrastruktur und Umsetzung der IKT-Infrastrukturplattform.5.Umsetzung von Werbemaßnahmen – umfasst die Platzierung eines Informationsstands auf dem Projektgelände während des gesamten Projektdurchführungszeitraums und nach Abschluss des Projekts sowie die regelmäßige Veröffentlichung von Informationen über die Projekte auf der Website des Projektträgers www.vraa.gov.lv. Das Hauptkommunikationsmanagement wird bei der Durchführung des Projekts PSPP gewährleistet, um die Nutzung der IKT-Möglichkeiten der Gesellschaft zu fördern.6.Projektmanagement – die Verwaltung des Projekts wird sichergestellt, die Projektziele mit verfügbaren Ressourcen erreicht und die Durchführung der Projektaktivitäten und die Erreichung der geplanten Ergebnisse sichergestellt;7.Projektbegleitdokumente – Vorbereitung der Projektbeschreibung zur Einbeziehung in die Zielarchitektur der IKT und Entwicklung einer Kosten-Nutzen-Analyse.ProjektergebnisindikatorenUmsetzung des Projekts ist geplant, die folgenden Ergebnisindikatoren zu erreichen:1. Daten frei verfügbar als offene Daten (% von ALLE verteilt) (Maßnahme – %, Anfangswert – 0, Erzielbarer Wert 2 Jahre nach Projektende – 50 % (nur diejenigen, die keine personenbezogenen Daten enthalten), Erzielbarer Wert 3 Jahre nach Projektende – 75 % (nur solche, die keine personenbezogenen Daten enthalten).3. Verbesserte operative Prozesse (Maßnahme – Anzahl, Zwischenwert (2 Jahre nach Projektbeginn) – 2, Erzielbarer Wert am Ende des Projekts – 8).2. Zentrale Plattformen für offene Informationssysteme (Maßnahme – Zahl, Zwischenwert (2 Jahre nach Projektbeginn) – 2, Erzielbarer Wert am Ende des Projekts 2).Zusätzlich zu Abschnitt 1.6.1 werden im Projekt folgende Outputindikatoren erreicht:3. Project „Eengemaakte dataruimte” (hierna „project” genoemd) zet de activiteiten voort die zijn geïnitieerd door het project van het ministerie van Milieubescherming en Regionale Ontwikkeling (hierna „VARAM” genoemd) van het Europees Fonds voor Regionale Ontwikkeling (hierna „EFRO” genoemd) project „Public Administration Information and Communication Technology Management System” (hierna „PIKTAPS” genoemd), en is nauw verbonden met het EFRO-project „Service Provision and Management Platform” (hierna „PSPP” genoemd) van het nationale agentschap voor regionale ontwikkeling (hierna „het platform voor dienstverlening” genoemd).Het hoofddoel van het project is de verbetering van de informatie-uitwisseling en interoperabiliteit in overheidsdiensten, de beschikbaarheid van openbare en herbruikbare gegevens te waarborgen en aldus bij te dragen tot de verwezenlijking van de doelstellingen van de specifieke steundoelstelling 2.2.1 „Zorgen voor de toename van het hergebruik van overheidsgegevens en een doeltreffende interactie tussen de overheid en de particuliere sector” van het programma „Groei en werkgelegenheid”. Aanpassing en integratie van de informatiesystemen van partners (hierna: IS) met gedeelde oplossingen voor de gemeenschappelijke dataruimte (met inbegrip van aanpassing en integratie van lokale overheden (Riga City Council en Ventspils City Council) IS met gemeenschappelijke oplossingen voor het delen van dataruimte). 4.ICT-infrastructuurontwikkeling — waarvan: Definitie van ICT-infrastructuurvereisten, verwerving en configuratie van ICT-infrastructuur en implementatie van het ICT-infrastructuurplatform.5.Uitvoering van publiciteitsmaatregelen — omvat de plaatsing van een informatiestand op de projectlocatie gedurende de uitvoeringsperiode van het project en na de voltooiing van het project, alsmede de regelmatige publicatie van informatie over de projecten op de website van de projectontwikkelaar www.vraa.gov.lv. Het belangrijkste communicatiebeheer zal worden gewaarborgd bij de uitvoering van het PSPP-project om het gebruik van de ICT-mogelijkheden van de samenleving te bevorderen.6.Projectbeheer — het administratieve beheer van het project zal worden gewaarborgd, het leiden van de verwezenlijking van de projectdoelstellingen met de beschikbare middelen en het waarborgen van de uitvoering van de projectactiviteiten en het bereiken van de geplande resultaten;7.Projectondersteunende documenten — voorbereiding van de projectbeschrijving voor opname in de doelarchitectuur van ICT en de ontwikkeling van een kosten-batenanalyse.ProjectresultaatindicatorenUitvoering van het project is gepland om de volgende resultaatindicatoren te bereiken:1.
