    Darbības programmas “Izaugsme un nodarbinātība” 2.2.1. specifiskā atbalsta mērķa “Nodrošināt publisko datu atkalizmantošanas pieaugumu un efektīvu publiskās pārvaldes un privātā sektora mijiedarbību” (turpmāk – SAM 2.2.1.) 2.2.1.1. pasākuma “Centralizētu publiskās pārvaldes IKT platformu izveide, publiskās pārvaldes procesu optimizēšana un attīstība” (turpmāk – 2.2.1.1. pasākums) Vides aizsardzības un reģionālās attīstības ministrijas (turpmāk – VARAM) projekta “Atvieglojumu vienotās informācijas sistēmas un atvēršana komersantiem un valsts un pašvaldības vienoto klientu apkalpošanas centru attīstība” (turpmāk – projekts) virsmērķis ir nodrošināt komersantiem iespēju izmantot valsts pakalpojumu digitālo infrastruktūru atvieglojumu pārvaldībai un informācijas attēlošanai klientiem valsts pārvaldes pakalpojumu portālā www.latvija.lv (turpmāk – portāls www.latvija.lv), pilnveidot valsts un pašvaldību atvieglojumu pārvaldības procesus, kā arī attīstīt valsts un pašvaldības vienoto klientu apkalpošanas centru (turpmāk – VPVKAC) tīkla tehniskās spējas, digitalizējot publisko pakalpojumu, konsultāciju un lietotāju atbalsta sniegšanu attālināti. Pēc projekta īstenošanas paredzēts veicināt komersantu, valsts pārvaldes pamatdarbības straujāku digitalizāciju un attīstību, sniedzot ieguldījumu koronavīrusa Covid-19 (turpmāk – Covid-19) pandēmijas izraisītās ekonomiskās krīzes seku mazināšanai, mazinot reģionu nomales efektu valsts teritorijā, administratīvo slogu, kā arī uzlabojot pakalpojumu klāstu un pieejamību gan publiskam, gan privātam sektoram, gan iedzīvotājiem. Projekta mērķi: 1. Pilnveidot Atvieglojumu vienotās informācijas sistēmas (turpmāk – AVIS) funkcionalitāti.2. Nodrošināt iedzīvotājiem ātru un ērtu piekļuvi komersantu sniegtajiem pakalpojumiem portālā www.latvija.lv.3. Attīstīt VPVKAC, nodrošinot pakalpojumu pārvaldības risinājumu un palielinot valsts pārvaldes attālinātās konsultācijas pakalpojuma pieejamību iedzīvotājiem.Lai sasniegtu projekta mērķus, plānotas šādas darbības:1) nodrošināt projekta administratīvo vadību, vadīt projekta mērķu sasniegšu ar pieejamiem resursiem un nodrošināt projekta darbību izpildi un plānoto rezultātu sasniegšanu, kā arī regulāri publicēt informāciju par projektu VARAM tīmekļvietnē;2) pilnveidot AVIS, funkcionāli attīstot VARAM projektā Nr. 2.2.1.1/19/I/002 "Publiskās pārvaldes informācijas un komunikāciju tehnoloģiju arhitektūras pārvaldības sistēma - 2. kārta" (turpmāk - PIKTAPS 2) izstrādāto un ieviesto AVIS centralizēto platformu un nodrošinot iespēju komersantiem īstenot komersantu lojalitātes programmas, iedzīvotājiem vienuviet uzskaitīt un pārvaldīt savus atvieglojuma saņemšanai pieteiktos identifikācijas līdzekļus, atvieglojuma devējiem AVIS darba vidē veikt elektronisku atvieglojumu un to prioritāšu uzskaiti, administrēšu un pārvaldību un atvieglojuma pakalpojumu sniedzējiem iespēju AVIS darba vidē pārvaldīt savas identifikācijas un darījumu sistēmas, kā arī sniegto atvieglojuma darījumu datus;3) attīstīt portālu www.latvija.lv un atvērt to komersantiem, nodrošinot iespēju komersantiem ievietot, sniegt un uzturēt klientiem savus e-pakalpojumus valsts pārvaldes pakalpojumu portāla www.latvija.lv jaunā, uz lietotāju pieredzi balstītā klienta darba vidē, izmantojot Valsts reģionālās attīstības aģentūras (turpmāk - VRAA) projektā Nr. 2.2.1.1/17/I/015 "Pakalpojumu sniegšanas un pārvaldības platforma" (turpmāk - PSPP) izstrādāto portāla www.latvija.lv dizainu;4) nodrošināt VPVKAC pakalpojumu pārvaldības risinājumu un veicināt valsts pārvaldes attālinātās konsultācijas pakalpojuma pieejamību, turpinot PIKTAPS 2 projektā uzsākto klientu apkalpošanas procesu un VPVKAC pamatdarbības procesu pilnveidošanu, nodrošinot VPVKAC pakalpojumu pārvaldības risinājumu, attālinātas un personificētas iestādes speciālista konsultācijas pakalpojuma pieejamību iedzīvotājiem VPVKAC paplašinātajā tīklā, kas ietver gan pakalpojumu centrus, gan pašvaldību bibliotēkas pagastu līmenī, gan mobilās VPVKAC brigādes, kuras klientus apkalpo izbraukumā.Projekta īstenošanas rezultātā tiks sasniegti projekta iesnieguma 1.6.1. apakšpunktā minētie iznākuma rādītāji:1. Pilnveidoti 16 darbības procesi; 2. Pilnveidotas trīs atvērtas informācijas sistēmu koplietošanas platformas - AVIS, portāls www.latvija.lv un VPVKAC pakalpojumu pārvaldības risinājums; 3.     L’objectif principal de la mesure 2.2.1.1 «Établissement de plateformes TIC de l’administration publique centralisée, optimisation et développement des processus d’administration publique» (ci-après la «mesure 2.2.1.1») du programme opérationnel «Croissance et emploi» (ci-après la «mesure 2.2.1.1») du projet du ministère de la protection de l’environnement et du développement régional (ci-après «VARAM») «Systèmes d’information unifiés de facilitation et d’ouverture aux opérateurs économiques et au développement des centres uniques de service à la clientèle des administrations publiques et locales» (ci-après — le projet) est de donner aux opérateurs économiques la possibilité d’utiliser le service d’État pour la gestion de l’aide aux infrastructures numériques et la présentation d’informations aux clients sur le portail des services administratifs de l’État www.latvija.lv (ci-après — portail www.latvija.lv), améliorer les processus de gestion des secours d’État et des administrations locales, ainsi que développer les capacités techniques du réseau des centres unifiés de service à la clientèle de l’État et des collectivités locales (ci-après «VPVKAC») en numérisant à distance la fourniture de services publics, les consultations et l’assistance aux utilisateurs. Après la mise en œuvre du projet, il est prévu de promouvoir une numérisation et un développement plus rapides des activités essentielles des commerçants, de l’administration publique, en contribuant à atténuer les conséquences de la crise économique causée par la pandémie de COVID-19 (COVID-19), en réduisant l’éloignement des régions sur le territoire du pays, en réduisant la charge administrative et en améliorant la gamme et la disponibilité des services tant pour les secteurs public que privé et pour les citoyens. Objectifs du projet: 1. Améliorer la fonctionnalité du système d’information unifié pour la facilitation (ci-après — AVIS).2. Fournir aux citoyens un accès rapide et facile aux services fournis par les commerçants sur le portail www.latvija.lv.3. Développer le VPVKAC en fournissant une solution de gestion de service et en augmentant la disponibilité du service de consultation à distance de l’administration publique aux citoyens. Afin d’atteindre les objectifs du projet, les activités suivantes sont prévues: 1) assurer la gestion administrative du projet, gérer les objectifs du projet avec les ressources disponibles et assurer l’exécution des activités du projet et l’obtention des résultats prévus, ainsi que publier régulièrement des informations sur le projet sur le site Web de VARAM; 2) améliorer l’AVIS en développant fonctionnellement des VARAM dans le cadre du projet no 2.2.1.1/19/I/002 «Système de gestion de l’architecture des technologies de l’information et des communications de l’administration publique — Phase 2» (ci-après — PIKTAPS 2) développé et mis en œuvre par la plateforme centralisée AVIS et en garantissant la possibilité pour les commerçants de mettre en œuvre le programme de fidélité professionnelle, pour les citoyens d’énumérer et gérer leurs moyens d’identification demandés en un seul endroit, les prestataires de services de facilitation pour effectuer des enregistrements électroniques d’assouplissement et de hiérarchisation dans l’environnement de travail AVIS, administrer et gérer et faciliter la gestion de leurs systèmes d’identification et de transaction dans l’environnement de travail AVIS, ainsi que les données sur les transactions de facilitation fournies; 3) développer le portail www.latvija.lv et l’ouvrir aux commerçants, en offrant aux commerçants la possibilité de poster, de fournir et de maintenir leurs services en ligne pour les clients sur le portail de services d’administration publique www.latvija.lv nouveau, en utilisant la conception du portail www.latvija.lv développé par l’Agence nationale de développement régional (ci-après — VRAA) dans le cadre du projet no 2.2.1.1/17/I/015 «Plateforme de fourniture et de gestion des services» (ci-après — PSPP) sur la base de l’expérience utilisateur; 4) assurer la solution de gestion du service VPVKAC et promouvoir la disponibilité du service de consultation à distance de l’administration publique en poursuivant le processus de service à la clientèle initié par le projet PIKTAPS 2 et l’amélioration des processus opérationnels de base du VPVKAC, en assurant la disponibilité de la solution de gestion du service VPVKAC, un service de consultation spécialisé à distance et personnalisé pour les citoyens du réseau étendu de VPVKAC, qui comprend à la fois les centres de services et les bibliothèques municipales au niveau de la paroisse, ainsi que des équipes mobiles VPVKAC, dont les clients sont servis sur le site.La mise en œuvre du projet aboutira à l’atteinte des indicateurs de réalisation mentionnés au sous-paragraphe 1.6.1 de l’application:1. 16 processus opérationnels ont été améliorés; 2.     Das Hauptziel der Maßnahme 2.2.1.1 „Einrichtung zentralisierter IKT-Plattformen der öffentlichen Verwaltung, Optimierung und Entwicklung von Verfahren der öffentlichen Verwaltung“ (nachstehend „Maßnahme 2.2.1.1“) des Operationellen Programms „Wachstum und Beschäftigung“ (nachstehend „Maßnahme 2.2.1.1“) des Projekts „Unified Information Systems of Facilitation and Opening to Economic Operators and Development of State and Local Government Single Customer Service Centres“ (im Folgenden „das Projekt“) besteht darin, den Wirtschaftsteilnehmern die Möglichkeit zu bieten, den staatlichen Dienst für die Verwaltung der digitalen Infrastruktur zu nutzen und den Kunden Informationen auf dem Portal für staatliche Verwaltungsdienste (www.latvija.lv) (im Folgenden „Portal“) zur Verfügung zu stellen, Verbesserung der Verwaltungsprozesse der staatlichen und lokalen Gebietskörperschaften sowie Entwicklung der technischen Fähigkeiten des Netzes von einheitlichen Kundenservicezentren (im Folgenden VPVKAC) durch Digitalisierung der Bereitstellung öffentlicher Dienstleistungen, Konsultationen und Unterstützung der Nutzer aus der Ferne. Nach der Umsetzung des Projekts soll eine schnellere Digitalisierung und Entwicklung der Kerntätigkeiten der Händler und der öffentlichen Verwaltung gefördert werden, indem die Folgen der durch die COVID-19-Pandemie verursachten Wirtschaftskrise (COVID-19) abgemildert werden, die Abgelegenheit der Regionen im Hoheitsgebiet des Landes verringert, der Verwaltungsaufwand verringert und das Angebot und die Verfügbarkeit von Dienstleistungen für den öffentlichen und privaten Sektor und die Bürger verbessert werden. Ziele des Projekts: 1. Verbesserung der Funktionalität des Einheitlichen Informationssystems für Erleichterungen (im Folgenden „AVIS“).2. Den Bürgern einen schnellen und einfachen Zugang zu den von Händlern angebotenen Dienstleistungen auf dem Portal www.latvija.lv.3 zu ermöglichen. Entwicklung des VPVKAC durch Bereitstellung einer Service-Management-Lösung und Erhöhung der Verfügbarkeit des Fernberatungsdienstes der öffentlichen Verwaltung für die Bürger. Drei Plattformen für den Austausch offener Informationssysteme wurden verbessert: AVIS, Portal www.latvija.lv und VPVKAC-Dienstmanagementlösung; 3.     De voornaamste doelstelling van maatregel 2.2.1.1 „Instelling van ICT-platforms voor gecentraliseerde overheidsdiensten, optimalisering en ontwikkeling van overheidsadministratieprocessen” (hierna „maatregel 2.2.1.1” genoemd) van het operationele programma „Groei en werkgelegenheid” (hierna „maatregel 2.2.1.1” genoemd) van het project van het ministerie van Milieubescherming en Regionale Ontwikkeling (hierna „VARAM” genoemd) „Eengemaakte informatiesystemen ter vergemakkelijking en openstelling voor marktdeelnemers en ontwikkeling van centrale centra voor nationale en lokale overheidsdiensten” (hierna „het project” genoemd) is marktdeelnemers de mogelijkheid te bieden gebruik te maken van de staatsdienst voor het beheer van de verlichting van digitale infrastructuur en de presentatie van informatie aan klanten op het portaal voor overheidsdiensten www.latvija.lv (hierna — portaal www.latvija.lv). het verbeteren van de beheersprocessen van de bijstand van de staat en de lokale overheid, alsmede het ontwikkelen van de technische capaciteiten van het netwerk van centrale klantenservicecentra van de staat en de lokale overheid (hierna „VPVKAC” genoemd) door de verlening van openbare diensten, raadplegingen en gebruikersondersteuning op afstand te digitaliseren. Na de uitvoering van het project is het de bedoeling de digitalisering en de ontwikkeling van de kernactiviteiten van handelaren en overheidsdiensten te bevorderen door bij te dragen tot het verzachten van de gevolgen van de door de COVID-19-pandemie (COVID-19) veroorzaakte economische crisis, het verminderen van de afgelegen ligging van regio’s op het grondgebied van het land, de administratieve lasten en de verbetering van het aanbod en de beschikbaarheid van diensten voor zowel de publieke als de particuliere sector en burgers. Doelstellingen van het project: 1. Verbetering van de functionaliteit van het Unified Information System for Facilitation (hierna „AVIS” genoemd).2. Burgers te voorzien van snelle en gemakkelijke toegang tot de diensten die door handelaren worden aangeboden op het portaal www.latvija.lv.3. Het ontwikkelen van de VPVKAC door het aanbieden van een servicemanagementoplossing en het vergroten van de beschikbaarheid van de adviesdienst op afstand van de overheid voor de burgers. Om de projectdoelstellingen te bereiken, worden de volgende activiteiten gepland: 1) het administratieve beheer van het project te waarborgen, de projectdoelstellingen met de beschikbare middelen te beheren en de uitvoering van projectactiviteiten en het bereiken van de geplande resultaten te waarborgen, alsook om regelmatig informatie over het project te publiceren op de VARAM-website; 2) het AVIS te verbeteren door de functionele ontwikkeling van VARAM’s in project nr. 2.2.1.1/19/I/002 „Management System of Public Administration Information and Communication Technologies Architecture — Phase 2” (hierna PIKTAPS 2) ontwikkeld en uitgevoerd door het gecentraliseerde AVIS-platform, en ervoor te zorgen dat handelaars het programma van professionele loyaliteit kunnen implementeren, burgers hun identificatiemiddelen die op één plaats worden aangevraagd, opsommen en beheren, aanbieders faciliteren om elektronische versoepelings- en prioriteringsgegevens in de AVIS-werkomgeving uit te voeren; beheer en beheer en facilitering van dienstverleners om hun identificatie- en transactiesystemen in de AVIS-werkomgeving te beheren, alsmede de verstrekte transactiegegevens voor facilitering;3) het portaal www.latvija.lv te ontwikkelen en open te stellen voor handelaren, waardoor handelaren hun e-diensten voor klanten op het portaal voor overheidsdiensten www.latvija.lv nieuw kunnen plaatsen, aanbieden en onderhouden, met gebruikmaking van het ontwerp van het portaal ※ dat is ontwikkeld door het nationale agentschap voor regionale ontwikkeling (hierna „VRAA” genoemd) in project nr. 2.2.1.1/17/I/015 „Service Provision and Management Platform” (hierna „PSPP” genoemd) op basis van gebruikerservaring; 4) de VPVKAC-dienstbeheeroplossing te waarborgen en de beschikbaarheid van de adviesdienst op afstand van de overheid te bevorderen door het door het PIKTAPS 2-project geïnitieerde klantenserviceproces voort te zetten en de belangrijkste operationele processen van de VPVKAC te verbeteren, door de beschikbaarheid van de VPVKAC-servicebeheeroplossing, een gespecialiseerde adviesdienst op afstand en op maat gemaakte adviesdienst voor de burgers in het uitgebreide netwerk van VPVKAC, dat zowel dienstcentra als gemeentelijke bibliotheken op parochieniveau omvat, alsook mobiele VPVKAC-teams, waarvan de klanten op de locatie worden bediend. De uitvoering van het project zal resulteren in de verwezenlijking van de outputindicatoren waarnaar wordt verwezen in punt 1.6.1 van de projecttoepassing:1. 16 operationele processen zijn verbeterd; 2.     L'obiettivo principale della misura 2.2.1.1 "Istituzione di piattaforme informatiche centralizzate della pubblica amministrazione, ottimizzazione e sviluppo dei processi della pubblica amministrazione" (di seguito — misura 2.2.1.1) del programma operativo "Crescita e occupazione" (di seguito — misura 2.2.1.1) del progetto del Ministero della protezione ambientale e dello sviluppo regionale (di seguito — VARAM) "Sistemi informativi unificati di facilitazione e apertura agli operatori economici e sviluppo dei centri unici di assistenza clienti statali e locali" (di seguito "il progetto") è quello di fornire agli operatori economici la possibilità di utilizzare il servizio statale per la gestione dello sgravio delle infrastrutture digitali e la presentazione delle informazioni ai clienti sul portale dei servizi dell'amministrazione statale www.latvija.lv (di seguito — portale www.latvija.lv), migliorare i processi di gestione dei soccorsi statali e locali, nonché sviluppare le capacità tecniche della rete di centri unificati di assistenza clienti statali e locali (di seguito "VPVKAC") digitalizzando a distanza la fornitura di servizi pubblici, le consultazioni e il supporto agli utenti.
