Projekta mērķis - sniedzot ieguldījumu Latvijas Viedās specializācijas stratēģijas mērķu sasniegšanā, atbalstīt pētniecības rezultātu komercializācijas kompetences attīstīšanu valsts pētniecības organizācijās, sekmējot šo pētniecības organizāciju īpašumā esošo pētniecības rezultātu komercializāciju gan Latvijā, gan ārvalstīs, lai palielinātu pētniecības organizāciju ienākumus no pētījumu rezultātu komercializēšanas vai pārvērstu pētījumu rezultātus veiksmīgā uzņēmējdarbībā, kā arī veicinātu inovācijas aktivitātes sīkajos (mikro), mazajos un vidējos komersantos, tehnoloģiju pārneses ceļā sniedzot tiem atbalstu jaunu vai būtiski uzlabotu produktu vai tehnoloģiju attīstībai, kā arī sekmēt jaunuzņēmumu veidošanos Latvijā, tai skaitā nodrošinot Latvijas pārstāvja ārvalstīs darbību veicinot pētniecību, un inovatīvu ideju, produktu vai procesu izmantošanu saimnieciskajā darbībā – pētniecības produktu komercializāciju.Galvenās darbības:1)tehnoloģiju pārneses procesa veicināšana un koordinācija;2)publisko pētniecības organizāciju (turpmāk – PPO) pētniecības rezultātu komercializācijas un patentēšanas fonda darbības nodrošināšana;3) inovāciju vaučeru sīkajiem (mikro), mazajiem un vidējiem komersantiem (turpmāk - MVK) pakalpojumu nodrošināšana;4)jaunuzņēmumu darbības atbalsta nodrošināšana.Projekta īstenošana plānota no vienošanās par projekta īstenošanu parakstīšanas brīža līdz 31.12.2022. Vienlaikus projekta sagatavošanas darbības ir uzsāktas ar 01.04.2016. Projekta pirmās daļas kopējās izmaksas: 20 294 118 euro, tai skaitā Eiropas Reģionālās attīstības fonda atbalsta apjoms – 17 250 000 euro, valsts budžeta finansējums – 3 044 118 euro. Savukārt lēmums par otras daļas (rezerves) ar attiecināmām izmaksām 20 294 118 euro, tai skaitā Eiropas Reģionālās attīstības fonda atbalsta apjomu – 17 250 000 euro, valsts budžeta finansējumu – 3 044 117 euro izmantošanu projekta ietvaros tiks pieņemts pēc sasniegto rezultātu līdz 31.12.2018. izvērtējuma.Projekta plānotie rezultāti:•atbalstīto pētniecības rezultātu komercializācijas projektu skaits – 100 projekti(t.sk. līdz 31.12.2018. atbalstīti 15 projekti);•atbalstīto komersantu skaits, kas saņem grantus – 320 komersanti(t.sk. līdz 31.12.2018. atbalstīti 48 komersanti);•atbalstīto komersantu skaits, kuri saņem atbalstu, lai laistu tirgū jaunus produktus – 320 komersanti(t.sk. līdz 31.12.2018. atbalstīti 48 komersanti);•uzkrāts specifiskais iznākuma rādītājs - jaunradīto produktu un tehnoloģiju skaits atbalstītajos uzņēmumos pēc atbalsta saņemšanas (faktiskās vērtības) – 240 produkti un tehnoloģijas (t.sk. līdz 31.12.2018. atbalstīti 36 produkti un tehnoloģijas);•finanšu rādītājs līdz 31.12.2018. – sertificēti izdevumi 2 700 000 euro apmērā;•rezultāta rādītājs līdz 31.12.2022. – piesaistīto privāto investīciju apjoms inovācijām vai pētniecības un izstrādes projektiem - 1 764 706 euro.Visas atbalstāmās darbības projekta ietvaros tiks īstenotas saskaņā ar projekta īstenošanas stratēģiju, kura satur detalizētāku informāciju par projekta īstenošanas plānu, mērķiem, tehnoloģiju pārneses un komercializācijas vides Latvijā problēmām un to risinājumiem, prasībām Vienotā tehnoloģiju pārneses centra (turpmāk – VTPC) personālam, to darba uzdevumiem un funkcijām, kā arī sasniedzamos rādītājus, lai nodrošinātu minētā mērķa sasniegšanu.Projekta īstenošanas stratēģiju ir izstrādājusi un tās īstenošanu uzraudzīs konsultatīvā padome ar pārstāvjiem no Latvijas Investīcijas un attīstības aģentūras, Latvijas Tehnoloģisko universitāšu un augstskolu konsorcija, Latvijas Zinātņu akadēmijas, Latvijas zinātnes padomes, Valsts zinātnisko institūtu asociācijas, Latvijas Jauno zinātnieku apvienības, Latvijas Darba devēju konfederācijas un Latvijas Tirdzniecības un rūpniecības kameras. Ziel des Projekts – durch einen Beitrag zur Verwirklichung der Ziele der Strategie für intelligente Spezialisierung Lettlands, die Entwicklung der Kompetenz der Kommerzialisierung von Forschungsergebnissen in öffentlichen Forschungseinrichtungen zu unterstützen, die Vermarktung von Forschungsergebnissen dieser Forschungseinrichtungen sowohl in Lettland als auch im Ausland zu erleichtern, um die Einnahmen von Forschungseinrichtungen aus der Kommerzialisierung von Forschungsergebnissen oder der Umwandlung von Forschungsergebnissen in ein erfolgreiches Unternehmertum zu erhöhen und Innovationsaktivitäten in kleine (Mikro) zu fördern; kleine und mittlere Unternehmen, indem sie die Entwicklung neuer oder erheblich verbesserter Produkte oder Technologien durch Technologietransfer unterstützen und die Gründung von Start-up-Unternehmen in Lettland fördern, unter anderem durch die Gewährleistung der Tätigkeiten des Vertreters Lettlands im Ausland durch Förderung der Forschung und Nutzung innovativer Ideen, Produkte oder Verfahren bei wirtschaftlichen Tätigkeiten – Kommerzialisierung von Forschungsprodukten. 3) Bereitstellung von Innovationsgutscheinen für kleine (Mikro-), kleine und mittlere Händler (nachstehend „MVK“) Dienstleistungen;4) Unterstützung für die Aktivitäten neuer Unternehmen.Die Durchführung des Projekts ist vom Zeitpunkt der Unterzeichnung der Vereinbarung über die Durchführung des Projekts bis zum 31.12.2022 geplant. L'attuazione del progetto è prevista dal momento della firma dell'accordo sull'attuazione del progetto fino al 31.12.2022.
