The Program area, rural areas of Warmian-Masurian Province and Kaliningrad Oblast are characterized by the same issues caused by the low amount of sanitary and water supply networks. As a result, through leaking cesspools and often direct discharge of sewage into waters and ground, surface waters of the rivers in the Pregoła (Angrapa, Pissa) and Pasłęka (Miłakówka) catchments are overly defiled and exceed the fair standards. The ecosystem of the Vistula Lagoon and the Baltic Sea is negatively affected. The implementation of symmetrical projects in the Miłakowo commune and Pierwomayskoye village by Gusiew will eliminate the sanitary pollution problem. The cooperation concerns infrastructural and soft measures to protect the natural environment in the area of PL and RU. It will implement durable changes in the state of the environment and ecological awareness of residents covered by joint initiatives. It will result in percentage increase of population that use preventive measures in environmental protection and is covered by expanded sewage treatment systems, water supply. The inhabitants of the villages, farmers, economic entities, investors, local and public administrations responsible for providing residents with access to water and collection of sewage on both sides of the border (LB, B1), municipal water and sewage companies and tourists will profit from the project. The project will improve the appeal of the village to live, the conditions for living, working and resting. Cross-border cooperation in the project is crucial due to issues affecting the same beneficiaries. The problems are a source of pollution that rules the condition and quality of the shared ecosystem of the Vistula Lagoon and the Baltic Sea. The pollution created in both units gets into the environment regardless of the boundaries, affecting the quality of life of the inhabitants of PL and RU. Obszar Programu, obszary wiejskie województwa warmińsko-mazurskiego oraz obwód kaliningradzki charakteryzują się tymi samymi problemami spowodowanymi niską ilością sieci sanitarnych i wodociągowych. W rezultacie poprzez wycieki szamba i często bezpośrednie odprowadzanie ścieków do wód i gruntu wody powierzchniowe rzek w zlewniach Pregoła (Angrapa, Pissa) i Pasłęka (Miłakówka) są nadmiernie niszczone i przekraczają sprawiedliwe standardy. Negatywnie wpływa na ekosystem Zalewu Wiślanego i Morza Bałtyckiego. Realizacja symetrycznych projektów w gminie Miłakowo i Pierwomajskoje przez Gusiew pozwoli wyeliminować problem zanieczyszczenia sanitarnego. Współpraca dotyczy środków infrastrukturalnych i miękkich w celu ochrony środowiska naturalnego w obszarze PL i RU. Będzie wdrażać trwałe zmiany stanu środowiska oraz świadomość ekologiczną mieszkańców objętych wspólnymi inicjatywami. Spowoduje to procentowy wzrost liczby ludności, która wykorzystuje środki zapobiegawcze w ochronie środowiska i jest objęta rozbudowanymi systemami oczyszczania ścieków, zaopatrzeniem w wodę. Z projektu skorzystają mieszkańcy wsi, rolnicy, podmioty gospodarcze, inwestorzy, administracje lokalne i publiczne odpowiedzialne za zapewnienie mieszkańcom dostępu do wody i odprowadzania ścieków po obu stronach granicy (LB, B1), gminne przedsiębiorstwa wodociągowe i kanalizacyjne oraz turyści. Projekt poprawi atrakcyjność wioski do życia, warunki życia, pracy i odpoczynku. Współpraca transgraniczna w ramach projektu ma kluczowe znaczenie ze względu na kwestie dotyczące tych samych beneficjentów. Problemy te są źródłem zanieczyszczeń, które regulują stan i jakość wspólnego ekosystemu Zalewu Wiślanego i Morza Bałtyckiego. Zanieczyszczenia powstałe w obu jednostkach trafiają do środowiska niezależnie od granic, wpływając na jakość życia mieszkańców PL i RU. La zone du programme, les zones rurales de la voïvodie de Warmińsko-Mazurskie et la région de Kaliningrad se caractérisent par les mêmes problèmes causés par le faible nombre de réseaux sanitaires et d’approvisionnement en eau. En conséquence, grâce à des fuites de fosse septique et souvent à des rejets directs d’eaux usées dans l’eau et le sol, les cours d’eau des bassins versants de Pregola (Angrapa, Pissa) et de Pasłęka (Miłakówka) sont trop détruits et dépassent des normes équitables. Elle a un impact négatif sur l’écosystème de la lagune de la Vistule et de la mer Baltique. La mise en œuvre de projets symétriques dans les municipalités de Miłakowo et Pierwomayskoye par Gusev éliminera le problème de la pollution sanitaire. La coopération concerne les infrastructures et les mesures non contraignantes de protection de l’environnement dans le domaine de la PL et de l’EF. Elle mettra en œuvre des changements durables dans l’état de l’environnement et une prise de conscience environnementale des habitants couverts par les initiatives conjointes. Cela se traduira par une augmentation en pourcentage de la population, qui utilise des mesures préventives pour protéger l’environnement et est couverte par de vastes systèmes de traitement des eaux usées et d’approvisionnement en eau. Das Programmgebiet, die ländlichen Gebiete der Woiwodschaft Warmińsko-Mazurskie und die Region Kaliningrad sind durch die geringe Zahl von Sanitär- und Wasserversorgungsnetzen gekennzeichnet. Dadurch werden die Flüsse in den Einzugsgebieten von Pregola (Angrapa, Pissa) und Pasłęka (Miłakówka) übertrieben zerstört. Sie wirkt sich negativ auf das Ökosystem der Lagune von Weichsel und Ostsee aus. Die Durchführung von symmetrischen Projekten in den Gemeinden Miłakowo und Pierwomayskoye durch Gusev wird das Problem der sanitären Verschmutzung beseitigen. Die Zusammenarbeit betrifft Infrastrukturmaßnahmen und Maßnahmen zum Schutz der Umwelt in den Bereichen PL und EVU. Sie wird nachhaltige Veränderungen des Zustands der Umwelt und des Umweltbewusstseins der von den gemeinsamen Initiativen betroffenen Einwohner umsetzen. Die grenzüberschreitende Zusammenarbeit innerhalb des Projekts ist für dieselben Begünstigten von entscheidender Bedeutung. Diese Probleme sind eine Quelle der Verschmutzung, die den Zustand und die Qualität des gemeinsamen Ökosystems der Lagune von Weichsel und Ostsee regelt. Het programmagebied, de plattelandsgebieden van het woiwodschap Warmińsko-Mazurskie en de regio Kaliningrad worden gekenmerkt door dezelfde problemen als gevolg van het geringe aantal sanitaire en watervoorzieningsnetwerken. Als gevolg daarvan worden de rivieren in de stroomgebieden Pregola (Angrapa, Pissa) en Pasłęka (Miłakówka) door septische tanklekken en vaak directe lozingen in water en grond te veel vernietigd en overtreffen ze eerlijke normen. Het heeft een negatief effect op het ecosysteem van Vistula Lagoon en de Oostzee. De uitvoering van symmetrische projecten in de gemeenten Miłakowo en Pierwomayskoye door Gusev zal het probleem van sanitaire verontreiniging elimineren. De samenwerking heeft betrekking op infrastructuur en zachte maatregelen ter bescherming van het milieu op het gebied van PL en spoorwegondernemingen. Het zal duurzame veranderingen doorvoeren in de toestand van het milieu en het milieubewustzijn van de inwoners die onder de gezamenlijke initiatieven vallen. Il progetto andrà a beneficio degli abitanti dei villaggi, degli agricoltori, degli operatori economici, degli investitori, delle amministrazioni locali e pubbliche responsabili di garantire l'accesso all'acqua e alle acque reflue per i residenti di entrambi i lati del confine (LB, B1), le imprese municipali di acqua e fognature e i turisti. Il progetto migliorerà l'attrattiva del villaggio per vivere, vivere, lavorare e riposare. La cooperazione transfrontaliera nell'ambito del progetto è fondamentale per gli stessi beneficiari. Como resultado, a través de fugas de tanques sépticos y, a menudo, vertido directo de aguas residuales en el agua y el suelo, los ríos de las cuencas de Pregola (Angrapa, Pissa) y Pasłęka (Miłakówka) se destruyen excesivamente y superan las normas justas.
