The main problem that will be solve is the low level of interpersonal relations on the Polish-Belarusian border between neighbours. Despite the short distance that separates Mielnik Commune Town of Wysokie (about 20 km), the level of contacts between these towns is low and insufficient. It was caused by historical fact when this area after ages of developing together were divided by the border after world war II. The lack of normal contacts was a big drama for inhabitants and caused that people living on this area moved away from each other. It also caused mutual distrust in accordance with the principle that what is unknown can be dangerous. The concept of this project is to reverse these trends. Its assumption is to establish mutual relations on the basis of cultural activities. This will allow on the one hand to get to know, refresh the culture and traditions of its neighbours, and on this level build friendships and mutual positive relations. At the same time, the implementation of the project will evaluate into institutional cooperation at the level of project partners and will contribute to the growth of cultural links. An additional effect will also be the education of children and youth and the promotion of local cultural heritage and native traditions. The main activities in the project will be joint cultural projects addressed to the residents of partner municipalities such as: international meetings of children and youth, arts and crafts workshops, Christmas and New Year meetings, as well as folklore festival. All events will be implemented jointly. They will take place both in Poland and in Belarus. In addition, the project provides for study visits to get to know the partners better. All this will allow to achieve the main objective of the project, which is to increase cultural cross-border cooperation. Without the cooperation and the participation of representatives of both sides in each activity there won't be possible to achieve its objective. (English)

Głównym problemem, który zostanie rozwiązany, jest niski poziom relacji międzyludzkich na polsko-białoruskiej granicy między sąsiadami. Pomimo niewielkiej odległości oddzielającej gminę Mielnik Wysokie (ok. 20 km), poziom kontaktów między tymi miastami jest niski i niewystarczający. Wynikało to z faktu historycznego, gdy obszar ten po wiekach rozwoju został podzielony przez granicę po II wojnie światowej. Brak normalnych kontaktów był wielkim dramatem dla mieszkańców i spowodował, że ludzie mieszkający na tym obszarze odsunęli się od siebie. Spowodowało to również wzajemną nieufność zgodnie z zasadą, że to, co nieznane, może być niebezpieczne. Celem tego projektu jest odwrócenie tych tendencji. Jej założeniem jest nawiązanie wzajemnych stosunków na podstawie działalności kulturalnej. Pozwoli to z jednej strony poznać, odświeżyć kulturę i tradycje sąsiadów, a na tym poziomie budować przyjaźnie i wzajemne pozytywne relacje. Jednocześnie realizacja projektu oceni współpracę instytucjonalną na poziomie partnerów projektu i przyczyni się do rozwoju powiązań kulturowych. Dodatkowym efektem będzie również edukacja dzieci i młodzieży oraz promowanie lokalnego dziedzictwa kulturowego i rodzimych tradycji. Głównymi działaniami w ramach projektu będą wspólne projekty kulturalne skierowane do mieszkańców gmin partnerskich, takie jak: międzynarodowe spotkania dzieci i młodzieży, warsztaty sztuki i rzemiosła, spotkania świąteczne i noworoczne, a także festiwal folkloru. Wszystkie wydarzenia będą realizowane wspólnie. Odbędą się one zarówno w Polsce, jak i na Białorusi. Ponadto projekt przewiduje wizyty studyjne w celu lepszego poznania partnerów. Wszystko to pozwoli na osiągnięcie głównego celu projektu, jakim jest zacieśnienie współpracy transgranicznej w dziedzinie kultury. Bez współpracy i udziału przedstawicieli obu stron w każdym działaniu nie będzie możliwe osiągnięcie jego celu. (Polish)

Le principal problème à résoudre est le faible niveau des relations humaines à la frontière entre la Pologne et le Bélarus entre les voisins. Malgré la courte distance séparant la municipalité de Mielnik High (env. 20 km), le niveau de contacts entre ces villes est faible et insuffisant. Cela est dû à un fait historique quand, après des siècles de développement, cette zone a été divisée par la frontière après la Seconde Guerre mondiale. L’absence de contacts normaux a été un grand drame pour les habitants et a poussé les habitants de la région à s’éloigner les uns des autres. Elle a également provoqué la méfiance mutuelle, selon le principe que ce qui est inconnu peut être dangereux. L’objectif de ce projet est d’inverser ces tendances. Son objectif est d’établir des relations mutuelles sur la base des activités culturelles. Cela permettra, d’une part, de connaître, de rafraîchir la culture et les traditions des voisins et, à ce niveau, de construire des amitiés et des relations positives mutuelles. Dans le même temps, la mise en œuvre du projet évaluera la coopération institutionnelle au niveau des partenaires du projet et contribuera au développement de liens culturels. Un autre effet sera également l’éducation des enfants et des jeunes et la promotion du patrimoine culturel local et des traditions autochtones. Les principales activités du projet seront des projets culturels communs destinés aux résidents des communes partenaires, tels que: réunions internationales des enfants et des jeunes, ateliers d’art et d’artisanat, réunions de Noël et du Nouvel An, ainsi qu’un festival du folklore. Tous les événements seront organisés conjointement. Elles se dérouleront aussi bien en Pologne qu’en Biélorussie. En outre, le projet prévoit des visites d’étude afin de mieux connaître les partenaires. Tout cela permettra d’atteindre l’objectif principal du projet, qui est de renforcer la coopération transfrontalière dans le domaine de la culture. Sans la coopération et la participation de représentants des deux parties à chaque action, il ne sera pas possible d’atteindre son objectif. (French)

Das Hauptproblem, das zu lösen ist, ist das niedrige Niveau der menschlichen Beziehungen an der polnisch-larusischen Grenze zwischen Nachbarn. Trotz der kurzen Entfernung Trennung der Gemeinde Mielnik High (ca. 20 km), die Kontakte zwischen diesen Städten sind gering und unzureichend. Dies war auf eine historische Tatsache zurückzuführen, als dieses Gebiet nach Jahrhunderten der Entwicklung durch die Grenze nach dem Zweiten Weltkrieg geteilt wurde. Der Mangel an normalen Kontakten war ein großes Drama für die Einheimischen und veranlasste, dass sich die Menschen, die in der Gegend lebten, voneinander entfernten. Sie verursachte auch gegenseitiges Misstrauen nach dem Grundsatz, dass das Unbekannte gefährlich sein kann. Ziel dieses Projekts ist es, diese Trends umzukehren. Ziel ist es, gegenseitige Beziehungen auf der Grundlage kultureller Aktivitäten aufzubauen. Dies wird es einerseits ermöglichen, die Kultur und Traditionen der Nachbarn kennenzulernen, zu erfrischen und auf dieser Ebene Freundschaften und gegenseitige positive Beziehungen aufzubauen. Gleichzeitig wird bei der Durchführung des Projekts die institutionelle Zusammenarbeit auf der Ebene der Projektpartner bewertet und zur Entwicklung kultureller Verbindungen beigetragen. Eine zusätzliche Wirkung wird auch die Bildung von Kindern und Jugendlichen und die Förderung des lokalen Kulturerbes und der indigenen Traditionen sein. Die Hauptaktivitäten des Projekts sind gemeinsame kulturelle Projekte, die sich an die Bewohner der Partnergemeinden richten, wie z. B.: internationale Treffen von Kindern und Jugendlichen, Kunst- und Handwerksworkshops, Weihnachts- und Neujahrstreffen sowie ein Folklorefestival. Alle Veranstaltungen werden gemeinsam durchgeführt. Sie werden sowohl in Polen als auch in Belarus stattfinden. Darüber hinaus sieht das Projekt Studienbesuche vor, um die Partner besser kennenzulernen. All dies wird das Hauptziel des Projekts erreichen, das darin besteht, die grenzüberschreitende Zusammenarbeit im Kulturbereich zu stärken. Ohne die Zusammenarbeit und die Beteiligung der Vertreter beider Parteien an jeder Aktion ist es nicht möglich, ihr Ziel zu erreichen. (German)

Het belangrijkste probleem dat moet worden opgelost, is het lage niveau van de menselijke betrekkingen aan de Pools-Wit-Russische grens tussen buurlanden. Ondanks de korte afstand tussen de gemeente Mielnik High (ca. 20 km), het niveau van de contacten tussen deze steden is laag en ontoereikend. Dit was te wijten aan een historisch feit toen dit gebied na eeuwen van ontwikkeling werd gedeeld door de grens na de Tweede Wereldoorlog. Het gebrek aan normale contacten was een groot drama voor de lokale bevolking en zorgde ervoor dat de mensen die in het gebied woonden van elkaar afkwamen. Het veroorzaakte ook wederzijds wantrouwen, volgens het principe dat wat onbekend is gevaarlijk kan zijn. Het doel van dit project is om deze trends om te buigen. Doel is wederzijdse betrekkingen tot stand te brengen op basis van culturele activiteiten. Dit zal enerzijds het mogelijk maken om kennis te maken, de cultuur en tradities van de buren te vernieuwen en op dit niveau vriendschappen en wederzijdse positieve relaties op te bouwen. Tegelijkertijd zal de uitvoering van het project de institutionele samenwerking op het niveau van de projectpartners beoordelen en bijdragen tot de ontwikkeling van culturele banden. Een bijkomend effect zal ook de opvoeding van kinderen en jongeren en de bevordering van lokaal cultureel erfgoed en inheemse tradities zijn. De belangrijkste activiteiten van het project zijn gezamenlijke culturele projecten gericht op de bewoners van de partnergemeenten, zoals: internationale bijeenkomsten van kinderen en jongeren, kunst- en ambachtsworkshops, kerst- en nieuwjaarsbijeenkomsten, evenals een folklorefestival. Alle evenementen worden gezamenlijk uitgevoerd. Zij zullen zowel in Polen als in Wit-Rusland plaatsvinden. Daarnaast voorziet het project in studiebezoeken om de partners beter te leren kennen. Hiermee wordt de hoofddoelstelling van het project bereikt, namelijk het versterken van de grensoverschrijdende samenwerking op cultuurgebied. Zonder de medewerking en deelname van vertegenwoordigers van beide partijen aan elke actie, zal het niet mogelijk zijn de doelstelling ervan te bereiken. (Dutch)

Il problema principale da risolvere è il basso livello di relazioni umane sul confine tra Polonia e Bielorussia tra i vicini. Nonostante la breve distanza che separa il comune di Mielnik High (ca. 20 km), il livello dei contatti tra queste città è basso e insufficiente. Ciò era dovuto ad un fatto storico quando dopo secoli di sviluppo questa zona fu divisa dal confine dopo la seconda guerra mondiale. La mancanza di contatti normali è stata un grande dramma per la gente del posto e ha causato la gente che vive nella zona di allontanarsi l'uno dall'altro. Ha anche causato diffidenza reciproca, secondo il principio che ciò che è sconosciuto può essere pericoloso. L'obiettivo di questo progetto è invertire queste tendenze. Il suo obiettivo è quello di instaurare relazioni reciproche sulla base di attività culturali. Questo permetterà, da un lato, di conoscere, rinfrescare la cultura e le tradizioni dei vicini, e a questo livello di costruire amicizie e relazioni positive reciproche. Allo stesso tempo, l'attuazione del progetto valuterà la cooperazione istituzionale a livello dei partner del progetto e contribuirà allo sviluppo di legami culturali. Un ulteriore effetto sarà anche l'educazione dei bambini e dei giovani e la promozione del patrimonio culturale locale e delle tradizioni indigene. Le principali attività del progetto saranno progetti culturali congiunti rivolti ai residenti dei comuni partner, quali: incontri internazionali di bambini e giovani, laboratori d'arte e artigianato, incontri di Natale e Capodanno, nonché un festival del folklore. Tutti gli eventi saranno svolti congiuntamente. Si svolgeranno sia in Polonia che in Bielorussia. Inoltre, il progetto prevede visite di studio per conoscere meglio i partner. Tutto ciò conseguirà l'obiettivo principale del progetto, che consiste nel rafforzare la cooperazione transfrontaliera nel settore della cultura. Senza la cooperazione e la partecipazione di rappresentanti di entrambe le parti a ciascuna azione, non sarà possibile raggiungere il suo obiettivo. (Italian)

El principal problema que hay que resolver es el bajo nivel de las relaciones humanas en la frontera polaco-Belarús entre vecinos. A pesar de la corta distancia que separa el municipio de Mielnik High (aprox. 20 km), el nivel de contactos entre estas ciudades es bajo e insuficiente. Esto se debió a un hecho histórico cuando después de siglos de desarrollo esta área fue dividida por la frontera después de la Segunda Guerra Mundial. La falta de contactos normales fue un gran drama para los lugareños y causó que las personas que vivían en la zona se alejaran unos de otros. También causó desconfianza mutua, según el principio de que lo desconocido puede ser peligroso. El objetivo de este proyecto es invertir estas tendencias. Su objetivo es establecer relaciones mutuas sobre la base de actividades culturales. Esto permitirá, por un lado, conocer, refrescar la cultura y las tradiciones de los vecinos y, a este nivel, construir amistades y relaciones mutuas positivas. Al mismo tiempo, la ejecución del proyecto evaluará la cooperación institucional a nivel de los socios del proyecto y contribuirá al desarrollo de vínculos culturales. Un efecto adicional será también la educación de los niños y los jóvenes y la promoción del patrimonio cultural local y las tradiciones indígenas. Las principales actividades del proyecto serán proyectos culturales conjuntos dirigidos a los residentes de los municipios asociados, tales como: reuniones internacionales de niños y jóvenes, talleres de arte y artesanía, reuniones de Navidad y Año Nuevo, así como un festival folclórico. Todos los eventos se llevarán a cabo conjuntamente. Tendrán lugar tanto en Polonia como en Bielorrusia. Además, el proyecto prevé visitas de estudio para conocer mejor a los socios. Todo ello alcanzará el objetivo principal del proyecto, que es reforzar la cooperación transfronteriza en el ámbito de la cultura. Sin la cooperación y participación de los representantes de ambas partes en cada acción, no será posible alcanzar su objetivo. (Spanish)
