Stora etableringar, nationella och internationella, drar blickarna till Västerbotten och nya krav ställs på lokal och regional nivå att för att på ett smidigt, effektivt och koordinerat sätt möta upp. En central del av detta är att det finns ett etablerat och organiserat ledarskap på regional nivå med nära samverkan till den lokala miljön där en etablering kan ske. För att öka möjligheterna till internationella investeringar och etableringar behövs därför en regional struktur och verksamhet. Strukturen behöver ta utgångspunkt i ett samlat regionalt ledarskap för internationaliseringsfrågor (investeringar, etableringar och export) och bygga på de kommunala behoven, det vill säga de platsspecifika förutsättningarna för fler etableringar och investeringar. En välutvecklad struktur för investeringar/etableringar arbetar nära den nationella nivån, Business Sweden. Det finns också stora behov av att den regionala nivån sammankopplar arbetet med etableringarna till andra regionala utvecklingsområden, t.ex. kompetensförsörjning, innovation och samhällsplanering. Syftet med projektet är att genom en tydlig regional struktur öka möjligheten till fler investeringar och etableringar till Västerbotten genom framtagandet av väl genomarbetade och paketerade regionala affärserbjudanden och kapacitetsstärkande åtgärder för kommuner och regionen. Projektets mål är att etablera ett organiserat, strategiskt ledarskap för internationalisering (invest, etableringar och export). Detta ska uppnås genom tre delmål. Delmål 1: sammankoppla internationalisering med andra regionala utvecklingsfrågor (kompetens, innovation, samhällsplanering Delmål 2 : utveckla regionala affärserbjudanden för Västerbotten och för enskilda SMF Delmål 3: Öka den internationella marknadsföringen av Västerbotten (Swedish)

Large establishments, national and international, draw attention to Västerbotten and new demands are placed at the local and regional level to meet in a smooth, efficient and coordinated way. A central part of this is that there is established and organised leadership at regional level with close cooperation with the local environment where an establishment can take place. To increase opportunities for international investments and establishments, a regional structure and operations are therefore needed. The structure needs to be based on a single regional leadership for internationalisation issues (investments, establishments and exports) and based on municipal needs, i.e. the site-specific conditions for more establishments and investments. A well-developed structure for investment/establishment works closely with the national level, Business Sweden. There is also a great need for the regional level to link the work with establishments to other regional development areas, such as skills supply, innovation and community planning. The aim of the project is to increase the possibility of more investments and establishments to Västerbotten through the development of well-developed and packaged regional business offerings and capacity strengthening measures for municipalities and the region. The goal of the project is to establish an organised, strategic leadership for internationalisation (invest, establishment and export). This is to be achieved through three sub-goals. L’un des éléments essentiels est qu’il existe un leadership bien établi et organisé au niveau régional, avec une interaction étroite avec l’environnement local où l’établissement peut avoir lieu. Par conséquent, afin d’accroître les possibilités d’investissement et d’établissement internationaux, une structure et des activités régionales sont nécessaires. La structure doit être fondée sur un leadership régional concerté en matière d’internationalisation (investissement, établissement et exportation) et s’appuyer sur les besoins municipaux, c’est-à-dire sur les conditions propres à l’implantation d’un plus grand nombre d’établissements et d’investissements. Une structure bien développée pour les investissements/établissements fonctionne à proximité du niveau national, Business Sweden. Il est également très nécessaire que le niveau régional établisse un lien entre les travaux d’établissement et d’autres domaines de développement régional, tels que l’offre de compétences, l’innovation et l’aménagement du territoire. L’objectif du projet est d’accroître, grâce à une structure régionale claire, la possibilité d’investir davantage et de s’implanter à Västerbotten grâce au développement d’offres d’entreprises régionales bien conçues et groupées et à des mesures de renforcement des capacités pour les municipalités et la région. L’objectif du projet est d’établir un leadership stratégique et organisé pour l’internationalisation (investissement, établissement et exportation). Cet objectif sera atteint au moyen de trois sous-objectifs.
