Przedmiotem projektu jest budowa zintegrowanego systemu ostrzegania i alarmowania o zagrożeniach mających wpływ na zwiększenie bezpieczeństwa mieszkańców powiatu ostrołęckiego. Celem tego działania jest poprawa bezpieczeństwa przed zagrożeniami w czasie pokoju (ostrzeganie i alarmowanie ludności o zagrożeniach związanych z zagrożeniami terrorystycznymi, katastrofami naturalnymi, technicznymi oraz zjawiskami pogodowymi) w czasie wojny (ostrzeganie i alarmowanie ludności o zagrożeniach z powietrza, wystąpieniu skażeń chemicznych, biologicznych i promieniotwórczych). W ramach niniejszego działania realizowane będzie wzmocnienie bezpieczeństwa i zapobiegania zagrożeniom, między innymi poprzez: rozwój systemów zintegrowanego monitoringu i ostrzegania, prognozowanie zagrożeń i reagowania w sytuacji nagłego wystąpienia zjawisk ekstremalnych i katastrofalnych lub innych poważnych awarii. Budowa zintegrowanego systemu powiadamiania i alarmowania ludności oraz zintegrowanej łączności będzie realizowana we wszystkich 11 gminach powiatu ostrołęckiego tj: gmina Baranowo, gmina Czarnia, gmina Czerwin, gmina Kadzidło, gmina Goworowo, gmina Lelis, gmina Łyse, gmina Olszewo-Borki, gmina Rzekuń, gmina Troszyn, gmina miejsko-wiejska Myszyniec. Zasada działania systemu ostrzegania opierać się będzie w szczególności poprzez przesyłanie drogą radiową komunikatów do poszczególnych stacji wyposażonych w głośniki, zamontowanych na dachach wybranych budynków użyteczności publicznej. Projekt zakłada wybudowanie 26 nowych punktów alarmowych do 2017 roku z możliwością ich powiększenia do 75 zgodnie z Rekomendacją Wojewody Mazowieckiego. System będzie się składał z nowoczesnych syren elektronicznych, szczelinowych wraz z urządzeniami do włączenia, sterowania, kontroli oraz monitorowania. Połączenie ich odbywać się będzie poprzez zespolenie z centralą wojewódzką, gminną a także podłączenie do starych systemów alarmowych będących już na wyposażaniu gmin. (Polish)

This action will strengthen security and risk prevention, including by: developing integrated monitoring and warning systems, forecasting risks and responding to sudden and catastrophic events or other major accidents. Construction of an integrated public notification and alert system for the population and integrated communication will be carried out in all 11 municipalities of the district of Ostrołęcki tj: municipality of Baranovo, municipality of Czarnia, municipality of Czerwin, municipality of chincense, municipality of Golorowo, municipality of Lelis, municipality of Łyse, municipality of Olszewo-Borki Municipality, Municipality of River Trozyn, municipality of Trozyn, Myslanica municipality. The operating principle of the alert system will be based, in particular, on the transmission by radio of messages to individual stations equipped with loudspeakers, installed on the roofs of selected public buildings. The project involves the construction of 26 new emergency points by 2017, with the possibility of increasing them to 75 in accordance with the decision of the Governor of Mazowieckie Province. The system will be composed of modern electronic sirens, fracking with equipment for inclusion, control and monitoring. This will be done by joining up with the provincial, municipal and connection to the old emergency systems already on equipping the municipalities. (English)
