    Integrated low carbon policies & sustainable energy plans in the Alpine Space-AS region are affected by common challenges. The future energy system will be distributed, heavily relying on renewable energies, efficient use of energy, common market design, challenging all governance levels. Cooperation actions among villages & cities, countries & regions, provinces & states can help to make the AS territory a successful partner in EU “new energy deal”, a model for energy efficiency-EE and renewable energy-RES as envisioned in EUSALP. Currently, the use of multiple non-integrated methodologies/tools make it difficult to have a consistent representation of energy systems at different levels. IMEAS multi-disciplinary team of technical, sociological, territorial partners, will develop a consistent methodology & practical guidance for the creation & integration of roadmaps based on multi-level approaches to climate change mitigation, energy innovation potentials, economic structures & control of energy plans. Experiences from some areas will help fill gaps in others, through a cooperative and transnational approach capitalizing the heterogeneity of the AS territories, their different cultures, planning principles and practice with software tools. To enhance the ability of Public Administrations-PAs and other entities to plan sustainable energy policies and select the right measures/instruments to implement them on a Multi-Level Governance-MLG perspective, IMEAS will propose a new integrated approach to participatory roadmap development. It will gather an IMEAS Community, organize capacity building, support local/regional actors to use new models & tools. A Sounding Board with observers from all AS countries will appraise deliverables, resulting in 3 main outputs: Whitebook describing the Stakeholders’ Network Model; web platform with tested tools and guidelines; integrated roadmaps for the development of a low carbon energy sufficient model in IMEAS regions.
