The project Together for an Inclusive Community, proposed by the Rehabilitation Foundation “Speranta” as Lead Beneficiary, Save the Children, Timisoara branch, as Partner 1 and Municipality of Plandiste as Partner 2, aims to increase the level of social, educational and cultural inclusion for children from disadvantaged groups in the border area of Timis County, Romania and South Banat, Serbia. During the working meetings of the three partners in the project preparation phase, by analyzing statistical data and local and national papers in Romania and Serbia, we have identified the following issues and problems: - Approximately 56.67% of the Timis county population (Romania) and South Banat (Serbia) lives in rural areas. - Up to 29.8% are represented by ethnic minorities. - We found no studies nor statistics for this area with reference to how children with special educational needs or disabilities or other children from disadvantaged groups – Roma children, children whose parents work abroad – are supported by their community towards their social, educational and cultural inclusion in Timis county (Romania) and South Banat (Serbia). - A similar situation exists nationwide, both in Romania and in Serbia, where we found few studies on the prevalence of disabilities that are the major risk factors of exclusion, discrimination, labeling and segregation. Even if legislation and policy in Romania and Serbia ensures the right to participation, social involvement and education of all children, a number of factors are barriers to social, educational and cultural inclusion, especially for rural children, ethnic minorities, children from poor environments, children with special educational needs or disabilities, children left home alone, migrants – all of them belonging to disadvantaged groups with a high risk of social, educational and cultural exclusion. They are the target group of this project. Through the top to bottom approach of the project, the community will have the first evaluation of the level of social, educational and cultural inclusion of children from disadvantaged groups in Banloc and Livezile, Timis county, Romania and Plandiste in South Banat Serbia; also the main barriers that hinder their inclusion in the community will be identified. Another change that the project brings is to establish a special interest group made up of at least 10 stakeholders and other representatives of the community, to increase the level of social, educational and cultural inclusion for children from disadvantaged groups in Banloc and Livezile, Timis county, Romania and Plandiste in South Banat Serbia. Through their involvement, the community will have an action plan for increasing social, educational and cultural inclusion for children belonging to disadvantaged groups in the border area of Timis County, Romania and South Banat, Serbia. Through the approach "from the ground up" 5 schools will come to know their level of inclusion and benefit from an innovative model of good practice in inclusive education. 75 teachers from 5 schools in Romania and Serbia will have new skills in the management of diversity and education for all and will be the educational inclusion resource persons in the community. The 500 children, of whom 250 belonging to disadvantaged group involved in the project will acquire new personal growth skills, will increase their self-esteem, will develop non-discriminative attitudes, tolerance and understanding that will facilitate their social, educational and cultural inclusion. Social, psychological, educational and cultural inclusive activities will be organized and carried out for 500 children, of whom 250 belonging to the disadvantaged group. Community will have an inclusive education best practice guide that can be used as a model for other organizations or institutions to develop inclusive practices in communities and schools in other areas. Project main outputs: In accordance with Programme specific output indicator PA1 OI4, 250 children belonging to disadvantaged group of the 5 schools will be involved in social, educational and cultural inclusive activities. In accordance with Programme specific output indicator COI_2, other 250 children in 5 schools will be involved in social, educational and cultural inclusive activities. In accordance with Programme specific output indicator COI_2, 75 teachers will participate in the training activities. In accordance with Programme specific output indicator PA1 OI5, a special interest group will be established to increase the level of social, educational and cultural inclusion for children from disadvantaged groups in Banloc and Livezile, Timis county, Romania and Plandiste in Banat South Serbia.
