    Common challenge: One common challenge addressed by the project is embodied by the ineffective past approaches to developing both cross-border and county-level touristic development strategies, namely without basing them on thorough analyses of the needs and opportunities present on-site and most importantly without including the input and feedback of actors from the communities-subject of these strategies. Overall objective: In this context, the main objective of the project is to contribute to the touristic development of the Giurgiu-Ruse area by providing local stakeholders (including public authorities, NGOs and economic actors) with a comprehensive strategy (based on a rigorous study of the cultural heritage of the area) to enhance the visibility of the two counties as visiting destinations and by facilitating the formation of a network of interested actors that would provide their input to the development of the strategy and provide the context for private-public collaboration as a means to put into practice the lines of action put forward by the strategy in the future. As such, the project will firstly involve the elaboration of a joint (trilingual) study of the Giurgiu-Ruse area that would seek to identify, document and present all of the attractions that have the largest touristic potential (including communities with a rich intangible cultural heritage that could be valorised), as well as local products (specific to the area) that could be capitalised from a touristic point of view. This study will form the basis for the development of the joint strategy for the Giurgiu-Ruse area. Moreover, a series of workshops (estimated 3 per country) will be organised reuniting the most important local actors in order to present them with a draft of the strategy which will be discussed. The rationale of these workshops is twofold: to sustain the implication of all of the relevant members of the community in drafting (by provision of input) a strategic plan for the touristic development of the area in the following years and implicitly to raise the chances for coordinated action to reach the set targets and secondly to raise awareness among these stakeholders regarding opportunities, existing resources and cases of good practices. With these meetings we will lay the groundwork for the creation of a thematic network - continuing to facilitate communication between those who have participated to the workshops and representatives of relevant central authorities. In this way we seek to encourage more sustained involvement of local private actors in the efforts to raise the visibility of the two counties as touristic destinations. Finally, we plan on organising a final joint conference where the joint touristic development strategy would be presented and discussed with the larger public. The objective of this final activity is on the one hand to raise the level of awareness among the larger public with regards to the efforts that are being made to develop the area in which the inhabit and on the other hand to encourage a better engagement (and targeted to that matter) of the larger community in this process and in public decisions that are being made. Contribution to Programme outputs: Overall, the contribution of the project to the Programme outputs will translate into a cross-border touristic development strategy for the Giurgiu-Ruse area - result in accordance with output indicator I10 of Priority Axis 2. Moreover, the project will contribute to a raise in the number of tourist overnights in the Giurgiu-Ruse area by at least 500 - in comparison to the previous year to the start of the project. This latter contribution is in accordance with the Result indicator no. 1 of the Priority Axis 2. Here, we would also include the development of a network comprising relevant actors and stakeholders from the Giurgiu-Ruse area which will facilitate/increase the chances for the application of the strategy in time. Approach: The implementation of the project will entail following the principles of Project Cycle Management. Moreover, the project will include a documentation and research approach (collection of primary data and its presentation to the wider public), an analytical approach (identification of relevant stakeholders and local actors, putting forward a vision and objectives for touristic development as well as a series of activities through which these targets can be reached), and integrated approach (involving all relevant actors in order to enhance the chances of local stakeholders assuming the strategy and its targets). The opportunity and necessity of a cross-border approach are met due to a number of aspects: · A common set of challenges (absence of a more recent joint strategic planning for touristic development, absence of an integrated approach in previous attempts, absence of attempts to capitalise the rich intangible cultural heritage of the area); · An integrated approach developed by both partners in the (English)
