The main problem which is addressed by the current project is the high rate of unemployment in the cross-border region, lack of useful and easy accessible information about the job opportunities, perspectives and opportunities for joint business and entrepreneurships,lack of information about the applicable Romanian and Bulgarian labor and tax legislation in the cross-border region,transport logistics, lack of conditions for sharing and developing ideas and joint initiatives to stimulate the labor market and joint business activities, lack of joint strategy for cross-border labor mobility, identifying key sectors that can enable workforce mobility and integration in the labor market of disadvantaged people, low level of education of the unemployed persons and the lack of free trainingcoursesfor the unemployedand inactive persons.The rate of unemployment in Pleven district is 17,1% up to 31 December 2015, which is significantly above the average unemployment rate for the country of11,1%. (ref. bulletin of the Pleven labor burro for December 2015).The rate of unemployment in Teleorman county, where is situated Municipality of Calmatuiu and Municipality of Saelele is 11,2 % which is more than twice higher than the average unemployment in Romania for 2015, which is 4,95%. The main objective of the project is to stimulate the labor mobility and job opportunities through providing favorable conditions fordevelopment of joint business and entrepreneurships in the cross-border region. The budget of the current project is 744 465,60 EUR. The objectives of the project will be achieved through the following activities: Activity 1: Preparation of the application form. Activity 2: Preparation of tender documents. Activity 3: Carrying out of preliminary studies in the CBC region, preparation of data bases, analysis, translation services. Activity 4: Development of a joint strategy related to cross-border mobility, identifying key sectors that can enable workforce mobility and integration in the labor market of disabled people. Activity 5: Development of aweb based platform with mobile internet version in Bulgarian, Romanian and English language to encourage the joint business initiatives in the CBC region and to stimulate employment opportunities and mobility of the workforce in the CBC region. Activity 6: Development of a web based training platform with mobile internet version in Bulgarian, Romanian and English languageand preparation of web-binars to improve the qualifications and competencies of the workforce in the CBC region. Activity 7 - Organization of 16two days training workshops for unemployed and inactive persons in the cross-border region (2 in Belene, 2 in Svistov, 2 in Pleven and 1 in Nikopol, 2 in Calmatuiu, 2 in Saelele and 5 in Alexandria city). Activity 8 - Organization of 6joint forums with representatives of Bulgarian and Romanian employers and professional organizations, media, local government, Universities, specialized schools, labor offices, NGO-s and others. (1 in Belene, 1 in Pleven, 1 in Svistov, 1 in Calmatuiu and 2 in Alexandria city). Activity 9- Measures forinformation and publicity. Activity 10 - Organization and Management of the project. The results from the project will be the following: 2 preliminary studies in the CBC region and preparation of data bases; a joint strategy related to cross-border mobility, identifying key sectors that can enable workforce mobility and integration in the labor market of disabled people; preparation of tender documentation for all public procurement procedures under the project; development of 2 web based platformswith mobile internet versions in Bulgarian, Romanian and English language; organization of 16 training workshopsand 6forums; measures forinformation and publicity.
