    Starting from the basic issue of problems at the labour market in Serbia, in terms of huge number of unemployed persons and meagre chances of their employment in the region any time soon, LB has come up with an idea to enter into partnership with Romanian counterpart in order to jointly tackle the issue of labour market in the cross-border area. After short period of research the common conclusion was reached that support to labour market development has not undergone any substantial analysis, while labour potentials in respective area have not been used. Since Romania faces the problem of much higher demand for relevant labour than the offer, whereas in Serbia the situation is the other way round, inevitable conclusion is that solution to the problem lies in partnership and active cooperation in attempts to mitigate the effects of this statistics. In course of the preparations for partnership to the Call, we have considered all shortcomings, by defining through activity plan general objective of the project, and subsequently the set of activities necessarily to be undertaken in order to achieve the set objective. General Project objective is “Balancing the employment rate in Romanian-Serbian cross border area, taking into account the existing high unemployment rate in Serbia, on the one, and the lack of labour in Romania, on the other hand.” In the period of development of project idea, we found out that our starting point should be a thorough analysis of labour market, aimed at recognizing shortcomings, and then planning actions and measures for overcoming these. All relevant stakeholders will be included in the preparation of this document (public, private and NGO sector). Final document should ensure a long-term strategic approach to labour market development in cross-border area. With the intention to instigate participation of all relevant factors in the entire process, a variety of activities are planned by the Project, including thematic debates, workshops, educations for the unemployed with emphasis on representatives of disadvantaged groups... The most important project tasks will be implemented with the purpose to foster the development, render support and ensure sustainability in the field of labour market of Cross-border cooperation structures.The most important project activities, and eventually the results themselves will be: Preparation of the Labour market analysis; Education for unemployed; Establishing the long term cooperation in the field of labour market; Networking; Developing the web page with the intention to offer to the job seekers from Serbia and Romania the possibility to access relevant information on available jobs from both countries. Considering the spotted shortcomings on both sides, we hold that the actions proposed will contribute to improvement of labour market through establishment of new models of active support, thus contributing significantly to achieving the very programme objectives.
