    Common challenge of cross-border area we are jointly tackling in our project. The cross-border territory of Bulgaria and Romania is crossed by 3 Pan-European transport corridors – 4, 7 and 9. The cross-point of the PEC 8 and 9 is on the territory of the Municipality and District of Veliko Tarnovo, where the two corridors make connection between each other and other core and comprehensive Ten-T infrastructure (airport and railroad terminals, etc). Huge road traffic from Veliko Tarnovo is directing to north to Danube Bridge 1 – Ruse – Giurgiu and is passing through the town. On the other hand a significant TIR traffic from Veliko Tarnovo heads its way to the third PEC 4, which is connecting the cross-border area of Bulgaria and Romania at Danube Bridge 2 at Vidin – Calafat. On those three PECs and their crossroad with state roads and other urban infrastructure a certain number neuralgic spots appear, which have insufficient capacity, leading to congestions and, as a consequence, to increase travelling times, vehicle operating costs, accidents and damage to the environment. Overall objective of the project and the expected change your project will make to the current situation. The main project objective is to improve conductivity of PEC 4, 7 and 9 in the cross –border area of Bulgaria and Romania by overcomming the inconveniecce of neuralgic spots on PECs and their crossroads with state roads and other urban infrastructure. Taking into account the project main objective and common challenges identified above, the specific objectives of the project are: - To improve traffic conditions, safety and conductivity between Secondary and Tertiry node and core TEN-T infrastructure in the cross boder area thorugh the modernisation of 6.614 km of local and regional roads of cross-border importance, which directly connect secondary and tertiary nodes on both sides of Danube to core Ten-T infrastructure; - To coordinate mechanisms for overcomming new joint challanges emmerging from the functioning of core Ten-T infrastructure on the Pan european corridors 4, 8 and 9; - To organize raising awareness activities for safety of citizens in points, where the heavy burden of road traffic meats local population with the support of NGO. The current project will improve road traffic from the centre of Bulgaria to Romania though modernization of 6.614 km of road infrastructure connecting secondary and tertiary nodes to core and comprehensive TEN-T infrastucture. The improved roads will serve millions of vehicles, from which about 65% are heavy trucks which are heading to Danube Bridges 1 and 2. By improving the situation on neuralgic spots of the PAN european corridors 4, 7 and 9 and providind timely information for accidents and trucks of the two bridges (Danube 1 and 2) project partners will rais the capacity of road infrastructure to conduct traffic decrease travelling times, reduce vehicle operating costs, while at the same time reduces accidents and damage to the environment in secondary and tertiary nodes in the cross-border area. Programme outputs targeted by this call to which our project contributes. The “Better connected secondary and tertiary nodes to TEN-T core and comprehensive network through joint CBC measures” project will contribute to the following Programme Output Indicators: I1 - Total length of reconstructed or upgraded roads - modernized total length of 6.614 km of upgraded roads (6.097 km in Bulgaria and 0.514 km in Romania), meaning nearly 30.00 % of the total output indicator of the program to be achieved by the present call with 15.00% of the financial alocation for the third call for project proposals; I2 Number of joint mechanisms to facilitate the conection of secondary/tertiary nodes to TEN-T infrastructure - achieving a number of 3 joint mechanisms (traffic safety measures, route guidance and awareness campaign on safety)to facilitate the connection of secondary and tertiary nodes to Core TEN-T infrastructure and improve accessibility and transport conditions, meaning 13,86 of the output indicator that is set to be achieved by the present call; - achieving a financial indicator of 4 981 265,26 euro. The approach you plan to take and why is cross-border approach needed and what is new/original about it. The current project improves the connectivity of the secondary (Veliko Tarnovo) and tertiary nodes (Calafat) from the cross-border area (CBA) to core and comprehensive the TEN-T infrastructure from the Pan European corridors 4, 8 and 9 and apply a Danube oriented approach for modernization of the envisaged infrastructure. Such an approach cannot be overcome only by the single efforts of Bulgarian or Romanian stakeholders. It requires a cross-border approach to overcome historical obstacles in front of the transport systems of Bulgaria and Romania.
