Pirminiai stebėsenos rezultatai ir tyrimai rodo, kad švietimo pasiūla nėra sistemiškai derinama su visuomenės ir šalies ūkio poreikiais. Nėra aiškaus mechanizmo, leidžiančio įvertinti visuomenės ir ūkio poreikius, ir tikslingai planuoti švietimo pasiūlą. Šioms įvardijamoms problemoms spręsti įgyvendinant projektą bus kuriama metodika, kuri įveiklins Nacionalinės žmogiškųjų išteklių stebėsenos rezultatus ir leis analizuoti bei vertinti švietimo pasiūlą bei teikti rekomendacijas dėl švieitmo pasiūlos planavimo, atsižvelgiant į visuomenės ir ūkio poreikius. Taip pat projekto metu bus ugdomi projekto tikslinės grupės gebėjimai, reikalingi projekto metu rengiamų tyrimų ir metodikos bei jų pagrindu gautų rezultatų pritaikymui mokslo ir studijų politikos įgyvendinimui. Sukurtos švietimo pasiūlos analizės ir vertinimo sistemos teikiamos informacijos pagrindu bus teikiamos rekomendacijos projekto tikslinei grupei – valstybės institucijoms, atsakingoms už švietimo politikos formavimą ir įgyvendinimą. Rekomendacijos sudarys sąlygas priimti įrodymais pagrįstus sprendimus žmogiškųjų išteklių ir švietimo politikos srityse, atsižvelgiant į darbo rinkos poreikius ir prognozes. (Lithuanian)

Initial monitoring results and studies show that education supply is not systematically matched with the needs of society and the national economy. There is no clear mechanism to assess the needs of society and the economy and to plan the education supply in a targeted way. To address these identified problems, the project will develop a methodology that will overcome the results of the National Human Resources Monitoring and allow to analyse and evaluate the educational supply and make recommendations for planning the supply of education, taking into account the needs of society and the economy. The project will also develop the capacity of the project target group to apply the research and methodology developed during the project and the results obtained on the basis of them for the implementation of the research and study policy. The information provided by the established education supply analysis and evaluation system will provide recommendations to the target group of the project, i.e. public institutions responsible for the design and implementation of education policies. The recommendations will enable evidence-based decisions in human resources and education policies, taking into account labour market needs and forecasts. (English)

Les résultats du suivi initial et les études montrent que l’offre d’éducation n’est pas systématiquement adaptée aux besoins de la société et de l’économie nationale. Il n’existe pas de mécanisme clair permettant d’évaluer les besoins de la société et de l’économie et de planifier l’offre éducative de manière ciblée. Pour résoudre ces problèmes identifiés, le projet mettra au point une méthodologie qui permettra de surmonter les résultats du suivi national des ressources humaines et permettra d’analyser et d’évaluer l’offre éducative et de formuler des recommandations pour la planification de l’offre d’éducation, en tenant compte des besoins de la société et de l’économie. Le projet développera également la capacité du groupe cible du projet à appliquer la recherche et la méthodologie développées au cours du projet ainsi que les résultats obtenus sur la base de ceux-ci pour la mise en œuvre de la politique de recherche et d’étude. Les informations fournies par le système d’analyse et d’évaluation de l’offre éducative établi fourniront des recommandations au groupe cible du projet, c’est-à-dire aux institutions publiques chargées de la conception et de la mise en œuvre des politiques éducatives. Les recommandations permettront de prendre des décisions fondées sur des données probantes dans les politiques en matière de ressources humaines et d’éducation, en tenant compte des besoins et des prévisions du marché du travail. Erste Ergebnisse und Studien zeigen, dass das Bildungsangebot nicht systematisch auf die Bedürfnisse der Gesellschaft und der Volkswirtschaft abgestimmt wird. Es gibt keinen klaren Mechanismus zur Bewertung der Bedürfnisse von Gesellschaft und Wirtschaft und zur gezielten Planung des Bildungsangebots. Um diese festgestellten Probleme anzugehen, wird das Projekt eine Methodik entwickeln, die die Ergebnisse der nationalen Überwachung der Humanressourcen überwindet und es ermöglicht, das Bildungsangebot zu analysieren und zu bewerten und Empfehlungen für die Planung des Bildungsangebots unter Berücksichtigung der Bedürfnisse der Gesellschaft und der Wirtschaft abzugeben. Das Projekt wird auch die Fähigkeit der Projektzielgruppe zur Anwendung der während des Projekts entwickelten Forschung und Methodik sowie der auf deren Grundlage erzielten Ergebnisse für die Umsetzung der Forschungs- und Studienpolitik entwickeln. Die Informationen des etablierten Systems zur Analyse und Bewertung des Bildungsangebots werden der Zielgruppe des Projekts, d. h. den öffentlichen Einrichtungen, die für die Gestaltung und Umsetzung der Bildungspolitik zuständig sind, Empfehlungen geben. Die Empfehlungen werden faktengestützte Entscheidungen in der Personal- und Bildungspolitik ermöglichen, wobei den Erfordernissen und Prognosen des Arbeitsmarktes Rechnung zu tragen ist. (German)
