Le travail engagé depuis 2016 sur l’évolution de la mission insertion vers et dans l’emploi devient opérationnel en 2018. Cette évolution des missions se caractérise par : \- un temps d’orientation approfondi : toutes les personnes entrant dans le dispositif RSA seront convoqués pour : **1)** **établir un bilan socio-professionnel** permettant un recueil de données dans l’outil de gestion SOLIS pour une meilleure connaissance des personnes accompagnées et une orientation mieux adaptée à ses besoins. **2) effectuer l’orientation :** * _une orientation sociale_ vers la Direction de l’Action Sociale de Proximité et/ou des partenaires conventionnés en cas de difficultés sociales nécessitant un accompagnement social avant d’engager un parcours d’insertion professionnelle * _une orientation emploi_ vers Pôle Emploi ou le référent insertion emploi (RIE) du Conseil Départemental ou d’autres partenaires conventionnés. **3) établir un premier contrat** dont le contenu devra être précis, factuel et évaluable \- un accompagnement renforcé : Les personnes orientées vers le référent insertion emploi (RIE) bénéficieront d’un accompagnement renforcé. Cet accompagnement renforcé d’une durée maximum d’un an, prévoit en moyenne un entretien mensuel. Il s’adresse à des personnes mobilisables rapidement dans une dynamique professionnelle. Il s’agira de mettre en œuvre toute mesure, ou action visant à l’intégration de la personne dans un parcours d’insertion professionnelle, dans un emploi ou une formation en s’appuyant sur un partenariat existant et à développer auprès de nouveaux acteurs. The work undertaken since 2016 on the evolution of the mission into and into employment becomes operational in 2018. This evolution of missions is characterised by: \- an in-depth orientation time: all persons entering the RSA scheme will be invited to: **1)** **to establish a socio-professional assessment** allowing data collection in the SOLIS management tool for a better knowledge of the accompanying persons and a better orientation to its needs. **2) direct:** * _a social orientation_ to the Directorate for Social Action of Proximity and/or to the partners agreed in the event of social difficulties requiring social support before embarking on a career path * _an employment orientation_ to the Employment Department or the Employment Integration Representative (RIE) of the Departmental Council or other agreed partners. **3) establish a first contract** the content of which must be precise, factual and evaluable \- enhanced support: People with a focus on employment integration (RIE) will benefit from enhanced support. This enhanced support for up to one year provides on average for a monthly interview. It is aimed at people who can be mobilised quickly in a professional dynamic. The aim will be to implement any measure, or action aimed at integrating the person into a career pathway, into a job or training based on an existing partnership and to develop with new players. Die seit 2016 begonnene Arbeit zur Entwicklung der Mission „Integration ins und ins Arbeitsleben“ wird 2018 in Betrieb genommen. Diese Entwicklung der Missionen zeichnet sich durch folgende Merkmale aus: \- eine gründliche Orientierungszeit: alle Personen, die in das RSA-System einreisen, werden einberufen, um **1)**** Erstellung einer sozioprofessionellen Bilanz**, die eine Sammlung von Daten im SOLIS-Management-Tool ermöglicht, um eine bessere Kenntnis der Begleitpersonen und eine besser auf ihre Bedürfnisse zugeschnittene Orientierung zu ermöglichen. **2) Soziale Orientierung an die Direktion Soziale Aktion in der Nähe und/oder an Vertragspartner im Falle von sozialen Schwierigkeiten, die eine soziale Begleitung erfordern, bevor ein beruflicher Eingliederungsweg eingeleitet wird * _eine Beschäftigungsorientierung zum Beschäftigungspol oder zum Bezugspunkt Beschäftigung (RIE) des Departementsrats oder anderer Vertragspartner. **3) Erstellung eines ersten Vertrags**, dessen Inhalt genau, sachlich und evaluierbar sein muss \- verstärkte Begleitung: Personen mit Bezugspunkt Beschäftigung (RE) werden von einer verstärkten Unterstützung profitieren. Diese verstärkte Begleitung von höchstens einem Jahr sieht im Durchschnitt ein monatliches Gespräch vor. Es richtet sich an Personen, die schnell in einer beruflichen Dynamik mobilisiert werden können. Dabei geht es darum, Maßnahmen oder Aktionen durchzuführen, die darauf abzielen, die Person in einen beruflichen Eingliederungsweg, einen Arbeitsplatz oder eine Ausbildung zu integrieren, und zwar auf der Grundlage einer bestehenden Partnerschaft, die mit neuen Akteuren entwickelt werden soll. De sinds 2016 verrichte werkzaamheden met betrekking tot de ontwikkeling van de missie naar en naar de werkgelegenheid worden in 2018 operationeel. Deze evolutie van missies wordt gekenmerkt door: \- een diepgaande oriëntatietijd: alle personen die deelnemen aan de RSA-regeling zullen worden uitgenodigd om: **1)****een sociaal-professionele beoordeling** op te stellen waarmee gegevens kunnen worden verzameld in het SOLIS-beheersinstrument voor een betere kennis van de begeleiders en een betere afstemming op de behoeften ervan. **2) rechtstreeks:** * een sociale oriëntatie_ aan het Directoraat Sociale Actie van Nabijheid en/of aan de partners die zijn overeengekomen in geval van sociale moeilijkheden die sociale ondersteuning vereisen voordat zij een loopbaantraject beginnen * _een werkgelegenheidsoriëntatie_ bij de afdeling Werkgelegenheid of de vertegenwoordiger van de afdeling Integratie (RIE) van de departementale raad of andere overeengekomen partners. **3) een eerste contract vast te stellen** waarvan de inhoud nauwkeurig, feitelijk en evalueerbaar moet zijn \- versterkte ondersteuning: Mensen met een focus op integratie in de arbeidsmarkt (RIE) zullen meer steun krijgen. Deze verbeterde ondersteuning voor maximaal één jaar biedt gemiddeld een maandelijks interview. Het is gericht op mensen die snel kunnen worden gemobiliseerd in een professionele dynamiek. Het doel is alle maatregelen of acties die erop gericht zijn de persoon in een loopbaan te integreren in een baan of opleiding op basis van een bestaand partnerschap, uit te voeren en zich met nieuwe spelers te ontwikkelen. Questa evoluzione delle missioni è caratterizzata da: \- un tempo di orientamento approfondito: tutte le persone che aderiscono al regime RSA saranno invitate a: **1)****per stabilire una valutazione socioprofessionale** che consenta la raccolta di dati nello strumento di gestione SOLIS per una migliore conoscenza delle persone che li accompagnano e un migliore orientamento alle sue esigenze. **2) diretta:** * _un orientamento sociale alla Direzione Azione sociale di prossimità e/o alle parti concordate in caso di difficoltà sociali che richiedono sostegno sociale prima di intraprendere un percorso di carriera * _un orientamento all'occupazione presso il Dipartimento per l'Occupazione o il Rappresentante per l'integrazione dell'occupazione (RIE) del Consiglio Dipartimentale o di altri partner concordati. **3) stabilire un primo contratto** il cui contenuto deve essere preciso, fattuale e valutabile \- sostegno rafforzato: Le persone che si concentrano sull'integrazione dell'occupazione beneficeranno di un sostegno rafforzato. Questo sostegno potenziato fino a un anno fornisce in media un colloquio mensile. Si rivolge a persone che possono essere mobilitate rapidamente in una dinamica professionale. L'obiettivo sarà quello di attuare qualsiasi misura o azione volta a integrare la persona in un percorso di carriera, in un lavoro o in una formazione basata su un partenariato esistente e sviluppare con nuovi attori. El trabajo llevado a cabo desde 2016 sobre la evolución de la misión en el empleo y su incorporación al empleo entrará en funcionamiento en 2018. Esta evolución de las misiones se caracteriza por: \- un tiempo de orientación en profundidad: se invitará a todas las personas que entren en el sistema RSA a: **1)**** Establecer una evaluación socioprofesional** que permita la recopilación de datos en la herramienta de gestión SOLIS para un mejor conocimiento de las personas acompañantes y una mejor orientación a sus necesidades. **2) directa:** * _una orientación social_ a la Dirección de Acción Social de Proximidad o a los socios acordados en caso de dificultades sociales que requieran apoyo social antes de iniciar una trayectoria profesional * _una orientación laboral_ al Departamento de Empleo o al Representante de Integración Laboral (RIE) del Consejo Departamental u otros socios acordados. **3) establecer un primer contrato** cuyo contenido debe ser preciso, fáctico y evaluable \- apoyo reforzado: Las personas que se centren en la integración en el empleo (RIE) se beneficiarán de un mayor apoyo. Este mayor apoyo durante un máximo de un año proporciona en promedio una entrevista mensual. Está dirigido a personas que pueden ser movilizadas rápidamente en una dinámica profesional. El objetivo será aplicar cualquier medida o acción destinada a integrar a la persona en una trayectoria profesional, en un puesto de trabajo o en una formación basada en una asociación existente y desarrollarse con nuevos agentes.
