The labor market in Uppsala is strong with low unemployment. Despite the good labor market situation in the municipality, there are major problems and challenges with groups that are far from the labor market. Groups that find it difficult to get a job at the same time as there is a shortage of labor in many industries and professions. When the Public Employment Service is reformed and the economy slows down, the municipality needs to be active and increase the pace of work so that more people can get a job. The ongoing pandemic will affect Sweden and the world for several years to come. The labor market has been affected, among other things, by a large number of redundancies, a decline in employment and rising unemployment. When unemployment rises, it is mainly young people who have not had time to establish themselves in the labor market, the elderly and foreign-born with a short school background, and among those born abroad, women with a short school background are particularly hard hit. The employment service prioritises new unemployed instead of long-term unemployed is another difficulty. When the Swedish Public Employment Service does not offer the support the target group needs, the pressure and demand for the labor market department's efforts increases. The proportion of households in Uppsala municipality that receive income support is five percent. Since 2015, the proportion of residents with financial assistance has increased in Uppsala. More households in Uppsala also have financial assistance during the establishment period than in other municipalities. About 80% of all new arrivals are in need of financial assistance at some point during the establishment. Uppsala municipality has long worked proactively to ensure that people who receive financial assistance are able to support themselves quickly and efficiently. The municipality is positive about testing and developing new initiatives and working methods and has carried out a number of externally funded feasibility studies and projects. In addition to a number of projects and feasibility studies, the business has the opportunity to procure initiatives for the target group. The administration also offers a number of different internal activities. Despite the fact that the municipality offers a variety of initiatives, the number of people receiving income support is increasing. This means that the business must evaluate its current working methods. Does our way of working entail a lock-in instead of active change work towards self-sufficiency? In order to be able to handle all challenges in the economy and the labor market in the coming years and constitute relevant support for women and men who are outside the labor market to get to work, the professionals working in the labor market policy area need to have evidence-based skills. A labor market focus and a capacity for change to be constantly ready to turn on processes and change activities based on the changes that are taking place in society, in terms of, for example, demography, labor market, refugee flows, urbanization, technological development, economics and politics. In order to be able to plan competence development initiatives in the coming years, this labor market focus needs to be defined and clarified for all employees within the department. It can include approaches, digital tools, new methods for managing new target groups and larger volumes. To investigate the need for competence development, there is a need for a thorough feasibility study that maps how our current methods work, which working methods we need to change and how the change is to be implemented. To succeed with the planned change work, all employees need to be involved in the work. It is important to identify what the employees find difficult and where their skills are lacking. It is equally important to map the target group's experience of our business. During the feasibility study, there is also a need to take part in existing research. 111 people work in the department, 51 men and 60 women. In the feasibility study, one of the objectives is to map whether the need for skills development differs between employed women, men and people with other genders. The aim of the feasibility study is to lay the foundation for a long-term strategy where employees are given increased opportunities to carry out their assignments effectively. The goal is also that the results of the feasibility study can be used for other occupational groups that work to reduce exclusion in the labor market. Le marché du travail à Uppsala est fort avec un faible taux de chômage. Malgré la bonne situation du marché du travail dans la municipalité, il y a des problèmes et des défis majeurs avec des groupes qui sont loin du marché du travail.
