Przedmiotem projektu jest przygotowanie terenów inwestycyjnych dla rozwoju przedsiębiorczości MSP w gminie Gromadka. Projekt zakłada uporządkowanie i uzbrojenie terenu po byłej bazie wojsk radzieckich w celu stworzenia warunków rozwoju MSP. Inwestycja zlokalizowana jest na terenie gminy Gromadka w powiecie Bolesławieckim, województwo dolnośląskie. Inwestycja prowadzona będzie na zdegradowanych terenach powojskowych, dawnej bazy lotniczej wojsk radzieckich. Aktualnie teren bazy jest nieużywany i dysfunkcyjny, albowiem nie pełni żadnych istotnych pierwotnych funkcji. Projekt ma na celu nadanie terenowi nowych funkcji użytkowych. Lokalizacja inwestycji stanowi teren objęty Obszarem Strategicznej Interwencji, Zachodni Obszar Interwencji (ZOI). Zgodnie z planem zagospodarowania przestrzennego gminy Gromadka teren inwestycji określony jest jako „ tereny obiektów produkcyjnych, baz, składów, magazynów”. (wypis z pzp stanowi załącznik nr 1 do studium wykonalności). Zewnętrzna infrastruktura komunikacyjna umożliwia swobodny dostęp do terenu inwestycji. Decydują o tym: - bliskość autostrady A4 nowooddany zjazd/wjazd na autostradę bezpośrednio z obszaru terenów inwestycyjnych gminy i LSSE, - w odległości około 3km od w/w znajduje się węzeł autostrad A4 i A18 - opisane w rozdz. 1.2. przebieg linii kolejowych oraz sieć dróg powiatowych i gminnych, - wyposażenie terenu w wewnętrzne drogi o nawierzchni betonowej. Opisane wyżej elementy infrastruktury drogowej stanowią o wysokim poziomie dostępności komunikacyjnej terenu inwestycji Więcej informacji w zakresie dostępności komunikacyjnej obszaru inwestycji zawarto w rozdziale 1.3 studium wykonalności. Grupą docelową projektu są małe i średnie przedsiębiorstwa, którzy na obszarze stanowiącym teren inwestycji, w wyniku realizacji projektu uzyskają lepsze warunki rozwoju i prowadzić będą na tym terenie działalność gospodarczą, przynajmniej w okresie trwałości projektu. The subject of the project is the preparation of investment areas for the development of SME entrepreneurship in Gromadka commune. The project aims to organise and arm the area after the former Soviet military base in order to create conditions for the development of SMEs. The investment is located in Gromadka commune in Bolesławieckie County, Dolnośląskie Voivodeship. The investment will be carried out on degraded post-war areas, former Soviet air base. Currently, the base area is unused and dysfunctional, as it does not have any essential primary functions. The project aims to give the area new functionalities. The location of the investment is an area covered by the Strategic Intervention Area, the Western Intervention Area (Zoi). According to the spatial development plan of Gromadka commune, the investment area is defined as “the areas of production facilities, bases, warehouses and warehouses”. (The excerpt from pzp is annex 1 to the feasibility study). The external communication infrastructure provides free access to the investment area. L’objet du projet est la préparation de sites d’investissement pour le développement de l’entrepreneuriat des PME dans la municipalité de Gromadka. Le projet consiste à commander et à armer la zone après l’ancienne base militaire soviétique afin de créer les conditions propices au développement des PME. L’investissement est situé dans la commune de Gromadka, dans le comté de Bolesławiecki, dans la voïvodie de Dolnośląskie. L’investissement sera réalisé dans des zones post-militaires dégradées, l’ancienne base aérienne des troupes soviétiques. Actuellement, la zone de base est inutilisée et dysfonctionnelle, car elle n’exerce aucune fonction primaire essentielle. Le projet vise à donner au site de nouvelles fonctionnalités. La localisation de l’investissement est la zone couverte par la zone d’intervention stratégique, la zone d’intervention occidentale (ZOI). Selon le plan de développement urbain de la municipalité de Gromadka, la zone d’investissement est définie comme «territoires d’installations de production, bases, entrepôts et entrepôts». Gegenstand des Projekts ist die Vorbereitung von Investitionsstandorten für die Entwicklung des Unternehmertums von KMU in der Gemeinde Gromadka. Das Projekt beinhaltet die Anordnung und Bewaffnung des Gebiets nach dem ehemaligen sowjetischen Militärstützpunkt, um Bedingungen für die Entwicklung von KMU zu schaffen. Die Investition befindet sich in der Gemeinde Gromadka im Kreis Bolesławiecki, Woiwodschaft Dolnośląskie. Die Investition erfolgt in degradierten postmilitärischen Gebieten, dem ehemaligen Luftstützpunkt der sowjetischen Truppen. Derzeit ist die Grundfläche unbenutzt und dysfunktional, da es keine wesentlichen primären Funktionen erfüllt. Das Projekt zielt darauf ab, dem Standort neue Funktionalitäten zu geben. Standort der Investition ist das Gebiet des strategischen Interventionsbereichs, des westlichen Interventionsbereichs (ZOI). Nach dem Stadtentwicklungsplan der Gemeinde Gromadka wird das Investitionsgebiet als „Gebiete von Produktionsanlagen, Basen, Lagerhäusern und Lagerhäusern“ definiert. (der Auszug aus dem PM ist als Anlage 1 der Machbarkeitsstudie beigefügt). Externe Kommunikationsinfrastruktur ermöglicht freien Zugang zum Investitionsstandort. Dies wird beschlossen durch: — die Nähe der Autobahn A4 nowooddany Ausfahrt/Einfahrt zur Autobahn direkt aus dem Gebiet der Investitionsgebiete der Gemeinde und der LSSE, – ca. 3 km von der oben genannten Autobahn ist die Autobahn A4 und A18 – beschrieben in Abschnitt. 1.2. Eisenbahnstrecke und Netz von Bezirks- und Kommunalstraßen, – Ausstattung des Gebiets mit Binnenstraßen mit Betonpflaster. Die oben beschriebenen Elemente der Straßeninfrastruktur stellen eine hohe Verkehrsanbindung des Investitionsstandorts dar. Het doel van het project is de voorbereiding van investeringslocaties voor de ontwikkeling van kmo-ondernemerschap in de gemeente Gromadka. Het project omvat het ordenen en bewapenen van het gebied na de voormalige Sovjet-militaire basis om de voorwaarden te scheppen voor de ontwikkeling van het MKB. De investering is gelegen in de gemeente Gromadka in het district Bolesławiecki in het woiwodschap Dolnośląskie. De investeringen zullen worden uitgevoerd in gedegradeerde post-militaire gebieden, de voormalige luchtmachtbasis van de Sovjettroepen. Momenteel is het basisgebied ongebruikt en disfunctioneel, omdat het geen essentiële primaire functies uitvoert. Het project heeft tot doel de site nieuwe functionaliteiten te geven. De locatie van de investering is het gebied dat wordt bestreken door het strategische interventiegebied, het westelijke interventiegebied (ZOI). Oggetto del progetto è la preparazione di siti di investimento per lo sviluppo dell'imprenditorialità delle PMI nel comune di Gromadka. Il progetto prevede l'ordinazione e l'armamento dell'area dopo l'ex base militare sovietica al fine di creare le condizioni per lo sviluppo delle PMI. L'investimento si trova nel comune di Gromadka nella contea di Bolesławiecki, Voivodato di Dolnośląskie. L'investimento sarà effettuato su aree degradate post-militari, l'ex base aerea delle truppe sovietiche. Attualmente, l'area di base è inutilizzata e disfunzionale, in quanto non svolge alcuna funzione primaria essenziale. Il progetto mira a dare al sito nuove funzionalità. L'ubicazione dell'investimento è l'area coperta dall'area di intervento strategico, la zona d'intervento occidentale (ZOI). Secondo il piano urbanistico del comune di Gromadka, l'area di investimento è definita come "territori di impianti di produzione, basi, magazzini e magazzini". El objeto del proyecto es la preparación de centros de inversión para el desarrollo del espíritu empresarial de las PYME en el municipio de Gromadka. El proyecto consiste en ordenar y armar la zona después de la antigua base militar soviética con el fin de crear las condiciones para el desarrollo de las PYME. La inversión se encuentra en el municipio de Gromadka, en el condado de Bolesławiecki, en el Voivodato de Dolnośląskie. La inversión se llevará a cabo en zonas post-militares degradadas, la antigua base aérea de las tropas soviéticas. En la actualidad, el área base es inutilizada y disfuncional, ya que no realiza ninguna función primaria esencial. El proyecto tiene como objetivo dotar al sitio de nuevas funcionalidades. La ubicación de la inversión es la zona cubierta por el Área de Intervención Estratégica, la Zona de Intervención Occidental (ZOI). Según el plan de desarrollo urbano del municipio de Gromadka, la zona de inversión se define como «territorios de instalaciones de producción, bases, almacenes y almacenes».
