Głównym celem projektu jest rozwój społeczeństwa informacyjnego w Gminie Miejskiej Mielec poprzez dostarczenie mieszkańcom gminy i podmiotom gospodarczym nowoczesnej, otwartej i cyfrowej platformy e-usług administracji lokalnej. Przedmiotem projektu jest realizacja szeregu działań merytorycznych mających doprowadzić do uruchomienia w Gminie Miejskiej Mielec 32 eusług o co najmniej trzecim poziomie dojrzałości świadczonych w układzie A2B i A2C i 2 usług A2A. Przedsięwzięcie jest realizowane na obszarze Mielca w 44 lokalizacjach – Urzędzie Miejskim oraz podległych mu jednostkach. Produktami projektu będą: 3 e-usługi wewnątrzadministracyjne, 1 podmiot udostępniający usługi A2A, 26 podmiotów udostępniających on-line informacje sektora publicznego, 1 uruchomiony system teleinformatyczny, 16 TB zainstalowanej przestrzeni dyskowej w serwerowni.Zakres rzeczowy projektu obejmuje: 1) wykonanie okablowania sieci LAN w lokalizacjach objętych projektem (ok. 200 punktów sieci), połączenie siecią światłowodową wszystkich lokalizacjiprojektu oraz przygotowanie profesjonalnej, centralnej serwerowni na potrzeby wszystkich jednostek. 2) Dostawę, instalacje i wdrożenie aktywnego sprzętu sieciowego w jednostkach organizacyjnych objętych projektem 3) Dostawę, instalację i wdrożenie serwerów wraz z systemem backupu i archiwizacji danych 4) Uruchomienie wirtualnej platformy komunikacyjnej łączącej w sobie wszystkie możliwe kanały komunikacji Urzędu z obywatelem (telefonia IP, wideokonferencje, chat, itp.) 5) dostawę instalację i wdrożenie oprogramowania dziedzinowego oraz aplikacji celowych (Biuro Obsługi Mieszkańca, aplikacja miejska mobilna, aplikacja przedszkolna, budżet obywatelski) 6) przeprowadzenie audytu bezpieczeństwa informacji dla wdrożonego systemu ITi uzyskanie certyfikatu bezpieczeństwa. 7) prace wspierające realizację projektu (doradztwo prawne, analizy). The main objective of the project is to develop the information society in Mielec Municipality by providing the residents of the municipality and economic entities with a modern, open and digital platform for e-services of local administration. The subject of the project is the implementation of a number of substantive activities aimed at launching in Mielec Municipality 32 euservices with at least the third level of maturity provided in A2B and A2C and 2 A2A services. The project is carried out in the Mielec area in 44 locations – the Municipal Office and its subordinate units. The project’s products will be: 3 intra-administrative e-services, 1 A2A service provider, 26 on-line public sector information providers, 1 online IT system, 16 TB of installed storage space in the server room. 1) LAN wiring in locations covered by the project (approx. 200 network points), fibre network connection of all project locations and preparation of a professional central server room for all units. 2) Delivery, installation and implementation of active network equipment in organizational units covered by the project 3) Delivery, installation and implementation of servers together with backup and data archiving system 4) Launch of a virtual communication platform connecting all possible communication channels of the Office with the citizen (IP telephony, videoconferencing, chat, etc.) delivery and implementation of field software and targeted applications (Using Office, Urban I Mobile Application, Security Application, Pre-school Application) 7) work supporting the implementation of the project (legal advice, analyses). L’objectif principal du projet est de développer la société de l’information dans la municipalité de Mielec en fournissant aux résidents de la municipalité et aux opérateurs économiques une plateforme de service électronique moderne, ouverte et numérique pour l’administration locale. Le projet a pour objet la mise en œuvre d’un certain nombre d’actions de fond visant à lancer dans la municipalité de Mielec 32 services avec au moins le troisième niveau de maturité fourni dans les systèmes A2B et A2C et 2 services A2A. Le projet est mis en œuvre dans la région de Mielec dans 44 emplacements — l’hôtel de ville et ses unités subordonnées. Les produits du projet seront les suivants: 3 services électroniques intra-administratifs, 1 entité fournissant des services A2A, 26 entités fournissant des informations en ligne du secteur public, 1 système électronique en cours d’exécution, 16 To d’espace de stockage installé dans la salle des serveurs. 1) exécution du câblage LAN dans les endroits couverts par le projet (env. 200 points de réseau), connexion au réseau fibre optique de tous les sites du projet et préparation d’une salle de serveur centrale professionnelle pour toutes les unités. 2) Livraison, installation et mise en œuvre d’équipements de réseau actifs dans les unités organisationnelles couvertes par le projet 3) Livraison, installation et mise en œuvre de serveurs ainsi qu’un système de sauvegarde et d’archivage des données 4) Lancement d’une plate-forme de communication virtuelle combinant tous les canaux de communication possibles de l’Office avec le citoyen (téléphonie IP, vidéoconférences, chats, etc.) 5) mise en place et mise en œuvre de logiciels de terrain et d’applications ciblées (bureau de services résidentiels, application mobile, application préscolaire, budget civique) 6) réalisation d’un audit de sécurité de l’information pour le système informatique mis en œuvre et obtention d’un certificat de sécurité. 7) le travail d’appui à la mise en œuvre du projet (conseil juridique, analyse). Hauptziel des Projekts ist die Entwicklung der Informationsgesellschaft in der Gemeinde Mielec, indem den Einwohnern der Gemeinde und den Wirtschaftsteilnehmern eine moderne, offene und digitale E-Service-Plattform für die lokale Verwaltung zur Verfügung gestellt wird. Gegenstand des Projekts ist die Durchführung einer Reihe inhaltlicher Maßnahmen, die darauf abzielen, in der Gemeinde Mielec 32 Dienstleistungen mit mindestens der dritten Reifestufe in den A2B- und A2C-Systemen und 2 A2A-Diensten in Betrieb zu nehmen. Das Projekt wird im Bereich Mielec an 44 Standorten – dem Rathaus und seinen untergeordneten Einheiten – umgesetzt. Die Produkte des Projekts sind: 3 inneradministrative e-Dienste, 1 Stelle, die A2A-Dienste erbringt, 26 Stellen, die Online-Informationen des öffentlichen Sektors bereitstellen, 1 laufendes elektronisches System, 16 TB installierter Speicherplatz im Serverraum.Der Projektumfang umfasst: 1) Ausführung der LAN-Verdrahtung an den vom Projekt abgedeckten Standorten (ca. 200 Netzwerkpunkte), Glasfasernetzanschluss aller Projektstandorte und Vorbereitung eines professionellen zentralen Serverraums für alle Einheiten. 2) Lieferung, Installation und Implementierung aktiver Netzwerkausrüstung in den vom Projekt abgedeckten Organisationseinheiten 3) Lieferung, Installation und Implementierung von Servern zusammen mit einem Backup- und Datenarchivierungssystem 4) Einführung einer virtuellen Kommunikationsplattform, die alle möglichen Kommunikationskanäle des Büros mit dem Bürger (IP-Telefonie, Videokonferenzen, Chats, etc.) 5) kombiniert, die die Installation und Implementierung von Feldsoftware und gezielten Anwendungen (Wohndienstbüro, mobile Anwendung, Vorschulanwendung, Bürgerbudget) 6) durchführen, die eine Informationssicherheitsprüfung für das implementierte IT-System durchführt und ein Sicherheitszertifikat erhält. 7) Arbeiten zur Unterstützung der Durchführung des Projekts (Rechtsberatung, Analyse).
