Prices growth for tobacco in EU countries influenced the increase of illegal tobacco products trafficking attempts from Belarus to neighboring EU countries. It leads to reduction of some countries budget influxes. Recently there has been an increase in illicit drug trafficking attempts. Natural persons and organized crime groups, usually of international character, carry out illegal goods trade. Fighting the illegal activity from the side of Polish and Belarusian customs services will increase security at both sides of the border. The project will result in faster and safer border crossing, considerable support in fighting organized crime and illicit drug and tobacco trafficking. Project aim is a solution of cross-border problems in the sphere of illegal migration, contraband and human trafficking through Belarusian-Polish border. The overall objective of the project is to increase the security level of the residents on the territory of Programme’s implementation by means of impeding illegal transportation of prohibited narcotic, psychotropic substances and tobacco, prevention of illegal migration. Specific objectives of the project: 1. Increase of project partners cynological departments capacity 2. Improvement of border crossing procedures 3. Enhancement of border security The implementation of the project will allow the cynological departments of customs authorities to apply specialized vehicles for the transportation of cynilogists and service dogs, to conduct trainings for the exchange of experience in the detection of narcotic drugs and tobacco products, that will increase the technical and human resources of law enforcement officers on the Polish-Belarusian border. Expected results of the project: increasing number of cases of detection of restricted and prohibited goods, reducing the time required for customs operations for passengers and goods crossing the customs border, as well as simplification of the procedure for customs control. La hausse des prix du tabac dans les pays de l’UE a influencé l’augmentation des tentatives de trafic illicite de produits du tabac depuis la Biélorussie vers les pays voisins de l’UE. Elle entraîne une réduction des afflux budgétaires de certains pays. Il y a eu récemment une augmentation des tentatives de trafic illicite de drogues. Les personnes physiques et les groupes criminels organisés, généralement de caractère international, effectuent des échanges illicites de marchandises. La lutte contre l’activité illégale de la part des services douaniers polonais et biélorusses renforcera la sécurité des deux côtés de la frontière. Le projet permettra d’accélérer et de sécuriser le passage des frontières et d’apporter un soutien important à la lutte contre le crime organisé et le trafic illicite de drogues et de tabac. L’objectif du projet est de résoudre les problèmes transfrontaliers dans le domaine de la migration illégale, de la contrebande et de la traite des êtres humains à travers la frontière biélorusse-polonaise. L’objectif général du projet est d’accroître le niveau de sécurité des résidents sur le territoire de la mise en œuvre du programme en empêchant le transport illégal de stupéfiants, de substances psychotropes et de tabac interdits, ainsi que la prévention de la migration illégale. Objectifs spécifiques du projet: 1. Augmentation de la capacité des départements cynologiques des partenaires du projet 2. Amélioration des procédures de franchissement des frontières 3. Renforcement de la sécurité aux frontières La mise en œuvre du projet permettra aux services cynologiques des autorités douanières d’appliquer des véhicules spécialisés pour le transport de cynilogistes et de chiens d’assistance, d’organiser des formations pour l’échange d’expériences en matière de détection des stupéfiants et des produits du tabac, ce qui augmentera les ressources techniques et humaines des agents des forces de l’ordre à la frontière entre la Pologne et la Biélorussie. Résultats escomptés du projet: Augmentation du nombre de cas de détection de marchandises réglementées et interdites, réduisant le temps nécessaire aux opérations douanières pour les passagers et les marchandises franchissant la frontière douanière, ainsi qu’à la simplification du régime des contrôles douaniers. Das Preiswachstum für Tabak in den EU-Ländern beeinflusste den Anstieg der Versuche des illegalen Tabakhandels von Belarus in die Nachbarländer der EU. Dies führt zu einer Verringerung der Haushaltszuflüsse einiger Länder. In jüngster Zeit haben die Versuche des illegalen Drogenhandels zugenommen. Natürliche Personen und organisierte kriminelle Gruppen, die in der Regel internationalen Charakter haben, führen den illegalen Warenhandel durch. Die Bekämpfung der illegalen Tätigkeit seitens der polnischen und belarussischen Zolldienste wird die Sicherheit auf beiden Seiten der Grenze erhöhen. Das Projekt wird zu einem schnelleren und sichereren Grenzübertritt und einer erheblichen Unterstützung bei der Bekämpfung der organisierten Kriminalität sowie des illegalen Drogen- und Tabakhandels führen. Ziel des Projekts ist die Lösung grenzüberschreitender Probleme im Bereich der illegalen Migration, des Schmuggels und des Menschenhandels über die belarussisch-polnische Grenze. Übergeordnetes Ziel des Projekts ist es, das Sicherheitsniveau der Bewohner der Programmdurchführung zu erhöhen, indem die illegale Beförderung verbotener Narkotika, psychotroper Substanzen und Tabak sowie die Verhinderung illegaler Migration verhindert werden. Spezifische Ziele des Projekts: 1. Erhöhung der Kapazitäten der zynologischen Abteilungen der Projektpartner 2. Verbesserung der Grenzübertrittsverfahren 3. Verbesserung der Grenzsicherheit Die Durchführung des Projekts wird es den zynologischen Zollverwaltungen ermöglichen, spezialisierte Fahrzeuge für den Transport von Zynologen und Diensthunden anzuwenden, Schulungen für den Erfahrungsaustausch bei der Erkennung von Suchtstoffen und Tabakerzeugnissen durchzuführen, wodurch die technischen und personellen Ressourcen der Strafverfolgungsbeamten an der polnisch- belarusischen Grenze erhöht werden. Erwartete Ergebnisse des Projekts: Zunehmende Zahl von Fällen der Aufdeckung beschränkter und verbotener Waren, Verkürzung der Zeit für den Zollbetrieb für Personen und Waren beim Überschreiten der Zollgrenze sowie Vereinfachung des Zollkontrollverfahrens.
