В проектното предложение са застъпени специфични цели залегнали в ОПРЧР 2014-2020, като оказването на подкрепа на лицата от допустимите целеви групи по настоящата схема за пълноценен, самостоятелен живот и връщането на пазара на труда на лицата, полагащи грижи за зависими членове на техните семейства, в резултат на осигурена грижа за техните близки, както и на хората с увреждания. С реализацията на Проекта се създава възможност за равнопоставеност при предоставяне на социалната услуга при отчитане спецификата на всяко населено място от община Смядово, в зависимост от потребностите на населението, подробно описани в Стратегията за развитие на социалните услуги в община Смядово за периода 2016-2020 и Общински план за развитие 2014-2020. Проектът ще обхване всички населени места на територията на общината, където е идентифицирана голяма нужда от предлаганите социални услуги по този проект, а именно ЦСРИ, личен асистент и социален асистент и Мобилен екип за подкрепа в домашна среда, чрез предоставяне на социално-здравни услуги за активно включване - иновативна услуга.До този момент някои от населените места от общината оставаха изолирани от предлаганите социални услуги.Въз основа на анализа от предоставяните социални услуги на територията на община Смядово в проектното предложение са изведени приоритетите за въвеждане на качествено нов модел за почасово предоставяне на качествени социални услуги в домашна среда, като се акцентира на потребностите на целевите групи.Реализирането на дейностите по проекта е реална подкрепа за нуждаещите се семейства и лица, което ще доведе до намаляване на социалната им изолация и активно включване на лицата от целевите групи. Предоставянето на почасовите услуги ще дадат възможност на близките от семейния кръг на лицата от целевите групи, които в повечето случаи нямат възможност да се развиват в професионален план, поради продължителната ангажираност със своите близки, нуждаещи се от постоянна грижа, да направят това. The project proposal pursues specific objectives set out in OPHRD 2014-2020, such as the provision of support to persons from eligible target groups under the current scheme for full, independent living and the return to the labour market of the carers of dependent members of their families as a result of the provision of care for their relatives, as well as to people with disabilities. The implementation of the project creates an opportunity for equal treatment in the provision of the social service, taking into account the specifics of each settlement of the municipality of Smyadovo, depending on the needs of the population, detailed in the Strategy for the Development of Social Services in Smyadovo Municipality for the period 2016-2020 and the Municipal Development Plan 2014-2020. The project will cover all settlements on the territory of the municipality, where a great need for the social services offered under this project has been identified, namely CSRI, personal assistant and social assistant and Mobile support team in the home environment, through the provision of social and health services for active inclusion — an innovative service. So far, some of the settlements of the municipality have remained isolated from the social services offered. Based on the analysis of the social services provided on the territory of Smyadovo Municipality, the project proposal sets out the priorities for introducing a qualitative new model for the hourly provision of quality social services in the home environment, focusing on the needs of the target groups. The realisation of the activities of the project will lead to the active inclusion of the target groups. The provision of hourly services will enable family relatives of the target groups, who in most cases are unable to develop professionally, due to their long-term engagement with their relatives in need of constant care to do so. La proposition de projet poursuit des objectifs spécifiques définis dans le document OPHRD 2014-2020, tels que la fourniture d’un soutien aux personnes appartenant à des groupes cibles éligibles dans le cadre du régime actuel en vue d’une vie pleinement indépendante et du retour sur le marché du travail des aidants des membres de leur famille à charge à la suite de la fourniture de soins à leurs proches, ainsi qu’aux personnes handicapées. La mise en œuvre du projet crée une possibilité d’égalité de traitement dans la prestation du service social, en tenant compte des spécificités de chaque commune de Smyadovo, en fonction des besoins de la population, détaillées dans la stratégie de développement des services sociaux dans la municipalité de Smyadovo pour la période 2016-2020 et dans le plan de développement municipal 2014-2020. Le projet couvrira tous les établissements sur le territoire de la municipalité, où un grand besoin des services sociaux offerts dans le cadre de ce projet a été identifié, à savoir CSRI, assistant personnel et assistant social et équipe de soutien mobile dans l’environnement domestique, grâce à la fourniture de services sociaux et de santé pour l’inclusion active — un service innovant. Jusqu’à présent, certains des établissements de la municipalité sont restés isolés des services sociaux offerts. Sur la base de l’analyse des services sociaux fournis sur le territoire de la municipalité de Smyadovo, la proposition de projet définit les priorités pour l’introduction d’un nouveau modèle qualitatif pour la prestation horaire de services sociaux de qualité dans l’environnement domestique, en mettant l’accent sur les besoins des groupes cibles. La réalisation des activités du projet conduira à l’inclusion active des groupes cibles. La prestation de services horaires permettra aux familles des groupes cibles, qui, dans la plupart des cas, ne sont pas en mesure de se développer professionnellement, en raison de leur engagement à long terme avec leurs proches qui ont besoin de soins constants de le faire. Mit dem Projektvorschlag werden spezifische Ziele verfolgt, die in der OPHRD 2014-2020 festgelegt sind, wie die Bereitstellung von Unterstützung für Personen aus förderfähigen Zielgruppen im Rahmen des derzeitigen Systems für ein vollständiges, unabhängiges Leben und die Rückkehr von Pflegekräften unterhaltsberechtigter Familienangehöriger auf den Arbeitsmarkt aufgrund der Betreuung ihrer Angehörigen sowie von Menschen mit Behinderungen. Die Durchführung des Projekts schafft die Möglichkeit der Gleichbehandlung bei der Erbringung des sozialen Dienstes unter Berücksichtigung der Besonderheiten jeder Siedlung der Gemeinde Smyadovo, je nach den Bedürfnissen der Bevölkerung, die in der Strategie für die Entwicklung der sozialen Dienstleistungen in der Gemeinde Smyadovo für den Zeitraum 2016-2020 und dem Stadtentwicklungsplan 2014-2020 dargelegt ist. Das Projekt umfasst alle Siedlungen auf dem Gebiet der Gemeinde, wo ein großer Bedarf an sozialen Dienstleistungen im Rahmen dieses Projekts identifiziert wurde, nämlich CSRI, persönlicher Assistent und Sozialassistent und Mobile Support-Team im häuslichen Umfeld, durch die Bereitstellung von Sozial- und Gesundheitsdienstleistungen für aktive Inklusion – eine innovative Dienstleistung. Bisher sind einige Siedlungen der Gemeinde von den angebotenen sozialen Dienstleistungen getrennt geblieben. der Projektvorschlag legt die Prioritäten für die Einführung eines qualitativen neuen Modells für die stündliche Bereitstellung hochwertiger sozialer Dienstleistungen im häuslichen Umfeld fest, wobei der Schwerpunkt auf den Bedürfnissen der Zielgruppen liegt. Die Durchführung der Projektaktivitäten wird zur aktiven Einbeziehung der Zielgruppen führen. Die Erbringung von Stundendiensten wird es Familienangehörigen der Zielgruppen ermöglichen, die sich in den meisten Fällen aufgrund ihres langfristigen Engagements mit ihren Angehörigen, die ständig betreut werden müssen, nicht professionell entwickeln können.
