Целта на проектното предложение е да се предостави топъл обяд на лица от целевата група: лица на месечно подпомагане по реда и условията на чл.9 от Правилника за прилагане на Закона за социално подпомагане и самотно живеещите лица и семейства, и лица с доказана липса на доходи и близки, които да се грижат за тях на територията на общината. Дейностите по проекта ще надградят и разширят обхвата на действащото Общинско предприятие "Социален патронаж", като по време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. Предвижда се екип, сформиран със заповед на кмета да дефинира основните целеви групи - бенефициенти по проекта въз основа на получени списъци от Д "СП" гр. Стамболийски и предварително изготвен механизъм за подбор. За закупуване на хранителните продукти и предоставяне на топъл обяд е предвидено пряко възлагане на изпълнител съгласно Закона за обществени поръчки. Готовата храна ще се доставя до подходяща материална база , регистрирана съгласно чл.12 от Закона за храните. От там класираните потребители ще получават топлия обяд. За лицата със затруднения в придвижването ще се осигури транспорт до домовете им. Предоставеният топъл обяд ще се приготвя под пряк контрол от страна на община Перущица и при спазване на изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Предоставянето на топъл обяд се предвижда да стартира от 07.09.2016 г., като ще бъдат обхванати до 100 потребители от общината в рамките на 44 месеца и в работни дни от месеците. В настоящото проектно предложение са заложени ежемесечни консултации за възможности за ползване на други социални услуги, ползване на административни общински услуги и подкрепа при нужди и проблеми на представители на целевата група от служител на ОП "Социален патронаж" и ще се реализира през целия период на изпълнение на дейността "Осигуряване на топъл обяд". The aim of the project proposal is to provide a warm lunch to the target group: persons receiving monthly support under the terms and conditions of Article 9 of the Regulation implementing the Social Assistance Act and lonely living persons and families, and persons with proven lack of income and relatives to take care of them on the territory of the municipality. The project activities will build on and expand the scope of the existing Municipal Enterprise “Social Patronage” and during its implementation the necessary measures will be taken to avoid double financing and duplication of covered activities. A team, formed by order of the mayor, is intended to define the main target groups — beneficiaries of the project on the basis of the lists received from DS Stamboliiski and a pre-established selection mechanism. For the purchase of food products and provision of hot lunch, direct award to a contractor is foreseen under the Public Procurement Act. The finished food will be delivered to an appropriate facility registered in accordance with Article 12 of the Food Act. From there, qualified users will receive the warm lunch. People with mobility difficulties will be provided with transport to their homes. The hot lunch provided will be prepared under the direct control of the municipality of Perushtitsa and in compliance with food safety requirements, national standards and nutrition standards and the requirement to contribute to the balanced diet. The provision of a warm lunch is scheduled to start from 07.09.2016 and will be covered up to 100 users from the municipality within 44 months and on working days of the months. This project proposal provides monthly consultations on opportunities for use of other social services, use of municipal administrative services and support in the needs and problems of representatives of the target group by an employee of the Social Patronage OP and will be implemented throughout the implementation of the activity “Providing a warm lunch”. L’objectif de la proposition de projet est d’offrir un déjeuner chaud au groupe cible: les personnes bénéficiant d’une aide mensuelle aux termes et conditions de l’article 9 du règlement d’application de la loi sur l’assistance sociale et les personnes vivant seules et les familles, ainsi que les personnes ayant un manque avéré de revenus et les proches pour s’en occuper sur le territoire de la municipalité. Les activités du projet s’appuieront sur et élargiront le champ d’application de l’entreprise municipale existante «patronage social» et, au cours de sa mise en œuvre, les mesures nécessaires seront prises pour éviter le double financement et le double emploi des activités couvertes. Une équipe, formée sur ordre du maire, est destinée à définir les principaux groupes cibles — bénéficiaires du projet sur la base des listes reçues de DS Stamboliiski et d’un mécanisme de sélection préétabli. Pour l’achat de produits alimentaires et la fourniture d’un déjeuner chaud, l’attribution directe à un contractant est prévue par la loi sur les marchés publics. Les aliments finis seront livrés dans un établissement approprié enregistré conformément à l’article 12 de la loi sur les aliments. De là, les utilisateurs qualifiés recevront le déjeuner chaud. Les personnes ayant des difficultés de mobilité bénéficieront d’un transport vers leur domicile. Le déjeuner chaud sera préparé sous le contrôle direct de la municipalité de Perushtitsa et conformément aux exigences en matière de sécurité alimentaire, aux normes nationales et aux normes nutritionnelles et à l’obligation de contribuer à une alimentation équilibrée. La fourniture d’un déjeuner chaud est prévue pour débuter le 07.09.2016 et sera couverte jusqu’à 100 utilisateurs de la municipalité dans les 44 mois et les jours ouvrables des mois. Cette proposition de projet prévoit des consultations mensuelles sur les possibilités d’utilisation d’autres services sociaux, l’utilisation des services administratifs municipaux et le soutien aux besoins et aux problèmes des représentants du groupe cible par un employé du PO de patronage social et sera mise en œuvre tout au long de la mise en œuvre de l’activité «Produire un déjeuner chaud». Ziel des Projektvorschlags ist es, der Zielgruppe ein warmes Mittagessen zu bieten: Personen, die monatliche Unterstützung gemäß Artikel 9 der Verordnung zur Durchführung des Sozialhilfegesetzes erhalten, einsame lebende Personen und Familien sowie Personen mit nachweislich fehlendem Einkommen und Verwandten, die auf dem Gebiet der Gemeinde um sie kümmern. Die Projektaktivitäten werden auf dem bestehenden kommunalen Unternehmen „Soziale Schirmherrschaft“ aufbauen und erweitern und während seiner Durchführung werden die erforderlichen Maßnahmen ergriffen, um Doppelfinanzierungen und Doppelarbeit der abgedeckten Tätigkeiten zu vermeiden. Ein Team, das aus der Reihenfolge des Bürgermeisters besteht, soll die wichtigsten Zielgruppen – Begünstigte des Projekts auf der Grundlage der von DS Stamboliiski erhaltenen Listen und eines vorab festgelegten Auswahlverfahrens – definieren. Für den Kauf von Lebensmitteln und die Bereitstellung von warmem Mittagessen ist eine direkte Vergabe an einen Auftragnehmer im Gesetz über das öffentliche Beschaffungswesen vorgesehen. Das fertige Lebensmittel wird in eine geeignete Einrichtung geliefert, die gemäß Artikel 12 des Lebensmittelgesetzes registriert ist. Von dort erhalten qualifizierte Nutzer das warme Mittagessen. Menschen mit Mobilitätsschwierigkeiten werden mit dem Transport zu ihren Häusern versorgt. Das warme Mittagessen wird unter direkter Kontrolle der Gemeinde Perushtitsa und im Einklang mit den Anforderungen an die Lebensmittelsicherheit, den nationalen Normen und den Ernährungsnormen und der Anforderung, zur ausgewogenen Ernährung beizutragen, vorbereitet. Die Bereitstellung eines warmen Mittagessens soll ab dem 07.09.2016 beginnen und innerhalb von 44 Monaten und an Arbeitstagen nach Monaten bis zu 100 Nutzer aus der Gemeinde abdecken. Dieser Projektvorschlag bietet monatliche Konsultationen über Möglichkeiten für die Nutzung anderer sozialer Dienste, die Inanspruchnahme kommunaler Verwaltungsdienste und die Unterstützung bei den Bedürfnissen und Problemen der Vertreter der Zielgruppe durch einen Mitarbeiter des OP Soziale Schirmherrschaft und wird während der Durchführung der Maßnahme „Ein warmes Mittagessen“ durchgeführt.
