Целта на проектното предложение е да се предостави топъл обяд на лица от целевата група: лица на месечно подпомагане по реда и условията на чл.9 от Правилника за прилагане на Закона за социално подпомагане и самотно живеещите лица и семейства, и лица с доказана липса на доходи и близки, които да се грижат за тях на територията на общината. Дейностите по проекта ще надградят и разширят обхвата на действащото Общинско предприятие "Социален патронаж", като по време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. Предвижда се екип, сформиран със заповед на кмета да дефинира основните целеви групи - бенефициенти по проекта въз основа на получени списъци от Д "СП" гр. Стамболийски и предварително изготвен механизъм за подбор. За закупуване на хранителните продукти и предоставяне на топъл обяд е предвидено пряко възлагане на изпълнител съгласно Закона за обществени поръчки. Готовата храна ще се доставя до подходяща материална база , регистрирана съгласно чл.12 от Закона за храните. От там класираните потребители ще получават топлия обяд. За лицата със затруднения в придвижването ще се осигури транспорт до домовете им. Предоставеният топъл обяд ще се приготвя под пряк контрол от страна на община Перущица и при спазване на изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Предоставянето на топъл обяд се предвижда да стартира от 07.09.2016 г., като ще бъдат обхванати до 100 потребители от общината в рамките на 44 месеца и в работни дни от месеците. В настоящото проектно предложение са заложени ежемесечни консултации за възможности за ползване на други социални услуги, ползване на административни общински услуги и подкрепа при нужди и проблеми на представители на целевата група от служител на ОП "Социален патронаж" и ще се реализира през целия период на изпълнение на дейността "Осигуряване на топъл обяд". The aim of the project proposal is to provide a warm lunch to the target group: persons receiving monthly support under the terms and conditions of Article 9 of the Regulation implementing the Social Assistance Act and lonely living persons and families, and persons with proven lack of income and relatives to take care of them on the territory of the municipality. The project activities will build on and expand the scope of the existing Municipal Enterprise “Social Patronage” and during its implementation the necessary measures will be taken to avoid double financing and duplication of covered activities. A team, formed by order of the mayor, is intended to define the main target groups — beneficiaries of the project on the basis of the lists received from DS Stamboliiski and a pre-established selection mechanism. For the purchase of food products and provision of hot lunch, direct award to a contractor is foreseen under the Public Procurement Act. The finished food will be delivered to an appropriate facility registered in accordance with Article 12 of the Food Act. From there, qualified users will receive the warm lunch. People with mobility difficulties will be provided with transport to their homes. The hot lunch provided will be prepared under the direct control of the municipality of Perushtitsa and in compliance with food safety requirements, national standards and nutrition standards and the requirement to contribute to the balanced diet. The provision of a warm lunch is scheduled to start from 07.09.2016 and will be covered up to 100 users from the municipality within 44 months and on working days of the months. This project proposal provides monthly consultations on opportunities for use of other social services, use of municipal administrative services and support in the needs and problems of representatives of the target group by an employee of the Social Patronage OP and will be implemented throughout the implementation of the activity “Providing a warm lunch”. L’objectif de la proposition de projet est d’offrir un déjeuner chaud au groupe cible: les personnes bénéficiant d’une aide mensuelle aux termes et conditions de l’article 9 du règlement d’application de la loi sur l’assistance sociale et les personnes vivant seules et les familles, ainsi que les personnes ayant un manque avéré de revenus et les proches pour s’en occuper sur le territoire de la municipalité. Les activités du projet s’appuieront sur et élargiront le champ d’application de l’entreprise municipale existante «patronage social» et, au cours de sa mise en œuvre, les mesures nécessaires seront prises pour éviter le double financement et le double emploi des activités couvertes. Une équipe, formée sur ordre du maire, est destinée à définir les principaux groupes cibles — bénéficiaires du projet sur la base des listes reçues de DS Stamboliiski et d’un mécanisme de sélection préétabli. Pour l’achat de produits alimentaires et la fourniture d’un déjeuner chaud, l’attribution directe à un contractant est prévue par la loi sur les marchés publics. Les aliments finis seront livrés dans un établissement approprié enregistré conformément à l’article 12 de la loi sur les aliments. De là, les utilisateurs qualifiés recevront le déjeuner chaud. Les personnes ayant des difficultés de mobilité bénéficieront d’un transport vers leur domicile. Le déjeuner chaud sera préparé sous le contrôle direct de la municipalité de Perushtitsa et conformément aux exigences en matière de sécurité alimentaire, aux normes nationales et aux normes nutritionnelles et à l’obligation de contribuer à une alimentation équilibrée. La fourniture d’un déjeuner chaud est prévue pour débuter le 07.09.2016 et sera couverte jusqu’à 100 utilisateurs de la municipalité dans les 44 mois et les jours ouvrables des mois. Cette proposition de projet prévoit des consultations mensuelles sur les possibilités d’utilisation d’autres services sociaux, l’utilisation des services administratifs municipaux et le soutien aux besoins et aux problèmes des représentants du groupe cible par un employé du PO de patronage social et sera mise en œuvre tout au long de la mise en œuvre de l’activité «Produire un déjeuner chaud». Ziel des Projektvorschlags ist es, der Zielgruppe ein warmes Mittagessen zu bieten: Personen, die monatliche Unterstützung gemäß Artikel 9 der Verordnung zur Durchführung des Sozialhilfegesetzes erhalten, einsame lebende Personen und Familien sowie Personen mit nachweislich fehlendem Einkommen und Verwandten, die auf dem Gebiet der Gemeinde um sie kümmern. Die Projektaktivitäten werden auf dem bestehenden kommunalen Unternehmen „Soziale Schirmherrschaft“ aufbauen und erweitern und während seiner Durchführung werden die erforderlichen Maßnahmen ergriffen, um Doppelfinanzierungen und Doppelarbeit der abgedeckten Tätigkeiten zu vermeiden. Ein Team, das aus der Reihenfolge des Bürgermeisters besteht, soll die wichtigsten Zielgruppen – Begünstigte des Projekts auf der Grundlage der von DS Stamboliiski erhaltenen Listen und eines vorab festgelegten Auswahlverfahrens – definieren. Für den Kauf von Lebensmitteln und die Bereitstellung von warmem Mittagessen ist eine direkte Vergabe an einen Auftragnehmer im Gesetz über das öffentliche Beschaffungswesen vorgesehen. Das fertige Lebensmittel wird in eine geeignete Einrichtung geliefert, die gemäß Artikel 12 des Lebensmittelgesetzes registriert ist. Von dort erhalten qualifizierte Nutzer das warme Mittagessen. Menschen mit Mobilitätsschwierigkeiten werden mit dem Transport zu ihren Häusern versorgt. Das warme Mittagessen wird unter direkter Kontrolle der Gemeinde Perushtitsa und im Einklang mit den Anforderungen an die Lebensmittelsicherheit, den nationalen Normen und den Ernährungsnormen und der Anforderung, zur ausgewogenen Ernährung beizutragen, vorbereitet. Die Bereitstellung eines warmen Mittagessens soll ab dem 07.09.2016 beginnen und innerhalb von 44 Monaten und an Arbeitstagen nach Monaten bis zu 100 Nutzer aus der Gemeinde abdecken. Dieser Projektvorschlag bietet monatliche Konsultationen über Möglichkeiten für die Nutzung anderer sozialer Dienste, die Inanspruchnahme kommunaler Verwaltungsdienste und die Unterstützung bei den Bedürfnissen und Problemen der Vertreter der Zielgruppe durch einen Mitarbeiter des OP Soziale Schirmherrschaft und wird während der Durchführung der Maßnahme „Ein warmes Mittagessen“ durchgeführt. Het projectvoorstel heeft tot doel de doelgroep een warme lunch te bieden: personen die maandelijkse steun ontvangen onder de voorwaarden van artikel 9 van de Verordening tot uitvoering van de Wet sociale bijstand en eenzame levende personen en gezinnen, en personen met een bewezen gebrek aan inkomen en familieleden om voor hen te zorgen op het grondgebied van de gemeente. De projectactiviteiten zullen voortbouwen op en het toepassingsgebied van de bestaande gemeentelijke onderneming „sociale patronage” uitbreiden en tijdens de uitvoering ervan zullen de nodige maatregelen worden genomen om dubbele financiering en dubbele financiering van de onder de overeenkomst vallende activiteiten te voorkomen. Een team, in opdracht van de burgemeester, is bedoeld om de belangrijkste doelgroepen — begunstigden van het project — te definiëren op basis van de lijsten van DS Stamboliiski en een vooraf vastgesteld selectiemechanisme. Voor de aankoop van voedingsmiddelen en de levering van warme lunch is onderhandse gunning aan een aannemer voorzien in de Wet inzake overheidsopdrachten. De warme lunch zal worden bereid onder directe controle van de gemeente Perushtitsa en met inachtneming van de voedselveiligheidseisen, nationale normen en voedingsnormen en de eis om bij te dragen aan het evenwichtige dieet. De levering van een warme lunch is gepland vanaf 07.09.2016 en zal worden gedekt tot 100 gebruikers uit de gemeente binnen 44 maanden en op werkdagen van de maanden. Dit projectvoorstel voorziet in maandelijkse raadplegingen over de mogelijkheden voor het gebruik van andere sociale diensten, het gebruik van gemeentelijke administratieve diensten en de ondersteuning van de behoeften en problemen van vertegenwoordigers van de doelgroep door een werknemer van het OP Sociale Patronage en zal worden uitgevoerd tijdens de uitvoering van de activiteit „Een warme lunch”. L'obiettivo della proposta di progetto è quello di fornire un pranzo caldo al gruppo destinatario: le persone che ricevono un sostegno mensile ai sensi dell'articolo 9 del regolamento di attuazione della legge sull'assistenza sociale e le persone che vivono solitarie e le famiglie, nonché le persone con comprovata mancanza di reddito e i parenti che si occupano di loro sul territorio del comune. Le attività del progetto si baseranno e amplieranno la portata dell'attuale impresa comunale "Social Patronage" e durante la sua attuazione saranno adottate le misure necessarie per evitare il doppio finanziamento e la duplicazione delle attività coperte. Un gruppo, formato per ordine del sindaco, ha lo scopo di definire i principali gruppi destinatari — beneficiari del progetto sulla base degli elenchi ricevuti da DS Stamboliiski e di un meccanismo di selezione prestabilito. Per l'acquisto di prodotti alimentari e per la fornitura di pranzi caldi, la legge sugli appalti pubblici prevede l'aggiudicazione diretta a un contraente. L'alimento finito sarà consegnato a un impianto adeguato registrato a norma dell'articolo 12 della legge alimentare. Da lì, gli utenti qualificati riceveranno il pranzo caldo. Alle persone con difficoltà di mobilità sarà assicurato il trasporto verso la propria abitazione. Il pranzo caldo fornito sarà preparato sotto il controllo diretto del comune di Perushtitsa e nel rispetto dei requisiti di sicurezza alimentare, delle norme nazionali e degli standard nutrizionali e dell'obbligo di contribuire alla dieta equilibrata. La fornitura di un pranzo caldo è prevista a partire dal 07.09.2016 e sarà coperta fino a 100 utenti del comune entro 44 mesi e nei giorni lavorativi dei mesi. La presente proposta di progetto prevede consultazioni mensili sulle opportunità di utilizzo di altri servizi sociali, utilizzo di servizi amministrativi comunali e sostegno alle esigenze e ai problemi dei rappresentanti del gruppo destinatario da parte di un dipendente del PO Patrocinio sociale e sarà attuata durante l'attuazione dell'attività "Fornire un pranzo caldo". El objetivo de la propuesta de proyecto es proporcionar un almuerzo caliente al grupo destinatario: las personas que reciben ayuda mensual con arreglo a lo dispuesto en el artículo 9 del Reglamento por el que se aplica la Ley de asistencia social y las personas solas vivas y las familias, así como las personas que carecen de ingresos y sus familiares para ocuparse de ellos en el territorio del municipio. Las actividades del proyecto se basarán y ampliarán el alcance de la actual Empresa Municipal «Patrocinio Social» y durante su ejecución se tomarán las medidas necesarias para evitar la doble financiación y la duplicación de las actividades cubiertas. Un equipo, formado por orden del alcalde, tiene por objeto definir los principales grupos destinatarios: beneficiarios del proyecto sobre la base de las listas recibidas de DS Stamboliiski y un mecanismo de selección preestablecido. Para la compra de productos alimenticios y el suministro de almuerzo caliente, la adjudicación directa a un contratista está prevista en la Ley de contratación pública. Los alimentos acabados se entregarán a una instalación apropiada registrada de conformidad con el artículo 12 de la Ley de alimentos. A partir de ahí, los usuarios cualificados recibirán el almuerzo caliente. Las personas con dificultades de movilidad recibirán transporte a sus hogares. El almuerzo caliente se preparará bajo el control directo del municipio de Perushtitsa y en cumplimiento de los requisitos de seguridad alimentaria, las normas nacionales y las normas nutricionales y el requisito de contribuir a una dieta equilibrada. La provisión de un almuerzo caliente está programada para comenzar a partir del 07.09.2016 y se cubrirá hasta 100 usuarios del municipio dentro de los 44 meses y en los días laborables de los meses.
