Целта на проектното предложение е да се предостави топъл обяд на лица от целевата група: лица на месечно подпомагане по реда и условията на чл.9 от Правилника за прилагане на Закона за социално подпомагане и самотно живеещите лица и семейства, и лица с доказана липса на доходи и близки, които да се грижат за тях на територията на общината. Дейностите по проекта ще надградят и разширят обхвата на действащото Общинско предприятие "Социален патронаж", като по време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. Предвижда се екип, сформиран със заповед на кмета да дефинира основните целеви групи - бенефициенти по проекта въз основа на получени списъци от Д "СП" гр. Стамболийски и предварително изготвен механизъм за подбор. За закупуване на хранителните продукти и предоставяне на топъл обяд е предвидено пряко възлагане на изпълнител съгласно Закона за обществени поръчки. Готовата храна ще се доставя до подходяща материална база , регистрирана съгласно чл.12 от Закона за храните. От там класираните потребители ще получават топлия обяд. За лицата със затруднения в придвижването ще се осигури транспорт до домовете им. Предоставеният топъл обяд ще се приготвя под пряк контрол от страна на община Перущица и при спазване на изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Предоставянето на топъл обяд се предвижда да стартира от 07.09.2016 г., като ще бъдат обхванати до 100 потребители от общината в рамките на 44 месеца и в работни дни от месеците. В настоящото проектно предложение са заложени ежемесечни консултации за възможности за ползване на други социални услуги, ползване на административни общински услуги и подкрепа при нужди и проблеми на представители на целевата група от служител на ОП "Социален патронаж" и ще се реализира през целия период на изпълнение на дейността "Осигуряване на топъл обяд". The aim of the project proposal is to provide a warm lunch to the target group: persons receiving monthly support under the terms and conditions of Article 9 of the Regulation implementing the Social Assistance Act and lonely living persons and families, and persons with proven lack of income and relatives to take care of them on the territory of the municipality. The project activities will build on and expand the scope of the existing Municipal Enterprise “Social Patronage” and during its implementation the necessary measures will be taken to avoid double financing and duplication of covered activities. A team, formed by order of the mayor, is intended to define the main target groups — beneficiaries of the project on the basis of the lists received from DS Stamboliiski and a pre-established selection mechanism. For the purchase of food products and provision of hot lunch, direct award to a contractor is foreseen under the Public Procurement Act. The finished food will be delivered to an appropriate facility registered in accordance with Article 12 of the Food Act. From there, qualified users will receive the warm lunch. People with mobility difficulties will be provided with transport to their homes. The hot lunch provided will be prepared under the direct control of the municipality of Perushtitsa and in compliance with food safety requirements, national standards and nutrition standards and the requirement to contribute to the balanced diet. The provision of a warm lunch is scheduled to start from 07.09.2016 and will be covered up to 100 users from the municipality within 44 months and on working days of the months. This project proposal provides monthly consultations on opportunities for use of other social services, use of municipal administrative services and support in the needs and problems of representatives of the target group by an employee of the Social Patronage OP and will be implemented throughout the implementation of the activity “Providing a warm lunch”.
