Potrzeba realizacja projektu wynika z analizy problemów, dotykających społeczność lokalną Miasta i Gminy Oleszyce, na terenie której będzie realizowany niniejszy projekt. Głównymi problemami są: • Niski stopień wykorzystania e-usług publicznych m.in. z uwagi na ubogą ofertę niedopasowaną do aktualnych potrzeb • Niewystarczający dostęp do usług w najbardziej newralgicznych obszarach życia co-dziennego (edukacja, podatki i opłaty) • Utrudniony dostęp do informacji oraz procedur administracyjnych z uwagi na oferowanie ich wyłącznie w formie tradycyjnej lub w formie e-usług o niskim poziomie zaawansowania • Brak narzędzi pozwalających na faktyczne wykorzystanie zaimplementowanych e-usług (niespójność oprogramowania dziedzinowego z wdrożonymi rozwiązaniami) • Brak jednolitej struktury systemów informatycznych utrudniająca sprawne funkcjonowanie Urzędu, w tym obsługę procesów związanych z prowadzonymi sprawami klientów • Braki w infrastrukturze informatycznej (sprzęt) uniemożliwiające korzystanie z już istniejących zasobów. Celem projektu jest rozwój społeczeństwa informacyjnego na terenie Gminy Oleszyce poprzez dostęp dla mieszkańców i przedsiębiorców do lokalnej platformy e-usług publicznych. Cel ten zostanie zrealizowany poprzez: - - modernizację sieci logiczne w budynku Urzędu Gminy - dostawę infrastruktury sprzętowej do Urzędu Gminy - dostawę urządzeń oraz zapewnienie komunikacji z jednostkami podległymi - modernizację i rozbudowę systemów dziedzinowych - wdrożenie elektronicznego obiegu dokumentów w Urzędzie - uruchomienie e-usług publicznych w Gminie - integrację systemów informatycznych z platformą e-usług. Rezultatem projektu będzie wzrost liczby usług realizowanych w Urzędzie z wykorzystaniem narzędzi elektronicznych na wyższych poziomach dojrzałości, czego wyrazem będzie wzrost liczby pobrań dokumentów zawierających informacje sektora publicznego oraz wzrost liczby użytkowników narzędzi cyfrowych. The need for the project results from the analysis of problems affecting the local community of Oleszyce City and Municipality, where this project will be implemented. The main problems are: • Low degree of use of public e-services due to poor offer not matched to current needs • Insufficient access to services in the most sensitive areas of everyday life (education, taxes and fees) • Unsatisfactory access to information and administrative procedures due to the provision of services in the most sensitive areas of everyday life (education, taxes and fees) • Incomplete access to information and administrative procedures due to the provision of IT services only in the form of traditional services or in the form of e-services of the Office with a low level of expertise • No tools allowing for the actual use of the implemented software. The aim of the project is to develop the information society in the Oleszyce commune through access for residents and entrepreneurs to the local public e-service platform. This objective will be achieved by: — – modernisation of logical networks in the building of the Municipal Office – supply of hardware infrastructure to the Municipal Office – delivery of devices and provision of communication with subordinate units – modernisation and extension of field systems – implementation of the electronic circulation of documents in the Office – launching public e-services in the Municipality – integration of IT systems with the e-service platform. The project will result in an increase in the number of services provided in the Office using electronic tools at higher levels of maturity, which will be reflected in the increase in the number of downloads of documents containing public sector information and an increase in the number of users of digital tools. La nécessité du projet résulte d’une analyse des problèmes qui touchent la communauté locale de la ville et de la municipalité d’Oleszyce, où ce projet sera mis en œuvre. Les principaux problèmes sont les suivants: Accès insuffisant aux services dans les domaines les plus sensibles de la vie quotidienne (éducation, taxes et frais) • accès limité à l’information et aux procédures administratives du fait qu’ils ne sont offerts que sous une forme traditionnelle ou sous la forme de services électroniques de faible niveau • Absence d’outils permettant l’utilisation effective des services en ligne mis en œuvre (incohérence des logiciels de terrain avec des solutions mises en œuvre) L’objectif du projet est de développer la société de l’information dans la municipalité d’Oleszyce par l’accès des résidents et des entrepreneurs à la plateforme locale de services électroniques. Cet objectif sera atteint par les moyens suivants: — Modernisation des réseaux logiques dans le bâtiment des bureaux municipaux — fourniture d’infrastructures d’équipement au bureau municipal — fourniture d’équipements et de communication avec les unités subordonnées — modernisation et expansion des systèmes de terrain — mise en œuvre de la circulation électronique des documents au sein de l’Office — lancement des services électroniques dans la municipalité — intégration des systèmes d’information avec la plateforme e-services. Le projet entraînera une augmentation du nombre de services fournis par l’Office à l’aide d’outils électroniques à un plus haut niveau de maturité, avec une augmentation du nombre de téléchargements de documents contenant des informations du secteur public et une augmentation du nombre d’utilisateurs d’outils numériques.
