Conformément à la circulaire DGEFP 99/40 « le PLIE est un dispositif de mise en cohérence des interventions publiques au plan local afin de favoriser l’accès ou le retour à l’emploi des personnes les plus en difficultés… Cette démarche partenariale … est destinée à renforcer, dans un territoire donné, par une bonne coordination et par la mobilisation de moyens supplémentaires la cohérence et l’efficacité des diverses politiques d’insertion. Elle doit permettre d’améliorer l’accès à l’emploi des femmes et des hommes confrontés à une exclusion durable du marché de l’emploi » L’objectif du PLIE est de mobiliser et de renforcer l’ensemble des moyens du territoire concourant à l’accompagnement de ces publics. Les personnes (dites « participants ») peuvent être accompagnées dans le cadre du Plan Local pour l’Insertion et l’Emploi de ViennAgglo aux conditions suivantes : Elles connaissent des difficultés d’accès ou de retour à l’emploi et ne sont pas autonomes dans leurs démarches pour des raisons diverses : * D’ordre professionnelle tels que, un faible niveau de qualification, un manque d’expérience ou une expérience difficilement transférable en France, un projet à valider, des difficultés à s’orienter dans les dispositifs * D’ordre périphérique tels que la non maîtrise de la langue, des codes et usages du monde du travail, liées à la situation familiale, à l’âge, au logement, à la santé ou encore à la marginalisation sociale. Une attention particulière est portée : * aux demandeurs d’emploi de longue durée ou toute personne cherchant un emploi depuis plus d’un an (inscrite ou non) * aux allocataires des minima sociaux * aux personnes de faible niveau de qualification * aux séniors en demande d’emploi (+ de 50 ans) * aux personnes ayant une reconnaissance Travailleur Handicapé * aux personnes ayant des difficultés particulières (parent isolé, primo-arrivant, maitrisant peu ou mal les savoirs de base ou la langue française, sortant d’une période de longue maladie, d’inactivité…) Plusieurs actions sont mises en œuvre pour atteindre les objectifs définis par le protocole et ajustés par les comités de pilotage : 1) _ **l'accompagnement individuel renforcé**_ : permettre à chacun des participants d’être accompagné par une même personne qui aura en charge de définir avec lui son projet professionnel et les modalités pour qu'il se réalise. _**2) la structuration d'ateliers collectifs**_ suivant les problématiques rencontrées auprès des participants, permettre de travailler sur certaines réponses à ces difficultés de manière collective, compléter l'offre d'actions présentes dans le droits commun (PDI-E, Pôle Emploi, projets Politique de la Ville...) _**3) aide individuelle à la formation ou la reprise d'activité**_ qui permet de façon ponctuelle d’apporter une réponse aux problématiques des participants (garde d’enfant, formation spécifique, transports, …) 4) _**Pilotage, animation et coordination du PLIE**_ action mettant en oeuvre le Plan Local Insertion Emploi (French)

According to the circular DGEFP 99/40 "the PLIE is a mechanism for bringing public interventions at local level into line with the aim of promoting access to or return to employment for those most in difficulty... This partnership approach... is intended to strengthen, in a given territory, through good coordination and the mobilisation of additional resources the coherence and effectiveness of the various integration policies. It should make it possible to improve access to employment for women and men facing sustainable exclusion from the labour market." The aim of the PLIE is to mobilise and strengthen all the resources of the territory contributing to the support of these groups. Persons (so-called “participants”) may be accompanied under the Local Plan for the Insertion and Employment of ViennAgglo under the following conditions: They face difficulties in accessing or returning to employment and are not autonomous in their approach for a variety of reasons: * Of a professional nature, such as a low level of qualification, a lack of experience or experience that is difficult to transfer in France, a project to be validated, difficulties in moving into the devices * Peripheral reasons such as the lack of command of the language, the codes and practices of the world of work, linked to the family situation, age, housing, health or social marginalisation. Particular attention shall be paid to: * long-term jobseekers or anyone seeking employment for more than one year (registered or not) * to recipients of the social minimum * to persons of low qualification level * to seniors applying for employment (+ 50 years) * to persons with recognition Disabled worker * to persons with special difficulties (single parent, first arrival, little or poorly mastering basic knowledge or the French language, leaving a period of long illness, inactivity...) Several actions are implemented to achieve the objectives defined by the protocol and adjusted by the steering committees: 1) _ **enhanced individual accompaniment**_: allow each of the participants to be accompanied by the same person who will be in charge of defining with him his/her professional project and the modalities for it to be realised. _**2) the structuring of collective workshops**_ according to the problems encountered with the participants, to allow to work on certain answers to these difficulties collectively, to supplement the offer of actions present in the common rights (PDI-E, Pole Emploi, projects Policy of the City...) _**3) individual support for training or the resumption of activity**_ which allows in an ad hoc way to respond to the problems of participants (childcare, specific training, transport,...) 4) _**Pilotage, animation and coordination of the PLIE**_ action implementing the Local Insertion Employment Plan (English)

Im Einklang mit dem Rundschreiben DGEFP 99/40 "ist das PLIE ein Instrument zur Abstimmung öffentlicher Maßnahmen auf lokaler Ebene, um den Zugang oder die Rückkehr der am stärksten benachteiligten Personen in den Arbeitsmarkt zu erleichtern... Dieser partnerschaftliche Ansatz... soll durch eine gute Koordinierung und die Mobilisierung zusätzlicher Mittel die Kohärenz und Wirksamkeit der verschiedenen Eingliederungsmaßnahmen in einem bestimmten Gebiet stärken. Sie soll dazu beitragen, den Zugang von Frauen und Männern zur Beschäftigung zu verbessern, die von einer dauerhaften Ausgrenzung vom Arbeitsmarkt betroffen sind." Ziel des PLIE ist es, alle lokalen Ressourcen zu mobilisieren und zu stärken, die zur Unterstützung dieser Zielgruppen beitragen. Personen (sogenannte „Teilnehmer“) können im Rahmen des lokalen Plans für die Eingliederung und Beschäftigung von ViennAgglo unter folgenden Bedingungen begleitet werden: Sie haben Schwierigkeiten beim Zugang zum Arbeitsmarkt oder bei der Rückkehr in den Arbeitsmarkt und sind aus verschiedenen Gründen nicht eigenständig: * Beruflicher Art, geringe Qualifikation, mangelnde Erfahrung oder schwer übertragbare Erfahrung in Frankreich, ein zu validierendes Projekt, Schwierigkeiten bei der Orientierung in peripheren Einrichtungen, wie z. B. die Nichtbeherrschung der Sprache, der Kodizes und der Gepflogenheiten der Arbeitswelt im Zusammenhang mit der familiären Situation, dem Alter, dem Wohnen, der Gesundheit oder der sozialen Ausgrenzung. Besondere Aufmerksamkeit gilt: * Langzeitarbeitsuchende oder Personen, die seit mehr als einem Jahr eine Beschäftigung suchen (eingeschrieben oder nicht) * Leistungsempfänger von Mindestsozialleistungen * Personen mit niedrigem Qualifikationsniveau * Senioren, die Arbeit suchen (+ 50 Jahre) * Personen mit einer Anerkennung Behinderter * Personen mit besonderen Schwierigkeiten (Einzeleltern, Erstankömmlinge, die die Grundkenntnisse oder die französische Sprache kaum oder schlecht beherrschen, nach langer Krankheit, Nichterwerbstätigkeit...) Mehrere Maßnahmen werden durchgeführt, um die im Protokoll festgelegten und von den Lenkungsausschüssen angepassten Ziele zu erreichen: 1) _ **die verstärkte individuelle Begleitung**_: jedem Teilnehmer die Möglichkeit zu geben, von einer Person begleitet zu werden, die mit ihm sein professionelles Projekt und die Modalitäten für seine Verwirklichung festlegt. _**2) Strukturierung von Gruppenworkshops**_ entsprechend den bei den Teilnehmern aufgetretenen Problemen, Ermöglichung der kollektiven Arbeit an bestimmten Antworten auf diese Schwierigkeiten, Ergänzung des Angebots von Aktionen im Rahmen der gemeinsamen Rechte (PDI-E, Beschäftigungspol, Projekte der Stadtpolitik...) _**3) individuelle Hilfe für die Ausbildung oder Wiederaufnahme der Tätigkeit**_ die es ermöglicht, punktuell auf die Probleme der Teilnehmer einzugehen (Kinderbetreuung, spezifische Ausbildung, Verkehr,...) 4) _****Pilotierung, Animation und Koordinierung der PLIE**_ Aktion zur Umsetzung des Plans Local Insertion Beschäftigung (German)
