Projekt służy upowszechnianiu i realizacji pogłębionych konsultacji społecznych w planowaniu i zagospodarowaniu przestrzennym, których wysoka jakość merytoryczna i forma przyjazna obywatelom (zastosowane techniki konsultacji), w tym grupom defaworyzowanym i grupom o szczególnych potrzebach funkcjonalnych pozwoli na faktyczny udział w podejmowaniu decyzji publicznych, pozytywnie oddziałując na życie lokalnych społeczności. Dodatkowo, dzięki bezpośredniemu wsparciu dla gmin realizujących procesy konsultacyjne możliwe jest podniesienie kompetencji i zwiększenie potencjału lokalnej administracji samorządowej, które pozytywnie wpłynie na funkcjonowanie tej administracji w kolejnych latach, w tym na stosowanie partycypacyjnych form podejmowania decyzji. W trakcie projektu zrealizowane zostaną procesy konsultacyjne dot. planowania przestrzennego w 25 gminach województw kujawsko-pomorskiego, pomorskiego, warmińsko-mazurskiego i zachodniopomorskiego. Każdy z nich realizowany będzie w oparciu o grant przyznawany gminom ze środków projektu i odnosił się będzie do wczesnego etapu powstawania dokumentu planistycznego. Wypracowane w trakcie projektu rozwiązania i zebrane doświadczenia w zakresie skutecznych sposobów włączenia mieszkańców w procesy planowania i zagospodarowania przestrzennego (planowana różnorodność tematyki konsultacji), jak i stosowania innowacyjnych metod konsultacji przez kadry administracji samorządowej sprzyjają wykorzystaniu efektów projektu przez gminy z całej Polski. Projekt został wspólnie przygotowany i będzie realizowany w partnerstwie przez Kujawsko-Pomorską Federację Organizacji Pozarządowych i Fundację Stabilo (między 04/2016 a 12/2018), które wspólnie realizują większość działań projektu, wykorzystując doświadczenia obu organizacji z dotychczasowych działań konsultacyjnych, z włączania mieszkańców do działań partycypacyjnych i współpracy z administracją publiczną. The project aims to promote and implement in-depth public consultation in planning and spatial planning, whose high substantive quality and citizen-friendly form (consultation techniques used), including disadvantaged groups and groups with special functional needs, will allow real participation in public decision-making, with a positive impact on the lives of local communities. In addition, thanks to direct support for municipalities implementing consultative processes, it is possible to increase competences and increase the capacity of local self-government administration, which will have a positive impact on the functioning of this administration in subsequent years, including the use of participatory forms of decision-making. During the project, consultative processes will be carried out on spatial planning in 25 municipalities of Kujawsko-Pomorskie, Pomeranian, Warmia-Mazury and Zachodniopomorskie voivodships. Each of them will be implemented on the basis of a grant granted to municipalities from the project and will refer to the early stage of the planning document. Solutions developed during the project and gained experience in the field of effective ways of involving residents in the planning and spatial planning processes (planned variety of consultation topics), as well as the use of innovative methods of consultation by local government staff, are conducive to the use of the project’s effects by municipalities from all over Poland. The project has been jointly prepared and will be implemented in partnership by the Kujawsko-Pomeranian Federation of Non-governmental Organisations and the Stabilo Foundation (between 04/2016 and 12/2018), which jointly implement most of the project’s activities, drawing on the experience of both organisations from existing consultation activities, including residents in participatory activities and cooperation with public administration. Le projet promeut et met en œuvre des consultations publiques approfondies dans le domaine de l’aménagement et de l’aménagement du territoire, dont la qualité substantielle et la forme conviviale pour les citoyens (techniques de consultation utilisées), y compris les groupes défavorisés et les groupes ayant des besoins fonctionnels particuliers, permettront de participer efficacement à la prise de décisions publiques, ce qui aura un impact positif sur la vie des communautés locales. En outre, grâce au soutien direct aux municipalités menant des processus consultatifs, il est possible d’accroître les compétences et les capacités de l’administration locale autonome, ce qui aura un impact positif sur le fonctionnement de cette administration dans les années à venir, y compris le recours à des formes participatives de prise de décision. Au cours du projet, des processus de consultation sur l’aménagement du territoire seront menés dans 25 municipalités des voïvodies de Kujawsko-Pomorskie, Pomorskie, Warmińsko-Mazurskie et Zachodniopomorskie. Chacune d’elles sera mise en œuvre sur la base d’une subvention accordée aux municipalités dans le cadre du projet et fera référence à l’étape initiale du document de planification. Les solutions développées au cours du projet et l’expérience acquise dans le domaine des moyens efficaces d’associer les résidents aux processus d’aménagement et d’aménagement du territoire (divers thèmes de consultation planifiés), ainsi que l’utilisation de méthodes innovantes de consultation par le personnel de l’administration locale, favorisent l’utilisation des effets du projet par les municipalités de toute la Pologne. Le projet a été préparé conjointement et sera mis en œuvre en partenariat par la Fédération Kujawsko-Pomeranian des organisations non gouvernementales et la Fondation Stabilo (entre le 04/2016 et le 12/2018), qui mettent en œuvre conjointement la plupart des activités du projet, en s’appuyant sur l’expérience des deux organisations lors d’activités consultatives antérieures, impliquant les résidents dans des activités participatives et en coopération avec l’administration publique.
