Le projet s'inscrit dans la dimension "logement" du parcours d'insertion des bénéficiaires du RSA. Sur saisine du service prescripteur, le technicien de l'action "tuteur habitat" intervient aussi bien auprès des locataires que des propriétaires bénéficiaires du RSA sur les dimensions suivantes: * Accompagnement pour l'auto-réhabilitation de leur logement sur des **petits travaux de remise en état ou d’amélioration** de leur logement ainsi que pour des **travaux d’aménagement extérieur et d’environnemen** t. * **Diagnostic** des travaux à réaliser. * **Encadrement des ou du bénéficiaire(s)** en recherchant leur implication maximale et appui technique. * **Aide au montage financier** et contact avec les opérateurs de Programmes Sociaux Thématiques si nécessaire. * **Médiation** avec le bailleur si nécessaire. * **Participation aux actions de sensibilisation** des bénéficiaires du RSA ou des institutionnels (exemple: présentation de l'action lors des journées "bilan de santé" avec l'IRSA). * **Mobilisation du réseau de partenaires** pouvant concourir à la réussite des parcours d'insertion (collectivités locales, associations d'insertion par l'activité économique, associations d'entraide, organismes de formation ....) A ces interventions formelles, une assistance technique peut également être apportée de manière très ponctuelle aux bénéficiaires du RSA dans les domaines suivants: * Présence du technicien lors d' **état des lieu** x locatifs. * **Aide aux démarches juridiques** (mise en relations, études documentaires, accompagnement physique). * **Démarches purement administrative** s (par exemple, recherche d'acte de propriété). * **Prêt d'outils** aux bénéficiaires pour l’entretien extérieur (tonte, fauchage). * **Accompagnement à EMMAUS** pour choisir du mobilier, de l'électroménager, un vélo ou tout autre matériel. * **Aide pour le déménagemen** t sur des petites distances. **_Moyens mis en oeuvre:_** **_Moyens Humains_** : un technicien employé à temps plein intervient sur l'action. Il est doté d'une formation de chef de chantier d'insertion en aménagement d'espaces naturels et bâtis. Il dispose d'une expérience de 29 ans dans le bâtiment. **__Matériels_ :_** * véhicule de service, matériel nécessaire à la réalisation de petits travaux (décolleuses, outillage électroportatif, caisse à outils complète); * mise à disposition de la logistique de l’association : informatique, téléphonie, secrétariat. **_Suivi de l’action:_ **le suivi de l’action est assuré par les animateurs locaux de l’équipe pluridisciplinaire, lors de réunion en cours et en fin d'année. **_Echange des pratiques:_** des contacts réguliers avec les autres techniciens habitat du département permettent d’échanger sur les pratiques, les difficultés rencontrées et les solutions originales trouvées. The project is part of the housing dimension of the integration pathway for the beneficiaries of the RSA. Upon referral to the prescribing department, the technician of the “home tutor” action intervenes with both the tenants and the owners benefiting from the RSA on the following dimensions: * Accompaniment for the self-rehabilitation of their housing on **small restoration or improvement work** of their accommodation, as well as for **outdoor and environmental works** t. * **Diagnostic** of the work to be carried out. * ** mentoring the beneficiary(s)** by seeking their maximum involvement and technical support. * **support for financial assembly** and contact with the operators of Thematic Social Programs if necessary. * **mediation** with the lessor if necessary. * **participation in awareness-raising actions** of beneficiaries of the RSA or institutions (e.g. presentation of the action at the “health check” days with IRISA). * **mobilisation of the network of partners** can contribute to the success of integration pathways (local communities, associations of integration through economic activity, mutual aid associations, training organisations, etc.) To these formal interventions, technical assistance can also be provided on a very ad hoc basis to the beneficiaries of the RSA in the following areas: * Presence of technician during ** condition of location** x rental. * **help with legal procedures** (relationship, documentary studies, physical accompaniment). * **pure administrative steps** s (e.g. search for an act of ownership). * **tool loan** to beneficiaries for external maintenance (tont, mowing). * ** accompaniment to EMMAUS** to choose furniture, appliances, bicycles or other equipment. * **help for moving** t over small distances. **_Means implemented:_** **_Human means_**: a full-time technician intervenes on the action. It is equipped with training as an integration site manager in the development of natural and built spaces. He has 29 years of experience in the building. **__Materials_:_** * service vehicle, equipment required to carry out small works (e.g. strippers, portable power tools, complete toolbox); * provision of the logistics of the association: computer, telephony, secretarial. **_Follow-up of the action:_ **the action is monitored by the local facilitators of the multidisciplinary team, at current meetings and at the end of the year. **_Exchange of practices:_** Regular contacts with other habitat technicians in the department allow to exchange on practices, difficulties encountered and original solutions found.
