    EL PROYECTO QUE SE PRESENTA TIENE COMO OBJETIVO APLICAR LOS CONCEPTOS PROVENIENTES DE LA LITERATURA EN MATERIA DE GESTION DEL CAPITAL INTELECTUAL Y DE LA DIRECCION ESTRATEGICA DE LOS RECURSOS HUMANOS AL ANALISIS DEL FUNCIONAMIENTO Y LA GESTION DE LOS GRUPOS DE INVESTIGACION DE UNIVERSIDADES Y ORGANISMOS CIENTIFICOS. PARA ELLO, SE HA CONFIGURADO UN EQUIPO QUE REUNE A INVESTIGADORES DE LAS UNIVERSIDADES DE CADIZ Y DE LAS PALMAS DE GRAN CANARIA, CON UNA DILATADA EXPERIENCIA PREVIA EN LAS AREAS DE CONOCIMIENTO SEÑALADAS. APLICANDO LOS DESARROLLOS TEORICOS Y EMPIRICOS QUE AMBOS GRUPOS HAN OBTENIDO EN PROYECTOS FINANCIADOS EN CONVOCATORIAS ANTERIORES, SE PROPONE ESTUDIAR LOS SIGUIENTES ASPECTOS: (1) LA DOTACION DE CAPITAL HUMANO DE LOS GRUPOS DE INVESTIGACION, (2) EL DESARROLLO DEL CAPITAL SOCIAL DE LOS MISMOS, A TRAVES DE LA INTENSIFICACION DE LAS REDES CIENTIFICAS TANTO FORMALES COMO INFORMALES EN LAS QUE PARTICIPAN, (3) EL ESTABLECIMIENTO DE MECANISMOS QUE PERMITEN EL APROVECHAMIENTO DEL CAPITAL HUMANO Y SOCIAL DEL GRUPO Y, (4) EL EFECTO QUE DETERMINADAS POLITICAS, EXTERNAS AL GRUPO, TIENEN SOBRE LAS VARIABLES ANTERIORES. CONCRETANDO LA UNIDAD DE ANALISIS, SE PROPONE ESTUDIAR LOS GRUPOS DE INVESTIGACION EN UNIVERSIDADES Y ORGANISMOS CIENTIFICOS VINCULADOS A LOS CAMPUS DE EXCELENCIA INTERNACIONAL EN EL AMBITO DEL MAR (AGRUPADOS EN LA RED CEIMAR-NET). DE ESTA FORMA, SE AÑADE AL PROYECTO UN OBJETIVO DE CARACTER MAS APLICADO, A TRAVES DEL CUAL SE PRETENDE EVALUAR EL EFECTO QUE LA PUESTA EN MARCHA DE LOS CAMPUS DE EXCELENCIA INTERNACIONAL HA TENIDO SOBRE EL CAPITAL INTELECTUAL CIENTIFICO DE LAS INSTITUCIONES PARTICIPANTES. PARA CONSEGUIR ESTOS OBJETIVOS, SE PROPONE UTILIZAR UN DOBLE ENFOQUE METODOLOGICO, QUE COMBINA TECNICAS CUALITATIVAS Y CUANTITATIVAS. LAS PARTICULARIDADES DE LA ACTIVIDAD CIENTIFICA, Y EL HECHO DE QUE SE APLIQUEN PARA EXPLICARLA PLANTEAMIENTOS PROVENIENTES DE LA LITERATURA EN ORGANIZACION Y DIRECCION DE LOS RECURSOS HUMANOS REQUIERE UN PRIMER ANALISIS DE CARACTER MAS INDUCTIVO. A TRAVES DE LA TECNICA DELPHI, SE PRETENDE EXPLORAR LAS VARIABLES ESPECIFICAS QUE DESCRIBEN EL CAPITAL INTELECTUAL DE LOS GRUPOS DE INVESTIGACION, ASI COMO LOS MECANISMOS ESPECIFICOS A TRAVES DE LOS QUE ESTE SE GESTIONA. A PARTIR DE LOS RESULTADOS DE ESTE ANALISIS CUALITATIVO SE DERIVARAN LAS HIPOTESIS DE TRABAJO, QUE SERAN POSTERIORMENTE CONTRASTADAS A TRAVES DE UN ESTUDIO CUANTITATIVO, BASADO EN DATOS PROVENIENTES DE UNA ENCUESTA DISEÑADA CON CARACTER ESPECIFICO PARA ESTUDIAR EL DESARROLLO, LA ACUMULACION Y EL APROVECHAMIENTO DEL CAPITAL INTELECTUAL DE LOS GRUPOS DE INVESTIGACION ACADEMICOS._x000D_ CON EL PROGRAMA DE TRABAJO QUE SE PROPONE, EL PROYECTO DESARROLLARIA UNA TRIPLE CONTRIBUCION: (1) SOBRE LA LITERATURA EN DIRECCION ESTRATEGICA DE LOS RECURSOS HUMANOS, ANALIZANDO EL CONSTRUCTO DEL CAPITAL INTELECTUAL SOBRE UNA UNIDAD DE ANALISIS QUE HA RECIBIDO UN TRATAMIENTO MUY ESCASO EN LA LITERATURA; (2) SOBRE LOS ESTUDIOS PREVIOS EN MATERIA DE GESTION DE LA INVESTIGACION, APLICANDO UN MARCO TEORICO QUE PUEDE EXPLICAR LAS DIFERENCIAS EN PRODUCTIVIDAD CIENTIFICA Y LOS MECANISMOS INTERNOS DE FUNCIONAMIENTO DE LOS GRUPOS DE INVESTIGACION Y, (3) PARA LA TOMA DE DECISIONES EN UNIVERSIDADES Y ORGANISMOS CIENTIFICOS, PROPORCIONANDO ORIENTACIONES PARA EL DISEÑO DE POLITICAS DE DESARROLLO DEL CAPITAL INTELECTUAL INVESTIGADOR, ASI COMO UN SISTEMA DE INDICADORES QUE PERMITA EVALUAR LOS RESULTADOS DE LAS INICIATIVAS PLANTEADAS EN ESTE SENTIDO.     THE PROJECT PRESENTED AIMS TO APPLY THE CONCEPTS DERIVED FROM LITERATURE ON THE MANAGEMENT OF INTELLECTUAL CAPITAL AND THE STRATEGIC DIRECTION OF HUMAN RESOURCES TO THE ANALYSIS OF THE FUNCTIONING AND MANAGEMENT OF RESEARCH GROUPS OF UNIVERSITIES AND SCIENTIFIC ORGANISATIONS. TO THIS END, A TEAM HAS BEEN SET UP TO BRING TOGETHER RESEARCHERS FROM THE UNIVERSITIES OF CADIZ AND LAS PALMAS DE GRAN CANARIA, WITH EXTENSIVE PREVIOUS EXPERIENCE IN THE AREAS OF KNOWLEDGE MENTIONED. APPLYING THE THEORETICAL AND EMPIRICAL DEVELOPMENTS THAT BOTH GROUPS HAVE OBTAINED IN PROJECTS FUNDED IN PREVIOUS CALLS, IT IS PROPOSED TO STUDY THE FOLLOWING ASPECTS: (1) THE ENDOWMENT OF HUMAN CAPITAL OF THE RESEARCH GROUPS, (2) THE DEVELOPMENT OF THEIR SOCIAL CAPITAL, THROUGH THE INTENSIFICATION OF THE SCIENTIFIC NETWORKS BOTH FORMAL AND INFORMAL IN WHICH THEY PARTICIPATE, (3) THE ESTABLISHMENT OF MECHANISMS THAT ALLOW THE EXPLOITATION OF THE HUMAN AND SOCIAL CAPITAL OF THE GROUP AND, (4) THE EFFECT THAT CERTAIN POLICIES, EXTERNAL TO THE GROUP, HAVE ON THE PREVIOUS VARIABLES. CONCRETEISING THE ANALYSIS UNIT, IT IS PROPOSED TO STUDY RESEARCH GROUPS IN UNIVERSITIES AND SCIENTIFIC ORGANISATIONS LINKED TO THE CAMPUSES OF INTERNATIONAL EXCELLENCE IN THE FIELD OF THE SEA (GROUPED IN THE CEIMAR-NET NETWORK). IN THIS WAY, AN OBJECTIVE OF MORE APPLIED CHARACTER IS ADDED TO THE PROJECT, THROUGH WHICH IT IS INTENDED TO EVALUATE THE EFFECT THAT THE IMPLEMENTATION OF THE CAMPUSES OF INTERNATIONAL EXCELLENCE HAS HAD ON THE SCIENTIFIC INTELLECTUAL CAPITAL OF THE PARTICIPATING INSTITUTIONS. TO ACHIEVE THESE OBJECTIVES, IT IS PROPOSED TO USE A DUAL METHODOLOGICAL APPROACH, COMBINING QUALITATIVE AND QUANTITATIVE TECHNIQUES. THE PARTICULARITIES OF SCIENTIFIC ACTIVITY, AND THE FACT THAT THEY ARE APPLIED TO EXPLAIN APPROACHES FROM LITERATURE IN THE ORGANISATION AND DIRECTION OF HUMAN RESOURCES REQUIRES A FIRST ANALYSIS OF A MORE INDUCTIVE CHARACTER. THROUGH THE DELPHI TECHNIQUE, THE AIM IS TO EXPLORE THE SPECIFIC VARIABLES THAT DESCRIBE THE INTELLECTUAL CAPITAL OF THE RESEARCH GROUPS, AS WELL AS THE SPECIFIC MECHANISMS THROUGH WHICH IT IS MANAGED. From the results of this qualitative analysis will be derived from the hypotheses of work, which will be subsequently contrasted through a quantitious status, based on dates arising from a specific survey designed with a specific character to determine development, the accumulation and development of the INTELECTUAL CAPITAL OF ACADEMIC RESEARCH GROUPS._x000D_ WITH THE PROGRAMME OF WORKING PROGRAMME, THE PROJECT would develop a TRIPLE CONTRIBUTION: (1) ON LITERATURE IN STRATEGIC DIRECTION OF HUMAN RESOURCES, ANALYSING THE CONSTRUCT OF INTELLECTUAL CAPITAL ABOUT A UNIT OF ANALYSIS THAT HAS RECEIVED VERY LITTLE TREATMENT IN THE LITERATURE; (2) ON PREVIOUS STUDIES ON RESEARCH MANAGEMENT, APPLYING A THEORETICAL FRAMEWORK THAT CAN EXPLAIN THE DIFFERENCES IN SCIENTIFIC PRODUCTIVITY AND THE INTERNAL MECHANISMS FOR THE FUNCTIONING OF RESEARCH GROUPS AND (3) FOR DECISION-MAKING IN UNIVERSITIES AND SCIENTIFIC ORGANISATIONS, PROVIDING GUIDELINES FOR THE DESIGN OF POLICIES FOR THE DEVELOPMENT OF RESEARCH INTELLECTUAL CAPITAL, AS WELL AS A SYSTEM OF INDICATORS TO EVALUATE THE RESULTS OF THE INITIATIVES PROPOSED IN THIS REGARD.
