Saskaņā ar Ministru kabineta (turpmāk MK) rīkojumu Nr.58 no 2013. gada 19.02. “Par koncepciju par publisko pakalpojumu sistēmas pilnveidi”, Liepājas pilsētas dome 2015. gada 9. jūlijā ar lēmumu Nr. 313 nolēma veidot valsts un pašvaldības vienoto klientu apkalpošanas centru ēkā Peldu ielā 5, Liepājā, kas būs pieejams visiem Liepājas iedzīvotājiem. Tādējādi specifiskā atbalsta mērķa grupa atbilst 08.03.2016. MK noteikumu nr. 152 9. punktam.Projekta “Energoefektivitātes paaugstināšana Liepājas pilsētas pašvaldības ēkā Peldu ielā 5, Liepājā” (turpmāk tekstā – Projekts) mērķis, atbilstoši Liepājas pilsētas attīstības programmas 2015.-2020. gadam investīciju plānam ir paaugstināt ēkas energoefektivitāti, samazinot pašvaldības izdevumus par ēkas uzturēšanu, paaugstināt siltumtehniskās īpašības ēkas norobežojošām konstrukcijām, t.sk. logu un durvju maiņa, uzstādīt rekuperatīvo ventilācijas sistēmu ar automātisku ventilācijas intensitātes kontroli, apkures sistēmas pārbūve, apgaismojuma nomaiņa no maz efektīvām dienas gaismas lampām uz LED spuldžu gaismām, ēkas elektroniskās vadības sistēmas izveide un citas ar tām saistītas darbības. Atbilstoši tehniskās apsekošanas atzinumam, (SIA “LVCT”, no 23.02.2017.), kurš pievienots tehniskajam projektam, lai ēka atbilstu Latvijas būvnormatīvam, nodrošinātu ēkas ilgtspēju, ir nepieciešams izbūvēt jaunas stinguma sienas un stiprināt ēkas pamatus atsevišķās vietās. Bez šo darbu veikšanas nav iespējama projektā plānoto energoefektivitātes pasākumu veikšana. Kopā ar fasādes atjaunošanu plānots sakārtot ēkai pieguļošo teritoriju, t.sk. uzstādīt elektroauto uzlādes punktu 2 automašīnām un 4 speciāli apzīmētas stāvvietas invalīdiem blakus ieejai ēkā. Vides pieejamībai ir paredzēti pandusi pie ieejām, lifts un tualetes katrā stāvā cilvēkiem ratiņkrēslos. Tāpat projektā paredzēta piktogrammu uzstādīšana uz durvīm un invalīdu WC izsaukšanas sistēmas izbūve.2018. gadā ir izstrādāts tehniskais projekts (SIA “Arhitektu birojs KRASTS”). Projekta realizācija ir paredzēta 4 kārtās, no kurām:1.Kārtā visu būvkonstrukciju izbūve un norobežojošo konstrukciju siltināšana, 1., 2. un tehniskā (6.) stāva izbūve, lifta un maģistrālo inženierkomunikāciju izbūve un teritorijas labiekārtojums;2.Kārtā 3. stāva izbūve,3.Kārtā 4. stāva izbūve,4.Kārtā 5. stāva izbūve.Šā projekta ietvaros tiks realizētas pirmās 2 kārtas. Projekta realizācijas termiņš ir 16 mēneši (sākot ar 2019. IV ceturksni līdz 2021. gada I ceturksnim) . 2018. gada augustā ir izsludināts būvuzraudzības konkurss, kas ir noslēdzies (uzvarētājs SIA “BaltLine Globe”). 27.11.2018. izsludināts būvniecības konkurss. Paredzot, ka konkursa rezultāti var tikt apstrīdēti, tiek plānots, ka būvdarbu līgumu būs iespējams noslēgt 2019. gada jūnijā. Plānotās Projekta izmaksas (ar PVN):Būvdarbu kopējās izmaksas , atbilstoši būvniecības konkursā saņemtajai tāmei par 1. un 2. kārtu ir 5 453 366,61 Euro. Būvuzraudzības izmaksas atbilstoši iepirkumam sastāda 20 570,00 Euro. Autoruzraudzības izmaksas ir ietvertas tehniskā projekta piedāvājumā un ņemot vērā, ka tās ir aprēķinātas uz visām projekta kārtām, tās ir proporcionāli sadalītas atbilstoši projektētāja kontroltāmei un sastāda 2 970,07 Euro. Attiecināmās izmaksas 2 780 234,78 Euro, t.sk.:Eiropas reģionālās attīstības fonda finansējums (turpmāk ERAF) 2 000 520,68 Euro, valsts budžeta dotācija 194 894,46 Euro un pašvaldības attiecināmo izmaksu daļas 584 819,64 Euro. Neattiecināmās izmaksas, kuras sedz pašvaldība, sastāda būvdarbu summa 2 685 081,48 euro, autoruzraudzība 1 462,37 Euro un būvuzraudzība 10 128,05 Euro, kuras (autoruzraudzība, būvuzraudzība) ir proporcionāli sadalītas atbilstoši būvdarbu summas dalījumam.Plānots, ka pēc projekta pilnīgas realizācijas, saskaņā ar Reģionālās attīstības koordinācijas padomē apstiprinātajiem Projekta rezultātiem, vidējais siltumenerģijas patēriņš apkurei nepārsniegs 80.00 kWh/m2/gadā, primārās enerģijas gada patēriņa samazinājums sasniegs 904 731.00 kwh/gadā un aprēķinātais siltumnīcefekta gāzu samazinājums gadā 243.00 CO2 ekvivalents tonnās, kā to apliecina arī 18.01.2019. sagatavotais ēkas energoefektivitātes novērtējums aprēķinātajai energoefektivitātei. Projektā nav paredzēta atjaunojamo energoresursu lokālu ražošanas iekārtu uzstādīšana. (Latvian)

According to Cabinet of Ministers (hereinafter referred to as Cabinet of Ministers) order No.58 from 19.02. “On the concept of improvement of the public service system”, Liepaja City Council decided on July 9, 2015 by decision No. 313 to establish a unified customer service centre in the building in Peldu street 5, Liepaja, which will be accessible to all residents of Liepaja. The specific aid target group therefore corresponds to 08.03.2016. The aim of the project “Increasing energy efficiency in the Liepaja City Council building at 5 Peldu Street, Liepaja” (hereinafter – the Project) is to increase the energy efficiency of the building by reducing the costs of the building, to increase the thermal technical characteristics of the building, including window and door changes, to install recuperating ventilation system with automatic control of ventilation intensity, to increase heating system for building maintenance, to increase thermal technical properties for building envelope structures, including window and door change, to install recuperator ventilation system with automatic control of ventilation intensity, heating system conversion to daylight of other lighting. According to the technical survey opinion (SIA “LVCT”, from 23.02.2017), which is attached to the technical project in order to comply with the construction norm of Latvia, to ensure the sustainability of the building, it is necessary to build new rigidity walls and strengthen the foundations of the building in separate locations. Without these works, it is not possible to carry out the energy efficiency measures planned in the project. Together with renovation of the façade, it is planned to arrange the territory adjacent to the building, including the installation of an electric car charging point for 2 cars and 4 specially marked parking places for disabled persons next to the entrance to the building. For access to the environment, there is a pandock at the entrances, an elevator and toilets on each floor for wheelchair users. The project also provides for installation of pictograms on the door and construction of WC calling system for disabled people.In 2018 a technical project (SIA “Architects office KRASTS”) was developed. The implementation of the project is planned in 4 stages, of which:1.In the frame of the bare construction of all building structures and insulation of building envelopes, construction of 1, 2 and technical (6) floors, construction of lifts and main engineering communications and territory improvement; 2.In the yard, the 3rd floor construction,3.Kārta 4 floor construction,4.The first 2 stages will be realised within the framework of this project. The project implementation period is 16 months (starting from 2019. Quarter IV until Q 2021. In August 2018 a construction supervision tender was announced, which has been concluded (winner SIA “BaltLine Globe”). 27.11.2018. The construction competition has been announced. Provided that the results of the tender can be challenged, it is expected that the works contract will be possible to be concluded in June 2019. Planned Project Costs (including VAT): Total costs of construction works according to the estimate received in the construction competition for the 1st and 2nd rounds is EUR 5453366,61. The costs of construction supervision according to the procurement are EUR 20570,00. The costs of supervision are included in the technical project proposal and, given that they have been calculated for all the project rounds, are proportionally distributed according to the designer’s checkpoint and amount to EUR 2970,07. Eligible costs EUR 2780234,78, including: European Regional Development Fund funding (hereinafter ERDF) EUR 2000520,68, state budget grant EUR 194894,46 and local government’s eligible expenditure part EUR 584819,64. The ineligible costs, which are covered by the municipality, are EUR 2685081,48, author supervision EUR 1462.37 and construction supervision EUR 10128,05, which (author supervision, construction supervision) are apportioned according to the division of the amount of construction works.It is planned that after the full implementation of the project, according to the project results approved by the Regional Development Coordination Council, the average heat consumption for heating will not exceed 80.00 kWh/m²/year, the reduction of primary energy will reach 904 731.00 kwh/year and the calculated energy efficiency of the project will not exceed 80.00 kWh/m²/year for heating, the reduction of primary energy will reach 904 731.00 kwh/year and the calculated energy efficiency of the building will be calculated as the energy equivalent in 243.00. The project does not provide for the installation of local production equipment for renewable energy resources. (English)
