STATE BORDER GUARD SERVICE AT THE MINISTRY OF THE INTERIOR OF THE REPUBLIC OF LITHUANIA

The project is a joint activity by the State Border Guard Service (SBGS, LB), State Border Committee of the Republic of Belarus (SBC Belarus, B2), Fire and Rescue Department under the Ministry of the Interior of the Republic of Lithuania (FRD, B3) and Vilnius County Police Headquarters (Vilnius CPHQ, B4). The SBGS has its unit, Foreigners’ Registration Centre (FRC), operating in Pabrade (the only centre in LTU for accommodation of (a) foreigners detained for illegal entry or stay and (b) asylum seekers for the period of examination of their applications). The FRC operates from degraded, overcrowded military barracks with poor accommodation and working conditions. Men and women live in the same building. Inconsistency with national and international law for foreigners’ accommodation is notable. Local residents are concerned about insufficient availability of police and fire and rescue services and unfriendly environment distorted by an abnormal view of the FRC site. The project aims are: to (1) reconstruct old and create new facilities for staff and foreigners accommodated at the FRC and (2) relocate FRD Pabrade Team and Vilnius CPHQ Pabrade Police Station to the same FRC improving public safety and security at the site itself in Pabradė and surroundings. The project furthermore envisages cooperation activities fostering cooperation between LB and B2 seeking an uniform approach to migration-related international instruments in Lithuania and Belarus. LB and B2 encounter similar security-related challenges at both sides of the common border, and Lithuania and Belarus have signed the same international legal acts (conventions, treaties, etc.) governing protection of human rights which calls for their coordinated approach (inter alia, through this project) to the resolution of migration-related issues. Experience sharing activities between LB and B2 are therefore planned in the project. All beneficiaries are public bodies and their monopoly stems from national laws establishing that migration control, fire and rescue and police functions in Pabrade and in Belarus, exclusively belong to the competence of LB, B2, B3 and B4, respectively.
