Etableringscentrum - Establishment Center Establishment Center is a collaborative project between the Public Employment Service and the municipalities of the East Södertörn; Haninge, Nynäshamn and Tyresö and co-financed by the European Social Fund. The project operates between May 2018 and March 2021, with the aim of increasing the number of newly arrived women and men in becoming self-sufficient. Three Local Establishment Centers The project consists of three Establishment Centers located centrally in the participating municipalities and is expected to receive at least 800 participants during the project period. At the Establishment Center, newly arrived women and men receive support in the form of language improvement and job preparation activities. The activities complement the SFI and the Public Employment Service regular labor market efforts. Personnel with different skills and responsibilities At each Establishment Center there are staff from both the Public Employment Service and the municipality who support and coach the participant towards work and studies based on his individual needs. Besides employment advisers there are guidance counselors, social and employment consultants, language teachers and employer key account managers. The project enables close cooperation between the municipality, the Public Employment Service and the SFI. Which participants do we enroll ? Newly arrived women and men who are registered at the Public Employment Agency's Establishment Program, Job and Development Guarantee and Social Administration, also previously registered at the Establishment Program. The focus is on women and low educated individuals, based on statistics showing that they often take longer to become self-sufficient, also individuals who find it difficult to assimilate regular labor market efforts. Participants are divided into two target categories, those with short or no education and those with upper secondary or higher education. The participant's progress through the project Participants are remitted from the Public Employment Service to the Establishment Center. In connection with the first information meeting, the participant signs a consent and is enrolled into the project. The participant then receives a schedule with mandatory project activities depending on the individual´s needs. Parallel with the activities, an in-depth mapping and individual action plan are formed. The in-depth mapping is a joint meeting at which the participant, a project employee and member of staff from the municipality's regular activities, for example a social secretary, participate. The action plan is formed together with the participant and is a document that is updated on a regular basis and can include both short-term and long-term goals. Step Progression Model The project is developing a step-by-step model which measures the participant´s progression and is based on his target group category. Low educated individuals may be enrolled for one year in the project while those with high school and university education may be enrolled for six months. The activities in the various steps can be carried out parallel and are adapted to the needs of the individual.
