Проектното предложение демонстрира комбинация от добри практики с доказани резултати, като включва дейности, които се намират най-високо в йерархията при управление на отпадъците: предотвратяване на образуването им; подготовка за повторна употреба и рециклиране. Всички дейности, включени в предложението са съобразени с действащото и приложимо за територията на Р България законодателство. Проектното предложение включва организиране на демонстрационна система за разделно събиране на облекла и текстилни материали, които не са нужни на собствениците си. Събраните облекла и текстил след дезинфекция се предоставят за повторна употреба. Облеклата с дребни дефекти, които не са в добро състояние за директно повторно потребление преминават през процес на подготовка за повторна употреба, който включва преглед, почистване и при необходимост ремонт. Негодните за повторна употреба облекла и текстилни изделия се нарязват на парцали и ивици, необходими за тъкането на килими. Организиранa е работилница, в която се тъкат килими от негодните за повторна употреба текстилни изделия. За добра организация на процеса на сортиране на тъканите и тъкането на килимите е предвидено разработване на инструкции за сортиране, рязане на негодните за повторна употреба облекла и текстил и за тъкане на килими, както и обучение на персонала по разработените инструкции. За привличането на общественото внимание за предотвратяване образуването на битови отпадъци от облекла и текстил и стимулирането на промяна в поведението с цел формиране на общество с нулеви отпадъци се предвижда организиране на кампании - 2 пресконференции, кръгла маса и 2 демонстрационни работни срещи. Планирано е и разработване на брошури и указателни материали, подпомагащи изпълнението на проекта и постигането на устойчиви резултати. Организацията и управлението на проекта ще се изпълнява от предвиден екип от експерти, които ще изпълняват и дейностите по информация и комуникация. Проектът ще се изпълни в град Варна и град София. The project proposal demonstrates a combination of good practices with proven results, including activities that are the highest in the waste management hierarchy: preventing their formation; preparation for re-use and recycling. All activities included in the proposal comply with the legislation in force and applicable to the territory of the Republic of Bulgaria. The project proposal includes the organisation of a demonstration system for separate collection of garments and textiles which are not needed by their owners. Collected garments and textiles after disinfection shall be made available for reuse. Garments with minor defects which are not in good condition for direct re-use undergo a process of preparation for re-use, which includes examination, cleaning and, where necessary, repair. Non-reusable garments and textiles are cut into rags and strips necessary for the weaving of carpets. A workshop is organised where carpets are weaved from non-reusable textiles. For a good organisation of the process of sorting the fabric and weaving of carpets, it is envisaged to develop instructions for sorting, cutting of non-reusable garments and textiles and for weaving carpets, as well as training staff on the instructions developed. To raise public awareness of preventing the generation of household waste from clothing and textiles and stimulating behavioural change in order to form a zero-waste society, it is envisaged to organise campaigns — 2 press conferences, a round table and 2 demonstration workshops. It is also planned to develop brochures and guidance material to support the implementation of the project and the achievement of sustainable results. The organisation and management of the project will be implemented by a designated team of experts, who will also carry out the information and communication activities. La proposition de projet démontre une combinaison de bonnes pratiques avec des résultats avérés, y compris des activités qui sont les plus élevées dans la hiérarchie de la gestion des déchets: empêcher leur formation; préparation en vue du réemploi et du recyclage. Toutes les activités incluses dans la proposition sont conformes à la législation en vigueur et applicable au territoire de la République de Bulgarie. La proposition de projet prévoit l’organisation d’un système de démonstration pour la collecte séparée des vêtements et des textiles dont les propriétaires n’ont pas besoin. Les vêtements et textiles collectés après désinfection doivent être mis à disposition en vue de leur réutilisation. Les vêtements présentant des défauts mineurs qui ne sont pas en bon état en vue d’une réutilisation directe font l’objet d’un processus de préparation en vue de leur réemploi, qui comprend l’examen, le nettoyage et, le cas échéant, la réparation. Les vêtements et les textiles non réutilisables sont découpés en chiffons et bandes nécessaires au tissage des tapis. Un atelier est organisé où les tapis sont tissés à partir de textiles non réutilisables. Pour une bonne organisation du processus de triage et de tissage des tapis, il est envisagé d’élaborer des instructions pour le tri, le découpage des vêtements et textiles non réutilisables et pour le tissage des tapis, ainsi que la formation du personnel sur les instructions élaborées. Afin de sensibiliser le public à la prévention de la production d’ordures ménagères à partir de vêtements et de textiles et de stimuler le changement de comportement afin de former une société sans déchet, il est envisagé d’organiser des campagnes — 2 conférences de presse, une table ronde et 2 ateliers de démonstration. Il est également prévu d’élaborer des brochures et des documents d’orientation pour appuyer la mise en œuvre du projet et la réalisation de résultats durables. L’organisation et la gestion du projet seront mises en œuvre par une équipe d’experts désignée, qui mènera également les activités d’information et de communication. Der Projektvorschlag zeigt eine Kombination bewährter Verfahren mit nachgewiesenen Ergebnissen, einschließlich Tätigkeiten, die in der Abfallbewirtschaftungshierarchie am höchsten sind: Verhinderung ihrer Bildung; Vorbereitung zur Wiederverwendung und zum Recycling. Alle in dem Vorschlag aufgeführten Tätigkeiten entsprechen den geltenden und für das Hoheitsgebiet der Republik Bulgarien geltenden Rechtsvorschriften. Der Projektvorschlag umfasst die Einrichtung eines Demonstrationssystems für die getrennte Sammlung von Kleidungsstücken und Textilien, die von ihren Eigentümern nicht benötigt werden. Gesammelte Kleidungsstücke und Textilien nach der Desinfektion werden zur Wiederverwendung zur Verfügung gestellt. Kleidungsstücke mit geringfügigen Mängeln, die für die direkte Wiederverwendung nicht in gutem Zustand sind, werden einem Verfahren der Vorbereitung zur Wiederverwendung unterzogen, das die Untersuchung, Reinigung und erforderlichenfalls Reparatur umfasst. Nicht wiederverwendbare Kleidungsstücke und Textilien werden in Lumpen und Streifen geschnitten, die für das Weben von Teppichen notwendig sind. Es wird ein Workshop organisiert, in dem Teppiche aus nicht wiederverwendbaren Textilien gewebt werden. Für eine gute Organisation des Prozesses der Sortierung des Gewebes und des Webens von Teppichen ist vorgesehen, Anweisungen für die Sortierung, das Schneiden von nicht wiederverwendbaren Kleidungsstücken und Textilien sowie für das Weben von Teppichen zu entwickeln sowie das Personal auf den entwickelten Anweisungen auszubilden. Um die Öffentlichkeit dafür zu sensibilisieren, die Entstehung von Haushaltsabfällen aus Kleidung und Textilien zu verhindern und Verhaltensänderungen anzuregen, um eine Null-Abfallgesellschaft zu bilden, ist vorgesehen, Kampagnen – 2 Pressekonferenzen, einen Runden Tisch und zwei Demonstrationsworkshops – zu organisieren. Es ist auch geplant, Broschüren und Leitfäden zu entwickeln, um die Umsetzung des Projekts und die Erreichung nachhaltiger Ergebnisse zu unterstützen. Die Organisation und Verwaltung des Projekts wird von einem benannten Expertenteam durchgeführt, das auch die Informations- und Kommunikationstätigkeiten durchführt. Das Projekt wird in der Stadt Varna und Sofia durchgeführt. (German)
