Общата цел на проекта е да се намали количеството депонирани отпадъци в общините от РСУО Разград чрез изграждане на инфраструктура за разделно събиране и оползотворяване на зелените битови отпадъци и предварително третиране на смесените битови отпадъци. Тази цел е в съответствие с йерархията за управление на отпадъците и с националните цели за поетапно намаляване на количествата биоразградими битови отпадъци, предназначени за депониране, и увеличаване на дела на рециклираните и оползотворените отпадъци най-малко от хартия и картон, метали, пластмаса и стъкло. Проектът допринася и за подобряване на ресурсната ефективност, като в резултат от инвестицията отпадъкът ще се превръща в ресурс.Специфичната цел на проекта е да се осигури необходимата инфраструктура за увеличаване на количествата разделно събрани, рециклирани и оползотворени битови отпадъци, образувани на територията на общините от РСУО Разград.В проекта са включени следните дейности:1. Подготовка на проекта2. Подготовка на документации за възлагане на обществени поръчки3. Изготвяне на идейни проекти и изготвяне на документации за работно проектиране, строителство на двете инсталации и доставки4. Проектиране и изграждане на компостираща инсталация и инсталация за предварително третиране 5. Инвеститорски контрол и строителен надзор 6. Изпълнение на мерки за информация и комуникация7. Организация и управление на проектаВ резултат от изпълнението на проекта ще бъдат изградени компостираща инсталация и инсталация за предварително третиране. Социално-икономическите ползи от изпълнение на проекта са насочени към подобряване на качеството на околната среда за жителите в общините чрез намаляване на свързаните с депонирането на отпадъци вредни емисии; предоставяне на нов тип услуга относно отпадъците на жителите и бизнеса в общините. Ще бъдат разкрити и нови работни места, необходими за експлоатация на изградената инфраструктура. (Bulgarian)

The overall objective of the project is to reduce the amount of waste landfilled in Razgrad municipalities by building infrastructure for separate collection and recovery of green municipal waste and pre-treatment of mixed municipal waste. This objective is in line with the waste management hierarchy and national targets for a phased reduction of the amount of biodegradable municipal waste destined for landfilling and increasing the share of recycled and recovered waste at least from paper and cardboard, metals, plastics and glass. The project also contributes to improving resource efficiency, as a result of the investment the waste will become a resource. The specific objective of the project is to provide the necessary infrastructure for increasing the quantities of separately collected, recycled and recovered municipal waste generated on the territory of the municipalities of RSUO Razgrad.The project includes the following activities:1. Project preparation2. Preparation of procurement documentation3. Preparation of conceptual designs and preparation of documentation for working design, construction of the two installations and supplies4. Design and construction of composting plant and pretreatment plant 5. Investor control and construction supervision 6. Implementation of information and communication measures7. Organisation and management of the project as a result of the implementation of the project will be built a composting plant and a pretreatment plant. The socio-economic benefits of implementing the project are aimed at improving the quality of the environment for residents in municipalities by reducing the harmful emissions associated with landfilling; providing a new type of waste service to residents and businesses in municipalities. New jobs needed to operate the infrastructure will also be created. (English)
