Проектът изцяло отговаря на необходимостта от инвестиции в спортната инфраструктура, с цел постигането на съответствие с целите на областното и национално ниво. Развитието и модернизацията на спорта в община Ивайловград, с оглед повишаване качеството на предоставяните услуги, е приоритет, целящ осигуряване на липсващия финансов ресурс за развитието им, от една страна, а от друга страна - предприемането на мерки за развитието им в съответствие с приоритетите на национално, областно и местно ниво. Основните проблеми за поддръжката и развитието на спортната инфраструктура са свързани с липса на средства за ремонт и инвестиции и тенденция за продължаващо влошаване качеството на инфраструктурата. Бюджетните ресурси на община Ивайловград, както и на повечето общини в Република България, са силно зависими от субсидиите от републиканския бюджет, ограничени са възможностите за реализация на собствени приходи за финансиране на значими проекти. Влошеното качество и ограничения достъп доспортна инфраструктура и услуги за населението и икономиката оказват негативно влияние върху конкурентоспособността на селските райони. Реализацията на проекта ще допринесе за реално удовлетворяване на нуждите на всички идентифицираните в настоящия анализ групи на територията на общината. Настоящият проект може да се приеме като приложим и устойчив в дългосрочна перспектива както от финансова, така и от икономическа гледна точка. (Bulgarian)

The project fully responds to the need for investment in sport infrastructure in order to meet the objectives of the regional and national level. The development and modernisation of sport in the municipality of Ivaylovgrad, with a view to improving the quality of the services provided, is a priority aimed at providing the missing financial resources for their development, on the one hand, and on the other hand, taking measures to develop them in accordance with the priorities at national, regional and local level. The main problems for the maintenance and development of sport infrastructure relate to a lack of means of repair and investment and a tendency to continue to deteriorate the quality of the infrastructure. The budgetary resources of the municipality of Ivaylovgrad, as well as the majority of municipalities in the Republic of Bulgaria, are heavily dependent on subsidies from the Republican budget, there are limited possibilities for the realisation of its own revenues for financing significant projects. Poor quality and limited access to sports infrastructure and services for the population and the economy have a negative impact on the competitiveness of rural areas. The implementation of the project will contribute to the actual satisfaction of the needs of all the groups identified in this analysis on the territory of the municipality. This project can be considered relevant and sustainable in a long-term perspective, both financially and economically. (English)
