Общата цел на проекта е да се намали количеството депонирани отпадъци в общините от РСУО Разград чрез изграждане на инфраструктура за разделно събиране и оползотворяване на зелените битови отпадъци и предварително третиране на смесените битови отпадъци. Тази цел е в съответствие с йерархията за управление на отпадъците и с националните цели за поетапно намаляване на количествата биоразградими битови отпадъци, предназначени за депониране, и увеличаване на дела на рециклираните и оползотворените отпадъци най-малко от хартия и картон, метали, пластмаса и стъкло. Проектът допринася и за подобряване на ресурсната ефективност, като в резултат от инвестицията отпадъкът ще се превръща в ресурс.Специфичната цел на проекта е да се осигури необходимата инфраструктура за увеличаване на количествата разделно събрани, рециклирани и оползотворени битови отпадъци, образувани на територията на общините от РСУО Разград.В проекта са включени следните дейности:1. Подготовка на проекта2. Подготовка на документации за възлагане на обществени поръчки3. Изготвяне на идейни проекти и изготвяне на документации за работно проектиране, строителство на двете инсталации и доставки4. Проектиране и изграждане на компостираща инсталация и инсталация за предварително третиране 5. Инвеститорски контрол и строителен надзор 6. Изпълнение на мерки за информация и комуникация7. Организация и управление на проектаВ резултат от изпълнението на проекта ще бъдат изградени компостираща инсталация и инсталация за предварително третиране. Социално-икономическите ползи от изпълнение на проекта са насочени към подобряване на качеството на околната среда за жителите в общините чрез намаляване на свързаните с депонирането на отпадъци вредни емисии; предоставяне на нов тип услуга относно отпадъците на жителите и бизнеса в общините. The overall objective of the project is to reduce the amount of waste landfilled in Razgrad municipalities by building infrastructure for separate collection and recovery of green municipal waste and pre-treatment of mixed municipal waste. This objective is in line with the waste management hierarchy and national targets for a phased reduction of the amount of biodegradable municipal waste destined for landfilling and increasing the share of recycled and recovered waste at least from paper and cardboard, metals, plastics and glass. The project also contributes to improving resource efficiency, as a result of the investment the waste will become a resource. The specific objective of the project is to provide the necessary infrastructure for increasing the quantities of separately collected, recycled and recovered municipal waste generated on the territory of the municipalities of RSUO Razgrad.The project includes the following activities:1. Project preparation2. Preparation of procurement documentation3. Preparation of conceptual designs and preparation of documentation for working design, construction of the two installations and supplies4. Design and construction of composting plant and pretreatment plant 5. Investor control and construction supervision 6. Implementation of information and communication measures7. Organisation and management of the project as a result of the implementation of the project will be built a composting plant and a pretreatment plant. The socio-economic benefits of implementing the project are aimed at improving the quality of the environment for residents in municipalities by reducing the harmful emissions associated with landfilling; providing a new type of waste service to residents and businesses in municipalities. L’objectif général du projet est de réduire la quantité de déchets mis en décharge dans les municipalités de Razgrad en construisant des infrastructures pour la collecte séparée et la valorisation des déchets municipaux verts et le prétraitement des déchets municipaux mixtes. Cet objectif est conforme à la hiérarchie de gestion des déchets et aux objectifs nationaux visant à réduire progressivement la quantité de déchets municipaux biodégradables destinés à la mise en décharge et à augmenter la part des déchets recyclés et valorisés, au moins du papier et du carton, des métaux, des matières plastiques et du verre. L’objectif spécifique du projet est de fournir les infrastructures nécessaires pour augmenter les quantités de déchets municipaux collectés séparément, recyclés et valorisés sur le territoire des municipalités de RSUO Razgrad.Le projet comprend les activités suivantes:1. Préparation du projet2. Préparation de la documentation relative aux marchés3. Préparation des conceptions conceptuelles et préparation de la documentation pour la conception des travaux, la construction des deux installations et fournitures4. Conception et construction d’une usine de compostage et d’une usine de prétraitement 5. Contrôle des investisseurs et supervision de la construction 6. Mise en œuvre de mesures d’information et de communication7. L’organisation et la gestion du projet à la suite de la mise en œuvre du projet seront construites une usine de compostage et une usine de prétraitement. Les avantages socio-économiques de la mise en œuvre du projet visent à améliorer la qualité de l’environnement pour les habitants des municipalités en réduisant les émissions nocives associées à la mise en décharge; fournir un nouveau type de service de gestion des déchets aux résidents et aux entreprises des municipalités. Übergeordnetes Ziel des Projekts ist die Verringerung der Abfallmenge in den Gemeinden Razgrads durch den Bau von Infrastrukturen für die getrennte Sammlung und Verwertung grüner Siedlungsabfälle und die Vorbehandlung gemischter Siedlungsabfälle. Dieses Ziel steht im Einklang mit der Abfallbewirtschaftungshierarchie und den nationalen Zielen für eine schrittweise Verringerung der Menge biologisch abbaubarer Siedlungsabfälle, die für die Deponierung bestimmt sind, und die Erhöhung des Anteils an recycelten und verwerteten Abfällen zumindest aus Papier und Pappe, Metallen, Kunststoffen und Glas. Das Projekt trägt auch zur Verbesserung der Ressourceneffizienz bei, da die Investition zu einer Ressource wird. Das spezifische Ziel des Projekts ist es, die notwendige Infrastruktur für die Erhöhung der Mengen getrennt gesammelter, recycelter und wiederverwerteter Siedlungsabfälle zu schaffen, die auf dem Gebiet der Gemeinden RSUO Razgrad anfallen.Das Projekt umfasst die folgenden Aktivitäten:1. Projektvorbereitung2. Erstellung der Beschaffungsunterlagen3. Vorbereitung der Konzeption und Vorbereitung der Dokumentation für die Arbeitsplanung, Bau der beiden Anlagen und Lieferungen4. De algemene doelstelling van het project is de hoeveelheid afval die in Razgrad-gemeenten wordt gestort te verminderen door infrastructuur te bouwen voor de gescheiden inzameling en terugwinning van groen stedelijk afval en de voorbehandeling van gemengd stedelijk afval. Deze doelstelling is in overeenstemming met de afvalverwerkingshiërarchie en de nationale streefcijfers voor een gefaseerde vermindering van de hoeveelheid biologisch afbreekbaar stedelijk afval dat bestemd is om te storten en het aandeel gerecycleerd en teruggewonnen afval van ten minste papier en karton, metalen, kunststoffen en glas te verhogen. Het project draagt ook bij aan het verbeteren van de hulpbronnenefficiëntie, als gevolg van de investering zal het afval een hulpbron worden. De specifieke doelstelling van het project is het verschaffen van de nodige infrastructuur voor het verhogen van de hoeveelheden gescheiden ingezamelde, gerecycleerde en teruggewonnen stedelijk afval die op het grondgebied van de gemeenten van RSUO Razgrad worden geproduceerd.Het project omvat de volgende activiteiten:1. Voorbereiding van het project2. Voorbereiding van aanbestedingsdocumenten3. Voorbereiding van conceptuele ontwerpen en voorbereiding van documentatie voor het werkontwerp, de bouw van de twee installaties en benodigdheden4. Ontwerp en bouw van composteerinstallatie en voorbehandelingsinstallatie 5. Controle van investeerders en toezicht op de bouw 6. Tenuitvoerlegging van voorlichtings- en communicatiemaatregelen7. De organisatie en het beheer van het project als gevolg van de uitvoering van het project zullen een composteerinstallatie en een voorbehandelingsinstallatie worden gebouwd. De sociaal-economische voordelen van de uitvoering van het project zijn erop gericht de kwaliteit van het milieu voor inwoners van gemeenten te verbeteren door de schadelijke emissies in verband met storten te verminderen; het verlenen van een nieuw soort afvaldienst aan inwoners en bedrijven in gemeenten. L'obiettivo generale del progetto è ridurre la quantità di rifiuti collocati in discarica nei comuni di Razgrad mediante la costruzione di infrastrutture per la raccolta differenziata e il recupero dei rifiuti urbani verdi e il pretrattamento dei rifiuti urbani indifferenziati. Tale obiettivo è in linea con la gerarchia della gestione dei rifiuti e con gli obiettivi nazionali di riduzione graduale della quantità di rifiuti urbani biodegradabili destinati al collocamento in discarica e di aumento della quota di rifiuti riciclati e recuperati almeno da carta e cartone, metalli, plastica e vetro. Il progetto contribuisce anche a migliorare l'efficienza delle risorse, grazie all'investimento i rifiuti diventeranno una risorsa. L'obiettivo specifico del progetto è quello di fornire le infrastrutture necessarie per aumentare le quantità di rifiuti urbani raccolti, riciclati e recuperati separatamente generati sul territorio dei comuni di RSUO Razgrad.Il progetto comprende le seguenti attività:1. Preparazione del progetto2. Preparazione della documentazione sugli appalti3. Preparazione di progetti concettuali e preparazione della documentazione per la progettazione di lavoro, costruzione dei due impianti e forniture4. Progettazione e costruzione di impianti di compostaggio e di pretrattamento 5. Controllo degli investitori e supervisione delle costruzioni 6. Attuazione delle misure di informazione e comunicazione7. L'organizzazione e la gestione del progetto a seguito dell'attuazione del progetto saranno costruite un impianto di compostaggio e un impianto di pretrattamento. I benefici socioeconomici dell'attuazione del progetto sono volti a migliorare la qualità dell'ambiente per i residenti nei comuni riducendo le emissioni nocive associate al collocamento in discarica; fornire un nuovo tipo di servizio ai residenti e alle imprese dei comuni. El objetivo general del proyecto es reducir la cantidad de residuos vertidos en los municipios de Razgrad mediante la construcción de infraestructuras para la recogida selectiva y la recuperación de residuos municipales verdes y el tratamiento previo de residuos municipales mixtos. Este objetivo está en consonancia con la jerarquía de gestión de residuos y con los objetivos nacionales para una reducción gradual de la cantidad de residuos municipales biodegradables destinados a vertederos y aumentar la proporción de residuos reciclados y valorizados al menos de papel y cartón, metales, plásticos y vidrio. El proyecto también contribuye a mejorar la eficiencia de los recursos, como resultado de la inversión, los residuos se convertirán en un recurso. El objetivo específico del proyecto es proporcionar la infraestructura necesaria para aumentar las cantidades de residuos municipales recogidos por separado, reciclados y valorizados generados en el territorio de los municipios de RSUO Razgrad. El proyecto incluye las siguientes actividades:1. Preparación del proyecto2. Preparación de la documentación de adquisiciones3. Preparación de diseños conceptuales y preparación de documentación para el diseño de trabajo, construcción de las dos instalaciones y suministros4. Diseño y construcción de planta de compostaje y planta de pretratamiento 5. Control del inversor y supervisión de la construcción 6. Aplicación de medidas de información y comunicación7.
