Основната цел на проекта е осигуряване на ефективна социална инфраструктура, предназначена за предоставяне на нов вид резидентни услуги в общността, които да заменят институционалния модел на грижа за деца с грижа близка до семейната среда в общността. Обхвата на социалните услуги на територията на община Враца ще се разшири чрез изграждане, обзавеждане и оборудване на Център за настаняване от семеен тип за деца (ЦНСТ) с капацитет 12 места и извършване на реконструкция, ремонт, обзавеждане и оборудване на сгради за създаване на нови социални услуги: Преходно жилище (ПЖ) за деца с капацитет 8 места и Наблюдавано жилище (НЖ) с капацитет 6 места.Изграждането на инфраструктура за предоставяне на социалните услуги е в съответствие с Националната стратегия „Визия за деинституционализацията на децата в Република България“ и Актуализирания план за действие за изпълнението й. Проектът подобрява готовността за социално включване на децата и младежите, настанени в Дом за деца лишени от родителски грижи, Дом за медико-социални грижи за деца и продължава процеса по деинституционализация.Целевите групи за ЦНСТ са деца, лишени от родителска грижа, за които са изчерпани възможностите за оставане и връщане в биологичното семейство, настаняване в семейството на близки и роднини или в приемно семейство; за Преходно жилище-деца от 15 до 18 г.,изведени от специализирани институции; за Наблюдавано жилище–лица от 18 до 21 г.,които напускат специализирани институции, преходни и защитени жилища и им предстои да водят независим начин на живот.След приключване на проекта, в изградената/обновена инфраструктура ще се предоставят социални услуги, чиито доставчик ще бъде Община Враца. За осигуряване на тяхната устойчивост се предвижда кандидатстване с проект по Оперативна програма "Развитие на човешките ресурси" и впоследствие ще се предприемат действия те да са делегирани от държавата дейности. The main objective of the project is to provide effective social infrastructure designed to provide a new type of resident community services to replace the institutional model of care for children with care close to the family environment in the community. The scope of the social services on the territory of Vratsa municipality will be extended through the construction, furnishing and equipment of a Family Type Accommodation Centre for Children (CNST) with a capacity of 12 seats and carrying out reconstruction, repair, furnishing and equipment of buildings for the creation of new social services: Transitional housing (PA) for children with a capacity of 8 places and an Observed Housing (LH) with a capacity of 6 seats.The construction of infrastructure for the provision of social services is in line with the National Strategy “Vision for the Deinstitutionalisation of Children in the Republic of Bulgaria” and the Updated Action Plan for its implementation. The project improves the readiness for social inclusion of children and young people accommodated in the Home for Children deprived of Parental Care, Home for Medical and Social Care for Children and continues the process of deinstitutionalisation.The target groups for CNST are children deprived of parental care, for whom they are depleted in the family and close to family; for Transitional housing-children from 15 to 18 years,made by specialised institutions; for Observed Housing-persons from 18 to 21 years old, who leave specialised institutions, transitional and protected dwellings and are about to lead an independent lifestyle. After completion of the project, social services will be provided in the built/renovated infrastructure, the provider of which will be the Municipality of Vratsa. In order to ensure their sustainability, it is envisaged to apply with a project under the Operational Programme “Human Resources Development” and subsequently actions will be taken to be delegated activities by the state. L’objectif principal du projet est de mettre en place une infrastructure sociale efficace destinée à fournir un nouveau type de services communautaires résidants afin de remplacer le modèle institutionnel de prise en charge des enfants par une prise en charge proche de l’environnement familial dans la communauté. Le champ d’application des services sociaux sur le territoire de la municipalité de Vratsa sera étendu par la construction, l’ameublement et l’équipement d’un centre d’hébergement familial pour enfants (CNST) d’une capacité de 12 places et la reconstruction, la réparation, l’ameublement et l’équipement des bâtiments pour la création de nouveaux services sociaux: La construction d’infrastructures pour la fourniture de services sociaux est conforme à la Stratégie nationale «Vision pour la désinstitutionnalisation des enfants en République de Bulgarie» et au Plan d’action actualisé pour sa mise en œuvre. Le projet améliore la préparation à l’inclusion sociale des enfants et des jeunes hébergés dans le foyer pour enfants privés de soins parentaux, le foyer de soins médicaux et sociaux pour enfants et poursuit le processus de désinstitutionnalisation.Les groupes cibles du CNST sont les enfants privés de soins parentaux, pour lesquels ils sont épuisés dans la famille et proches de la famille; pour les logements transitoires — enfants de 15 à 18 ans, réalisés par des institutions spécialisées; pour les personnes âgées de 18 à 21 ans qui quittent des institutions spécialisées, des logements de transition et des logements protégés et qui sont sur le point de mener un mode de vie indépendant. Après l’achèvement du projet, des services sociaux seront fournis dans les infrastructures construites/rénovées, dont le fournisseur sera la municipalité de Vratsa. Afin d’assurer leur durabilité, il est envisagé de s’appliquer à un projet relevant du programme opérationnel «Développement des ressources humaines» et, par la suite, des mesures seront prises pour être déléguées par l’État. Das Projekt verbessert die Bereitschaft zur sozialen Inklusion von Kindern und Jugendlichen, die im Haus für Kinder untergebracht sind, die der elterlichen Betreuung, dem Heim für die medizinische und soziale Betreuung von Kindern und Kindern angehören, und den Prozess der Deinstitutionalisierung fortführen. für Übergangswohnungen-Kinder von 15 bis 18 Jahren durch spezialisierte Einrichtungen; für Observed Housing-Personen im Alter von 18 bis 21 Jahren, die spezialisierte Einrichtungen verlassen, Übergangs- und geschützte Wohnungen und sind dabei, einen unabhängigen Lebensstil zu führen.
