    The cross-border areas of the Warmian-Masurian Province and the Kaliningrad Oblast are characterized by symmetrical issues caused by the insufficient sanitary infrastructure mainly in rural areas. As a result of existing solutions (the use of leaking cesspools or lack of any solutions accumulating domestic wastewater), pollution associated with sanitary sewage goes to the ground, surface and underground waters, causing contamination of soils and waters - as a consequence of drinking water. The surface waters of the rivers in the Pregoła catchment (Angrapa / Pisa) and the Vistula river (Drwęca / Wel, Hartowieckie lake) covered by the boundaries of valuable natural areas are in poor condition, which, if the project is not taken up, will deteriorate. The investment area in the Rybno commune is located in the area of prospective underground mineral waters, which intensify the need of taking care of the quality of the natural environment. Both communes have local predispositions for tourism and agricultural development based on natural resources. All pollution (regardless of national borders) negatively affects the shared ecosystem of the Vistula Lagoon, the Gulf of Gdansk and the Baltic Sea. The implementation of symmetrical projects in Rybno commune and Prioziornoje village near Gusev will eliminate the sanitary pollution. It will lead sewage through the network system to the sewage treatment plant and not directly to the environment. The undertaken PL-RU cooperation concerns infrastructural and soft measures for environmental protection in the crossborder area. It will bring permanent environmental changes and in ecological awareness of residents. The result of the project will be an increase in the population covered by improved and developed sewage treatment systems and using preventive measures in environmental protection.
